Translating Ritzer for Iranian audiences

An Iranian translator says he will translate sociologist George Ritzer’s theory textbook into Persian:

Iranian author and translator of sociology works said that he will release two translations of American sociologist George Ritzer in Iran and added that he has decided to translate a book in the field of “Social work” as well as “Sociology in the internet era”…

Dr. Khalil Mirzaee told IBNA that one of the books which he has translated is George Ritzer’s “Contemporary Sociological Theory and Its Classical Roots” which had been previously converted into Persian as well. The inappropriate Persian equivalents encouraged me to re-translate the book, he added.

He said that George Ritzer reviews his works once in every four years which include omitting some theories as well as adding new theories.

It is interesting to hear how a common textbook is being used in other countries. But I wonder how this relates to news from last year that the Iranian government wanted to review sociology departments (among others) because of Western influences. Ritzer’s theory books are mainly about European and American theorists but Ritzer’s own ideas about globalization might also be of interest to both scholars and the government.

Further details on proposed Illinois toll hike; Illinois tolls rather low

The Chicago Tribune reports today that the Illinois State Toll Highway Authority wants to raise toll rates in order to raise money for several new projects, including a reconstruction of I-90 (the Jane Addams), adding an interchange between I-294 and I-57 (one of the few places in the US where two interstates do not have an interchange), extending the Elgin-O’Hare, and undertaking several studies for possible new roads (extending Route 53, the Illiana Expressway).

But there is more to this story. While the Authority wants money to undertake these projects, there is another defense for raising rates: Illinois toll rates are lower than other states.

The council urged that tolls on the existing tollway system be raised to levels “consistent with national averages” to generate revenue for the EOWB [Elgin-O’Hare West Bypass]. Currently, Illinois Tollway users pay the equivalent of 3 cents per mile, while the national average is 7 cents per mile, officials say. Using that model could result in a systemwide doubling of the current rate, to 80 cents from 40 cents for passenger vehicles using I-PASS, and to $1.60 from 80 cents for cash customers…

The report also said tolls on the EOWB itself should be “consistent with the level of other new toll projects nationwide,” or about 20 cents a mile. This suggests that tolls on the new highway could be as much as seven times the current rate, or $2.80 for passenger vehicles using I-PASS and $5.60 for cash customers…

In addition, the council’s report recommends that future toll increases be indexed to inflation. The last time the tollway hiked car tolls was 2005, but that was the cash rate. Cars with I-PASS pay the same rate as they did in 1983, the tollway says…
The report also urges consideration of so-called congestion pricing strategies, in which vehicles pay higher tolls during peak hours or for express lanes; extending the tollway’s bond maturity term up to 40 years; and giving further study to tolling adjacent freeways. That could mean imposing tolls on I-290.

I’m guessing Chicago area residents will not like this as it makes driving more expensive (particularly with the price of gas) and there will general grumbling about how the tolls were supposed to disappear at some point. But, roads have to be paid for somehow and whether motorists pay through tolls or gas taxes, they will pay for the privilege of using roads. If anything, perhaps Chicago area residents should be surprised that tolls have stayed so low when other states have raised them. Since we can probably assume that the cost of road building has gone up like everything else, it sounds like tolls should increase.

If there is a larger issue to be concerned about, we could ask about the planning undertaken by the state. A road like the Illiana Expressway has been discussed for decades and waiting this long to undergo a major study and then go through with the construction will cost more now than it would have years ago. The Elgin-O’Hare has been a running joke for a while. Additionally, it would be interesting to see how close or far planners were in estimating the number of vehicles that would use the highways each day. The early expressways in the area, I-294 and I-290 are two examples, have seen much more traffic than was initially anticipated, driving up costs. Overall, more foresight could have saved money.

Vacant urban Borders stores and “no net loss”

There are a variety of perspectives one can hold on the closing of bookstores like Borders. Monday, I noted how the loss of chain bookstores can affect a local economy and its tax base. On the same subject, another commentator suggests cities need to be concerned about replacing these “third places”:

“Third place” is a decades-old term championed by sociologist Ray Oldenburg for venues which bring people together in the tradition of the American colonial tavern or general store. The idea remains central to urbanist thinking, and describes those places, other than home or work, where we gather, debate and trade. “No net loss” is a term borrowed from the vocabulary of wetland conservation, and allows for replacement of lost assets with equivalent resources…

In response to the Borders news, some pundits, like Josh Stephens in Planetizen, have called for a better, non-Walmartian reinvention of the bookstore. In his view, big boxes — even when urban — destroy Mom-and-Pop purveyors. Amazon and Kindle aside, he makes a good case for a new, post-recessionary wave of independent urban bookstore start-ups. For those bookstores, I hope that he is right.

But as to third places — and I am going to assume that “big books” uses can play such a role — there is something bothersome about the final demise of Borders’ urban core locations. While perhaps an opportunity for the independent competitor, what of the potential loss of third place uses in high-value urban downtowns?

Will the prime square footage occupied by Borders have similar third place potential once reclaimed? Will replacement uses provide the equivalent fusion business purposes of books, coffee, lecture and song?

In most cities and suburbs, is there really an acceptable “third place” alternative? Coffee shops tend to be small (and standardized – see Starbucks) and bars/taverns can be seen as attracting a certain crowd. Independent bookstores may be something to hope for but are difficult to pull off.

If communities are simply concerned with their tax base, filling these Borders sites with retail or restaurant uses would likely be just fine. In this perspective, any empty space is bad. On the other hand, this commentator is suggesting that communities should encourage (and incentivize?) certain uses that will at least maintain and perhaps build upon the “third place” nature of bookstores.

On another track, the commentator suggests bookstores offer the “fusion business purposes of books, coffee, lecture and song.” These functions sound more like entertainment or “culture” than “sociality.” Certainly, people can get to know each other while drinking coffee or listening to musicians but the “third place” is about something larger: providing safe, familiar spaces between work and home where citizens can talk with old friends, meet new people, and talk about important issues including society and politics. Third places should be where citizens can develop “bridging ties” as they step outside the realms of home and work. Does this really happen in bookstores like Borders?

Don’t romanticize the loss of bookstores: rue the loss of tax dollars and jobs

One response to the closing of bookstores is to lament the loss of a place to browse for books and drink coffee. But another reason to rue the loss of these stores is the loss of tax dollars and jobs. Here is how this plays out in Wheaton:

The eventual closure of Borders books will have an impact on Wheaton in terms of lost sales tax revenue and jobs, said Jim Kozik, the director of planning for the city. And replacing a large retailer isn’t easy in times like these…

Locally he said Borders absence will mean a loss of jobs, a loss of tax revenue for the city and a loss of lease income for the management company that runs the shopping plaza at Butterfield and Naperville roads. But he said the amount of revenue the city will lose is hard to quantify because it is not spelled out by state government…

Kozik said the city has had discussions with Anderson’s Bookshop, an independent seller with locations in Downers Grove and Naperville. But ultimately the talks didn’t produce.

With liquidation plans announced for Borders books, Wheaton could face having two large vacant former bookstores – the other being a space in the Town Square shopping plaza formerly occupied by Barnes and Noble. That store closed a few years ago, said Kerry O’Brien of the Wheaton chamber of commerce.

It is little wonder that more states are looking to gather sales taxes off internet sales. The loss of bookstores has an economic impact that is perhaps more important than the cultural and social implications of the loss of a potential “third place.”

This story is also a little more intriguing because it is Wheaton, a community that is fairly educated and yet has lost two big chain bookstores. If they can’t survive in Wheaton, where else can they survive? (I wonder how the Barnes & Noble in downtown Naperville is viewed.) In general, the Chicago suburbs are lacking in independent bookstores, a type of business that might mark a more educated demographic.

A life of leisure in the suburbs

In addition to noting how suburbs began because of religious intentions to pull women out of dirty and immoral cities, this essay looks at how the suburbs were seen as a place for leisure, ultimately exacerbating the divide between work and leisure:

The idea of the bungalow and its compound, the suburb, caught like wildfire, largely because its hidden message was one of leisure, universal and perpetual. The bungalow exists in dozens of different cultures with almost as many definitions – from seaside shack (Britain) to hotel-side pavilion (Germany) to house fit for Europeans (Africa, Mexico and the Caribbean).

The common theme, apart from the sense of a stand-alone single-family dwelling, is the theme of manifest leisure, obvious waste or, in Thorstein Veblen’s term, conspicuous consumption. ”People will undergo a very considerable degree of privation in the comforts or the necessaries of life,” Veblen wrote in his 1899 Theory of the Leisure Class, ”in order to afford what is considered a decent amount of wasteful consumption”.

The idea that this waste-time, or leisure, might be available to everyone quickly made it despised by the upper classes but beloved by the rest. It was as if, in buying a bungalow, you were buying the promise, or at least the possibility, of perpetual vacation.

But there’s an irony here which, like so much of Western modernism, looks set to rebound on us. For excess leisure doesn’t make us healthy or happy. We’re just not that kind of primate.

I wonder how this has changed today for generations that were raised in the suburbs. The contrast between the life of leisure in the city versus the suburbs was probably quite clear for those who lived in the city, particularly industrializing cities in the 1800s and early 1900s, but for those that have only known the suburbs, do the suburbs still operate as a haven for leisure? Is the key to suburban leisure the actual relaxing nature of it or its contrast to alternatives that are perceived as being even worse?

This essay also hints at how the work-leisure divide can be bridged. One option presented is to construct more mixed-use developments where workers and residents could interact more. But another option would be to construct or rebuild “third places” where people could find a middle ground between home/family and work. Such institutions (commericial or not) could mediate these two realms. Third, I wonder if this problem might dissipate as younger adults may be more willing to mix these two categories as work becomes less of an income-earning activity and more of a passion, vocation, or calling.

Cities and suburbs continuing to converge

Alan Berube of the Brookings Institution recently gave a talk highlighting how the growing links between cities and suburbs in the United States:

First, the initial results from the 2010 Census signal a continuing demographic convergence within U.S. metropolitan areas, one that is blurring the lines that have long separated cities and suburbs.

Second, this convergence results from a complicated mix of economic, social, and physical changes in metro areas, and raises a host of consequences for suburban communities at the front lines of change.

And third, in light of these growing and shared challenges, we must adopt a metropolitan approach to managing and making the most of demographic change in an increasingly metropolitan world.

We’ll be hearing more about this in the coming years. I am most curious to see how individual municipalities, cities and suburbs, are able to put aside their self interest and sacrifice for metropolitan solutions. People have been pushing metropolitan solutions for a long time but most suburbs (and cities?) that are well off on their own haven’t felt the need to truly cooperate on larger issues.

Gangs in the suburbs

Suburbanites often dream that they have escaped or avoided the problems of the big city. But some of these issues are no longer just big city problems: gangs have been in the suburbs for some time now.

Gangs, once a threat confined to city streets, began expanding outward two decades ago. Now, suburban and rural communities are the center of a significant and growing gang problem, according to the 2009 National Gang Threat Assessment report.

The Tennessee Bureau of Investigation found that nearly all communities surrounding Nashville have gang activity, including the traditional suburbs of Nashville, such as those around Hickory Hollow Mall, and small towns in Williamson, Rutherford, Sumner and Wilson counties.

These smaller, residential communities offer fresh territory for selling drugs and that increases the gang’s revenue.

“There’s money out in the suburbs,” said Mike Carlie, criminology and sociology professor at Missouri State University. “There are people in the suburbs that want drugs.”

Growing up in a suburb of Chicago, I can recall when local law enforcement and other officials started talking about gangs in the late 1980s and early 1990s. It was something that people in the community weren’t completely prepared for and that threatened the idyllic suburban lifestyle.

I haven’t read much research about suburban gang activity, particularly beyond inner-ring suburbs and in more affluent communities. I would be interested to know how it affects average suburban residents and civic organizations: are they willing to combat the problem and deal with some larger social issues or would they prefer to throw the book at gang members or would they move to further out or more affluent suburbs that don’t have a perceived gang problem?

One of my favorite scenes from Gang Leader for a Day involved the gang leaders meeting at a large suburban house to talk business. While the gang business, mainly involving poor neighborhoods in Chicago, was taking place, their kids were swimming in the pool and acting out the suburban lifestyle. What did the neighbors think? Even a more realistic show like The Wire is set in a place where the public would expect gang activity: run-down areas of Baltimore. Why not put together another show that takes gangs to the suburbs?This would perhaps be too scary for many Americans to consider.

How neighborhood affluence affects heat wave deaths

In describing which residents are more affected by heat waves, a newspaper piece cities a sociological study and misses the bigger picture by emphasizing whether there is a shopping district nearby:

People who live in areas without “inviting” businesses are more at risk of dying. A 2006 study published in the American Sociological Review looked at the 1995 heat wave in Chicago and found that mortality rates were higher in areas where businesses were not well tended and leaned toward the bar-and-liquor-store variety.

With fewer businesses that could coax the elderly and other at-risk residents out of their homes and into the safety of air-conditioning, death rates rise, the study authors found.

What is the lesson here: move to a neighborhood with well-kept stores in order to reduce one’s risk of dying in a heat wave? On the whole, it isn’t really the stores that matter: it is about the overall affluence of the neighborhood which then affects the stores. People living in neighborhood with fewer stores are also more likely to be in places with less resources and perhaps less social services. The newspaper is presenting some data without providing a deeper look at the underlying relationship between these two factors.

Then, perhaps fighting the effects of heat waves goes far beyond opening swimming pools and “cooling centers.” Even as many cities have developed plans to deal with heat waves, including Chicago which was hit hard by a 1995 heat wave, it is part of larger structural issues that dictate which neighborhoods have resources and which do not.

“The most closely studied troublemakers in history”

See this story for how a large study of Boston’s youths begun in 1939 sheds light on the recent arrest of mobster James “Whitey” Bulger:

It all began in 1939, when husband-and-wife researchers Sheldon and Eleanor Glueck assembled a team of investigators to go door to door through a number of poor Boston neighborhoods and collect data on boys who had grown up there. Their goal was to understand what causes some boys and not others to get involved with crime, a question which, as it happened, would be dramatically brought to life in the story of Whitey Bulger and his overachieving brother in the state Senate, William.

The Gluecks picked a sample of 1,000 boys, half of whom had stayed out of trouble while the other half had racked up records and gotten themselves locked up at one of two local reform schools, Lyman and Shirley. The boys were interviewed repeatedly – once when they were around 14, then again when they were 25 and 32 – as were their teachers, parents, and neighbors. Their world – Whitey’s world – was carefully documented, and their lives were charted as they grew from adolescents into adults…

The original researchers didn’t publish all of their data and several decades later, two criminologists dug into the data and interviewed some of the original participants. Here is what they found:

Their study earned Laub and Sampson accolades in their field for their insights into the nature of crime. But it also points to a few truths specifically about Boston, and the way the city shaped the Glueck boys while they grew into the Glueck men. It mattered a lot where these boys came from, Laub and Sampson concluded: The city had influenced them like no other city could have. Specifically, according to Sampson, it had made them cynical about authority.

All the poor neighborhoods in Boston were isolated to some degree in the 1940s: As Sampson and Laub discovered, kids who grew up in ethnic enclaves like Southie or the North End during that time did not identify with the city as a whole. Their lives were just too separate from everyone else’s, their daily routines too local. Plus, they knew the people who ran the show on Beacon Hill thought of their neighborhoods as slums, and they resented it.

This is an interesting piece as such large studies can offer a wealth of data and insights. This makes me wonder if other large datasets would benefit from teams of researchers later combing through the data to explore different areas and follow-up.

This is the sort of information that would help provide a broader context to Bulger’s case but I suspect the media will mainly stick to his mob background.
