Chinese purchase “monster homes” in New Zealand

McMansion type homes are not just restricted to the United States. This article describes what Chinese buyers are moving into in New Zealand:

When veteran architect Ron Sang drives around the outer fringes of Auckland near Albany or Botany, he can always spot a house built for a Chinese buyer.

“Generally it has a high portico on the outside – a big, high, ostentatious-looking porch, usually double height,” he says.

“Generally above the door you have a window and through the window you can see chandeliers. Inside the door you’ll see a big, ostentatiously curved stairway. They like to show wealth.”

These grand mansions on small suburban sections – what sociologist Paul Spoonley, adopting a Canadian term, calls “monster houses” – have become the stereotypical Chinese footprints in our cityscape.

While the homes described here are called “monster homes,” this sounds very similar to what Americans would call McMansions with the traits of a big entryway, garish appointments, the goal of impressing a buyer or visitor, and large homes on relatively small lots in suburban neighborhoods.

CHA reports on families displaced by the Plan for Transformation

After the recent removal of the final public housing high-rise residents in Chicago, the Chicago Housing Authority released figures Wednesday about what has happened to the displaced high-rise residents:

In the 12 years since the CHA began its Plan for Transformation, an ambitious effort to overhaul public housing, the number of families receiving CHA housing subsidies has been cut in half, with only 56 percent — or 9,388 households, excluding senior citizens — in the system, according to a study prepared by the CHA.

Only 60 of those families have rented or purchased homes in the suburbs, a finding that challenges long-held beliefs that crime had followed former residents from the high-rises into their communities…

The CHA, however, acknowledged that it has lost track of 2,202 families that once lived in CHA housing, and another 1,307 households found housing without CHA assistance.

Former residents now live in 71 of Chicago’s 77 neighborhoods, according to the report. However, the majority of them moved to neighborhoods such as Englewood, Woodlawn, Auburn Gresham, Roseland and Greater Grand Crossing, communities that already were burdened with high crime and poverty. Others moved into working-class African-American communities such as Chatham and South Shore, saturating formerly stable neighborhoods of single-family homes with renters.

Overall, this article seems to shy away from asking this question: has the removal of these high-rises led to better lives for their former residents or improved conditions for poorer neighborhoods in the city? This article doesn’t offer much positive evidence: very few have moved to the suburbs, the CHA has lost track of some families while others have dropped out of the system, and former high-rise residents encounter stereotypes when moving to new neighborhoods. The high-rises may be gone but the deeper issues are still present.

Update on affordable housing debate in Winnetka

The Chicago Tribune reports on Tuesday’s meeting in Winnetka regarding a proposed affordable housing ordinance. Here is how the comments at the meeting were summarized:

Rick McQuet, a Winnetka resident, said at the meeting that the affordable housing plan is intended to help young families and recent college graduates.

“That young family was me about 15 years ago, a new degree in hand and aspirations of becoming a member of a truly great community,” he said.

Northfield resident June O’Donoghue received applause after she said she opposes the proposal because it interferes with the housing market.

“Housing is affordable to the people who can afford it. That is a simple thing,” O’Donoghue said. “I think you need a referendum for people to vote to see if they want to go through all this social engineering.”

In recent weeks, the plan’s opponents have said it amounts to “hand-outs” for people with lower income that could result in Section 8 housing, decreased property values and increased crime. Supporters have lashed out at the opposition as bigoted, arguing that the plan would allow teachers, clergy and other employees to live in the community in which they work.

Some thoughts about these comments (which may or may not represent everything that was said at the meeting):

1. The first comment I included above is interesting in that it refers to a common understanding of affordable housing in suburbs: it is not about helping the disadvantaged in society but rather “young families,” “recent college graduates,” and often elderly residents of the community. While this may be a good goal for a community (particularly if residents want their own family members in these categories to live in the community), this is a different understanding of “affordable housing.” Perhaps this is what has to be done in many suburbs order to counter the plan’s opponents who are quoted as saying this is really about helping lower-income people. But overall, there are needs for cheaper housing in society beyond people who might fit a profile of a community but simply don’t have the money.

The plan seems to play to this more suburban understanding of affordable housing:

The proposed plan would apply to new developments, in which 15 percent of owner-occupied units must be affordable to households earning at least $75,000 per year, while 15 percent of rental units would be affordable to those earning at least $45,000. Current residents and senior citizens would receive priority, the plan says.

According to the Census, the 2009 median household income was $49,777 so the part of the plan for people making at least $45,000 is still drawing from near the top 50% of American incomes.

2. “Social engineering” is always an interesting term to think about. In finishing my taxes for this year, I was reminded that our tax code is riddled with all sorts of “social engineering” in terms of promoting or incentivizing certain activities. We as Americans value homeownership so we have a home mortgage interest deduction (which some argue should be taken away). We give deductions for giving money to charities. Is all social policy “social engineering” or just policies that some people don’t like?

The mystery church that opens to Buckingham Fountain in “Happy Endings”

After seeing the end of Modern Family, I saw the opening scene to ABC’s new show Happy Endings. As the bride left the groom at the altar and ran out of the church, we were treated to a shot of Chicago outside the church’s front door. There was only one problem: right outside the church’s door was Buckingham Fountain. Where exactly is this church?

The New York Times review of the show says the show is “Set in Chicago — by which I mean a soundstage somewhere like Burbank, Calif., that looks like New York but is called Chicago…” While I know movies and TV shows have a long history of such wrong shots (and establishing shots), this one seems just plain odd and obvious.

Septic tanks and McMansions

A commentator in southern Maryland discusses how the construction of McMansions in more rural areas is related to septic tanks and social class:

Public sewer might have caught up to the suburbs, but now the suburbs are leapfrogging public sewer. Although it has been slowed by the national housing crisis, the trend has been toward rural ridge tops bristling with “McMansions” like plates on the spine of a stegosaurus. These homes have problems that transcend septic. They generally gobble up land 5 acres at a time, not to mention their associated energy and transportation inefficiencies. It is indeed hard to feel sorry for these developments when cracking down on septic systems.

But at the same time big and rich developments are being scrubbed, it would be a mistake to throw country people out with the wastewater. In rural counties, lawmakers have been merciless in their attacks on anti-septic proposals, which they view as a job killer and an assault on private property rights. One Frederick County, Md., delegate called the proposed Maryland ban the worst bill he’d seen in 25 years.

There is hyperbole involved, naturally, but the danger is that septic bans, if too harsh, could make country life unaffordable for people of limited means. That’s the economics of reduced supply. Land prices in many areas have already made it difficult for people raised in rural locations to stay there. It’s proper that all sources of pollution, including septic systems, be controlled. It’s also proper that country life be protected at. The goal should be inclusive of both ideals.

Sounds like a case of competing interests: being greener (and the story suggests that a quarter of the homes in the Chesapeake Bay watershed have septic tanks leading to a pollution issue) versus keeping more rural homes affordable.

This discussion reminds me of Adam Rome’s book The Bulldozer in the Countryside which addresses the history of septic tanks in suburbia. In the suburban boom after World War II, it was often cheaper for builders to include septic tanks as suburban communities struggled to provide sewers and sewage treatment plants. In my own research into the development of local suburbs, it wasn’t until the early 1960s that communities began to see the importance of sewers and treatment plants. Eventually, many communities found ways to help pass the costs on to developers and builders through sewer hook-up fees but these were originally contentious.

Continued issues for Walmart in Chicago

Even with discussions last year suggesting more amity between Walmart and the city of Chicago (and an earlier post here), there are still some issues for the retailer in the city.

1. Over the weekend, activists in Little Village, a neighborhood on Chicago’s west side, said they think Walmart should locate one of their stores in their neighborhood rather than just building on the south side:

At a news conference Sunday afternoon at 26th Street and Kolin, Raul Montes Jr. said people could benefit from having a Wal-Mart more centrally located in the city, vs. the locations on the South Side, which are currently planned.

Montes says Wal-Mart would do well at 26th and Kostner, which has been vacant for years. Montes says he and others in Little Village have sent letters to their alderman over the past few months and have so far, gotten no response.

He says they feel ignored.

2. Last night, Walmart representatives presented plans to residents of Lakeview, a neighborhood on the north side, regarding a proposed smaller version of their store called “Walmart Market.” There was some opposition from the crowd:

About 200 people — many wearing anti-Wal-Mart buttons and stickers — filed into the Wellington Avenue United Church of Christ to hear the proposal.

John Bisio, a Wal-Mart Stores Inc. public affairs senior manager, said that although he recognized the citizens’ concerns, the smaller facility at Broadway and Surf Street would not interfere with the neighborhood’s character…

But many in the audience could be heard snickering at company representatives’ arguments for why the 32,000-square-foot Walmart Market would be good for the North Side neighborhood.

After the presentation, several residents overwhelmingly shouted down the proposal and urged Alderman Tunney to push forth the zoning limitation in City Council.

It is interesting to contrast these two responses to Walmart: one neighborhood wants a store while another is very skeptical and thinks the store is unnecessary and could harm the neighborhood.

But with big box stores wanting to move into cities (Target recently talking about plans to open on State Street as well as recently opening their first store in Manhattan), these discussions will continue to take place.

A narrative about McMansions at the heart of the economic crisis

With an ongoing economic crisis and housing slump, there are plenty of stories about who has been hit the hardest. But one writer suggests that perhaps we can’t just simply say that those who were excessive in their consumption and purchased McMansions are the only ones affected:

The nation’s lingering housing foreclosure mess is too often about folks with McMansion-size aspirations and duplex paychecks, granite counter appetites and laminate budgets.

And when we hear that one of the nation’s hot spots for foreclosures is Prince William County, we nod knowingly, thinking of the vast tracts of huge new homes and the dreamers who drowned in them.

But the other day, I met some of the folks who lost their homes or are fighting with banks to try to keep them. And McMansion isn’t what comes to mind.

The rest of the story goes on to describe the stories of a few people who lived more modest lifestyles and yet have still fallen into housing issues.

I would be interested in seeing some figures about what kinds of homes or types of owners are those who have experienced the most foreclosures or mortgage difficulties. Is it really McMansion owners or others? We hear quite a bit about regional differences, such as high vacancy rates in Florida and high foreclosure rates in certain states or cities, but less about other factors.

In reading this one particular story, I wonder why people might be quick to jump on people like those who live in Prince William County (a wealthy county – this Wikipedia list has it as the 14th highest county in the country in terms of median household income). How much of this is a moral judgment leveled against McMansion owners and houses more broadly? With this housing crisis, it now looks like McMansions are also a bad economic deal, adding to the other issues that critics say McMansions have.

2010 Census figures show growing urban population

In the last 110 years, the United States has become very urbanized: in 1900, 60.4% of the population was rural and 29.6% urban while in 1990, those numbers changed to 24.8% rural and 75.2% urban. New 2010 Census figures show that this trend has continued:

The U.S. population grew by 27 million over the decade, to 308 million. But growth was unevenly distributed. Metropolitan areas, defined as the collection of small cities and suburbs that surround an urban core with at least 50,000 people, accounted for most of the gain, growing 10.8% over the decade to 257.7 million people.

Rural areas, meanwhile, grew just 4.5% to 51 million. Many regions—from the Great Plains to the Mississippi Delta to rural New England—saw population declines. About 46% of rural counties lost population in the decade, including almost 60% of rural counties that aren’t adjacent to a metro area, according to an analysis of Census data by Kenneth Johnson, senior demographer at the Carsey Institute at the University of New Hampshire.

Based on these 2010 figures of 308 million US residents (though the population now is just over 311 million), that means 83.67% of the US lives in metropolitan areas. I still want to see the breakdown of urban areas: how much of the population now lives in suburbs (50.0% of Americans in 2000 compared to 30.3% percent in central cities – page 33 of this report) compared to cities. It is interesting to note that rural areas have still grown in population even as nearly half of rural counties lost population. Where exactly are the rural growth spots and are these exurbs that will soon become part of a metropolitan region or tourist spots?

Daily Herald highlights “immigrants moving to suburbs”

Focusing primarily on population growth in Aurora (read here about how Aurora is now the second largest city in Illinois), the Daily Herald says more immigrants are moving to the suburbs:

The trend of immigrants heading directly to American suburbs instead of starting in a major city intensified from 2000 to 2010 — and was one factor in Illinois’ 32.5 percent increase in Hispanic population in that period, according to recently released U.S. Census data.

Demographers say they aren’t just seeing it around Chicago. The same thing is happening around other major cities that have long been entry points for immigrants, such as New York, Los Angeles and San Francisco.

For many Hispanics in northern Illinois, Aurora supplanted Chicago as a cultural hub, and the growth has transformed smaller and smaller towns.

As I’ve noted before (see here as an example), this is quite a change for many American suburbs. In the coming years, it will be interesting to see how the residents already living in these suburbs respond. Additionally, community leaders will have to respond as well. Based on some of the comments regarding this news story, it appears that there might be some people who are unhappy with these changes.

If you want peace, you should head to Maine

The Institute for Economics and Peace has released its rankings of the most peaceful states in the United States and Maine tops the list. Here is some more information on this ranking:

The index, which defines peace as “the absence of violence,” looks at a set of five indicators, including homicide rates, violent crimes, percentage of the population in jail, number of police officers and availability of small arms (per 100,000 people) to rank the states. The data are drawn from the Bureau of Justice Statistics, FBI and Centers for Disease Control and Prevention.

On that basis, the institute finds that peace in the USA improved by 8% from 1995 to 2009.

It notes a significant correlation between a state’s level of peace and its economic opportunity, education and health but finds peacefulness is politically neutral — neither Republican nor Democratic states have an advantage.

Maine was ranked first overall because it topped the list of states on three of the five USPI indicators: number of violent crimes, number of police officers and incarceration rate.

There is some interesting regional variation with the northeast generally being more peaceful and the south being less peaceful. I’m sure there are a number of commentators and sociologists who could comment on the these findings about the South.

But, like many such rankings (see a recent example here), I’m sure people would ask whether these measures actually get at the presence or absence of violence. The percentage of the population in jail could be related to violence but there are plenty of other ways to end up in jail. The number of police officers could be related to violence but it could also be linked to funding and perceptions about crime. In terms of the availability of small arms, does this necessarily lead to violence?

Using these measures seems linked to how this organization views peace. According to the full report (page 8 of the PDF), “The methodological framework was based on envisaging a society that is perfectly at peace; a society where there is no violence, no police and no one in jail.” Here is the explanation about using the measure of small arms (page 8 of the PDF): “Additionally, this logic also applies to small arms: “the USPI does not make judgments about appropriate levels of small arms in society but rather considers their prevalence a reflection of the need for self-defense and a potential to generate violence.”

I don’t study in this area so it is interesting to read about how some of these things can ever be measured. Regarding getting a measure of small arms availability (page 10 of the PDF):

Although the U.S. has excellent data for many statistics, there is no reliable data on small arms availability, small arms ownership, or small arms sales within the U.S. or within the states of the U.S. An accurate measure of gun prevalence cannot be calculated from administrative records alone. For this reason many studies on gun prevalence use a quantitative proxy. The proxy used in the USPI is: fi rearm suicides as a percentage of total suicides (FS/S). As this indicator varied significantly from year to year for some states, a five year moving average was used in order to smooth out the variance. For example, the fi gure used for Alabama for 2008 was an average of FS/S for 2003-2007. More detail on why this proxy was chosen is supplied in Appendix B to this report.

The availability of small arms also had the lowest weighting in the rankings.
