Will a declining newspaper really lead to a loss of stature for Los Angeles?

Newspapers across the United States have suffered circulation declines and employee layoffs in recent years. The Los Angeles Times has been no different and was even bought out by the Tribune Company. But can people really suggest that Los Angeles is losing stature because its primary newspaper is having trouble?

Since The Times was sold to Tribune, its newsroom staff has been cut in half. For many Angelenos, the downsizing is just one more sign that their city is losing stature. Add it to the list of other ego-bruising blows, like the loss of its professional football team, the flight of Fortune 500 companies from the city limits and a failed bid for the 2016 Summer Olympics.

“We don’t even have a football team. So what does that tell you?” said Mr. Cheeseborough, a note of resignation in his voice.

The Times’s weekday circulation has been nearly halved since 2000, according to the Audit Bureau of Circulations, falling to just over 600,000 — a far steeper rate of decline than at many other big dailies like The Chicago Tribune, The Detroit Free Press and The Washington Post.

To identify where all the local harrumphing comes from, it helps to understand just how closely the rise of The Times is associated with the rise of Los Angeles as a capital of culture and commerce.

The paper’s founding families, the Otises and the Chandlers, used their fledgling publication to push for the development that helped give rise to modern Los Angeles. Water was first piped into the San Fernando Valley because they arranged for it. Los Angeles Harbor was built in part because of their backing.

The suggestion here is that the newspaper decline is part of a recent serious of public failures. By invoking the founding families of the newspaper and their “growth machine”/boosterism efforts, the suggestion is the out-of-towners who manage the newspaper (from Chicago, no less) don’t care much about the city. And if the newspaper doesn’t care any more, then why should anyone in the city or outside the city care?

This argument seems spurious at best. There could be several things going on here:

1. There is resentment about a Chicago company owning the Los Angeles Times. Chicago and LA have had a long-term rivalry as Chicago almost overtook New York City in population in the 1890s (leading New York to annex all five boroughs into the city) and then Los Angeles grew tremendously after World War Two to overtake Chicago as the “Second City.” This is a matter of civic pride.

2. People who like newspapers or journalists are upset about the demise of the Times while the general population is not. Journalists tend not to like to see the decline of revered outlets. Could this just be journalists upset about the general decline of newspapers? The problems described in this story, less news, more ads, are emblematic of the entire industry.

3. This is simply bad timing. There is not a causal relationship here: the decline of the Los Angeles Times coincides with a number of other events.

In the end, do people really think that Los Angeles’ culture and commerce are going to decline precipitously in the near future because of its newspaper?

The Katrina Cottage versus the McMansion

After Hurricane Katrina, there was a need for innovative housing designs in order to quickly rebuild the city’s housing stock. One such design was the Katrina Cottage, a 308 square foot dwelling that was quite portable but was well made and fit with existing architectural themes. The Chicago Tribune asked an employee of an urban planning firm who lives in one of these homes why exactly these homes did not catch on:

Q. You’ve said these little houses have a lot of fans who are attracted to their simplicity and see them as the anti-McMansion. Why didn’t Katrina Cottages catch on?

A. Well, you know, this kind of project would be illegal in most places; building codes restrict room size, and zoning codes restrict lot size. It wouldn’t work in a suburban subdivision; it has to be a small infill development. Dropped randomly into (traditional) subdivisions, the houses look eccentric and experimental.

The reason it works in Ocean Springs is that it’s around similar houses and it’s within walking or biking distance of places to eat and drink, a grocery store, a YMCA, hair salons, barbershop and retail. I rode a bike everywhere and didn’t need a car. If you have easy, walkable access, you don’t need all kinds of stuff in your house.

You see, in a conventional suburban development, they’ve taken an entire town and compressed it into a McMansion — you have the bar somewhere, you have the basement rec room, there’s the TV room, the coffee shop in an espresso machine. There’s a room with workout equipment. In a conventional subdivision, you have to (put all those features into the house) because you don’t have access to anything you can walk to.

There are a few developments based on the idea — there’s Cottage Square, where I stayed. Ross Chapin, a developer in Langley, Wash., builds so-called “pocket neighborhoods” — he’s got people buying 400-square-foot homes for $600,000. And Lowe’s created and still sells plans and kits for (individuals) who want these houses.

Several things are interesting in this response:

1. Conflating all suburban homes with McMansions is a common mistake.

2. The idea that suburban developments don’t want anything too different in terms of design or architecture is accurate. Homes that look too different might just negatively affect property values. On top of this, the idea that many places would find these homes to be illegal seems silly but is likely true.

3. I would be very interested to know what would lead people to pay $600,000 for a 400-square foot home. Check out Ross Chapin’s designs here.

4. You can read more about Ben Bowen’s thoughts here. It sounds like his argument for these small houses includes a certain kind of neighborhood where amenities and daily needs are within an easy walk. These ideas seem quite similar to those of New Urbanism.

Clearing snow from one of Chicago’s enduring design features: the alleys

Crews around here are still working on clearing snow. Even this morning, several days after the major snowfall, some roads have impassable lanes. But Chicago faces an additional challenge: clearing snow from the alleys of residential neighborhoods:

But snowplows won’t be moving down alleys, arteries that are no less important to city dwellers. Streets and Sanitation Commissioner Thomas Byrne says plows might do more harm than good, pushing snow up against garage doors. Garbage trucks, however, will try force their way down alleys to make tracks for cars, he said…

Indeed, while alleys are the last to see city snowplows, they’re first in the hearts of many Chicagoans.

If the Champs-Elysees epitomizes Paris and Unter den Linden boulevard is symbolic of Berlin, the alleys that bisect Chicago’s blocks are emblematic of Chicago, no less than touristy Michigan Avenue…

Other cities, like New York, lack alleys, which means trash has to be put out on streets for pickup. Chicago’s alleys are lined with garbage cans, yet also are the ultimate urban playground.

Years ago, alley games contributed to local patois. “No dibs on broken windows!” was the starting signal for softball games, an announcement that only the batter would be responsible for smashing a ball through a window. The alley version of hide-and-seek was kick-the-can, accompanied by the cry “Olly olly oxen free!”

Alleys were also traditional avenues of neighborhood commerce. Today’s alley vendors, primarily scavengers, prowl the backyard byways by truck. Their predecessors drove wagons pulled by horses.

In the midst of a story about plowing, the reader receives a short education on the importance of alleys for Chicago culture. It would also be interesting to hear about alleys as a planning feature: does it enhance or detract from life on the streets? Does it allow for greater traffic flows on roads when garages and garbage cans are pushed behind buildings? How often do alleys become more of problems than assets (like in situations like this)?

This reminds me of the prominence of alleys in the designs of New Urbanists. Their neighborhoods often place garages in the backyards of homes and buildings so that cars are not such a prominent feature in front of structures. This is intended to enhance life on front porches and front sidewalks as homes can then be closer to the public areas. But this article from Chicago suggests that the alleys can also become important areas for social interaction, interaction that is not taking place on the front stoop or in more visible, public areas. If the goal of New Urbanist design is to enhance community life and interaction, does it matter if this takes place in front or behind a home?

Bringing nature back to the city while still accepting cars and suburbs?

In modern history, the city has often been seen as the antithesis of nature or the countryside. With dirty factories, a multitude of noisy vehicles, and buildings crammed on top of each other, Americans (and others) responded in part by moving out from the city and into suburbs when the opportunity arose.

But there are still arguments about whether nature can return to the city and what exactly it might mean:

The following lies at the heart of the agenda of a growing number of designers and architects who refer to themselves as “landscape urbanists”: “the notion that the most important part of city planning is not the arrangement of buildings, but the natural landscape upon which those buildings stand.”…

“Proponents envision weaving nature and city together into a new hybrid that functions like a living ecosystem. And instead of pushing people closer together in service of achieving density … landscape urbanism allows for the possibility of an environmentally friendly future that includes spacious suburbs, and doesn’t demand that Americans stop driving their convenient cars. Americans have decided how they want to live, they argue, and the job of urban designers is to intelligently accommodate them while finding ways to protect the environment.”

And that’s the rub—the bit about cars and “spacious suburbs.” Architects who believe that a fresh commitment to urban living offers the best path to a sustainable future are deeply disconcerted by this quasi-green rhetoric, and by the way it’s catching on at trendy architecture schools. They call it a “a misguided surrender to suburban sprawl.”

This is part of a larger debate about land, density, lifestyles, and government funding: can we be truly “green” as long as there are any suburbs and cars? It sounds like one side says we need to compromise with the pro-suburban forces in America while another is holding out for a more urban world. Such a dividing line affects issues including sprawl, gas taxes, land use, high-speed rail, and more.

I’m not sure why it has to be an either/or question. Cities could adopt different tactics. Is Central Park a failure because it is compromised by several roads running through it? This seems more like an ideological battle rather than a discussion about what could happen in American cities in the near future.

Politicians and their responses to snow (and other events)

Is it any surprise that Mayor Daley of Chicago has been absent from the response to snowstorm of recent days? What exactly could he gain at this point in his career?

We know from recent history that politicians have plenty to lose in such circumstances. Look at Mayor Bloomberg in New York a month or so ago – if he can’t even get the snow plows working, how could he achieve higher office? Past Chicago mayors, such as Michael Bilandic, have been burned by snow.

My guess is that this is one of those situations where people in charge get little credit if all goes smoothly but proportionately more blame if things go poorly. People expect that services like snow plowing or garbage pick-up are just going to happen and tend to only notice this when that service is interrupted. Right now in Chicago there seems to be game of political hot-potato over the number of people trapped overnight on Tuesday on Lake Shore Drive. Who exactly is responsible – should Mayor Daley have to answer for this? Shouldn’t someone have had some plan in place? More broadly, do most cities sit and think about worst-case scenarios so that they have at least thought about some of these issues?

This may not be a fair process on the part of the public: the leader can’t control everything. But when something goes wrong, the public also expects that the leader is ultimately responsible and is responsive to the needs of the citizenry. If not, if those basic services don’t come through, the blame often goes right to the top.

Thoughts on plowing intersections, runs on bread, having places to turn around on major roads (like LSD), and more

Now that the Groundhog Day Blizzard of 2011 has stopped (though arctic wind chills are next), I have a few thoughts about the storm:

1. I drove home yesterday at about 4:45 PM. The roads weren’t too bad and the traffic was light – I assume this meant many people went home earlier. But there a problem in this sort of weather and any snow that always pops up: intersections that are difficult to move through. The roads can be quite passable but then everything bottles up at slushy intersections where people can’t start quickly and have great difficulty in turning. Someone needs to figure out a way to solve this problem. Would it be better to close an intersection for a minute or two so plows could do diagonal runs through the intersection square to clear snow? Are there people concerned about the science of plowing?

2. Why there was a run on bread in times like this is an interesting question to ponder. There are a lot of food one could buy before a storm hits that would be better in bread in that it would last longer and be more fulfilling. When did runs on bread begin and why do people still do this?

3. One of the stories in Chicago was the people who got stuck on in northbound traffic on Lake Shore Drive for hours. Why doesn’t every main road, particularly highways, have a certain number of points where people could turn around if a situation like this (or even a major crash in regular conditions) occurs? Lake Shore Drive has a number of exits in this area but those were blocked with crashes as well. Concrete barriers are helpful in separating traffic but this is an issue that someone should solve.

4. The warnings the police and state officials were giving overnight and this morning were intriguing that they must have to give these warnings because there are people who go out driving in such conditions when they don’t have to. This morning, one official suggested that if people wanted to go out, they needed to consider whether they were willing to risk their lives. This seems like common sense – but perhaps it is not.

5. When I woke up at 7:30 AM, the street in our residential subdivision wasn’t bad – perhaps 5-6 inches of snow. By 12:30 PM, a plow had done several runs on the street and it was clear. I was tempted to go drive and see what everything looks like but see point #4 above.

6. The blizzard is over – the total snowfall was the third biggest storm in Chicago history. Now it is time for the bitter cold. In the grand scheme of things, is the extreme cold more dangerous to more people than the blizzard conditions and the snow?

Pictures of “uncontacted” Amazon peoples

There are still areas of the planet where people have little contact with the larger world. The country of Brazil has just released photos of some people groups with limited contact in order to draw attention to their condition:

FUNAI has released similar photographs in the past and acknowledged that Peruvian loggers are sending some indigenous people fleeing across the border to less-affected rainforests in Brazil.

The coordinator of Brazil’s Amazon Indian organization COIAB, Marcos Apurina, said he hoped the images would draw attention to the plight of the indigenous peoples and encourage their protection.

“It is necessary to reaffirm that these peoples exist, so we support the use of images that prove these facts. These peoples have had their most fundamental rights, particularly their right to life, ignored — it is therefore crucial that we protect them,” he said.

FUNAI says there are 67 tribes in Brazil that do not have sustained contact with the outside world. Some are often referred to as “uncontacted” tribes even though they have some kind of, albeit limited, contacts.

The future of a number of these groups has been threatened in recent decades primarily by people who want their land, either for its natural resources or who want to convert it into farmland. And there are some interesting discussions about how these cultures can continue to remain fairly distinct from outside influences, even if most now have had some contact with the larger world.

Comparing pollution in cities versus suburbs

The Infrastructurist sums up a new study that compares pollution generated in cities versus that produced in the suburbs:

To illustrate this point, the authors of the new report examine per capita emissions rates in three locales in the greater Toronto region. The lowest per capita emissions rate (1.31 tons of carbon) belonged to the inner-city neighborhood of East York, home to dense apartments within walking distance of a commercial center and public transit. The highest rate (13.02) was found in Whitby — pictured at the top of this post — a sprawling suburb whose residents rely on automobiles to reach the shopping districts. Splitting the difference was Etobicoke (6.62), an area full of single-family homes but still accessible to the downtown core via public transportation.

The authors conclude:

The most important observation is that there is no single factor that can explain variations in per capita emissions across cities … .

An equally important observation, I might contend, is that the conversation about reducing emissions shouldn’t stop at the city limits.

It would be interesting to know what the authors then recommend.

But the larger issue still seems to be how to convince suburbanites that this pollution and emissions issue is a big enough one that they should change their behavior. Is some more pollution worth it to have the personal freedom and autonomy of living in a suburban, single-family home where you can drive in your car from place to place?

More info on how Internet helped movement in Tunisia

There have been a number of news stories that have suggested that the Internet played a role in the recent political movement in Tunisia that ousted the government. In an interview with Wired, the director of the Tunisian Internet Agency (ATI) gives more information about what happened:

During its 15-year existence, the ATI had a reputation for censoring the internet and hacking into people’s personal e-mail accounts. All Tunisian ISPs and e-mail flowed through its offices before being released on the internet, and anything that the Ben Ali dictatorship didn’t like didn’t see the light of day…

The revolution began Dec. 17 in the central Tunisian town of Sidi Bouzid, when 26-year-old fruit vendor Mohammed Bouazizi set himself on fire to protest the humiliating tactics of local officials. The suicide jolted Tunisians. They began to protest in the streets — and clash with police.

Around 100 people died throughout the country. The media, controlled by Ben Ali’s advisers, reported only that criminals were looting.

But videos of the protests, riot police and their victims appeared on Facebook, and bloggers began reporting the daily events with first-hand accounts, photographs and videos. This information helped drive the uprising, and the government responded by allegedly hijacking Tunisian Facebook passwords.

At the same time, hackers began to attack the Tunisian government’s control over the internet. They bombed the ATI’s DNS and website, and tried to bomb the e-mail centipede gateway. The National Computer Security Agency — which fights hacking, phishing, viruses and fraud — took on the activists who tried to overload government websites with distributed denial-of-service attacks.

“When the hackers did DDOS they did a good job, and Anonymous did a good job,” Saadaoui says, smiling. “But not on everything. They weren’t able to take down the DNS, they weren’t able to take down the main servers or the network, but they were able to DDOS websites. They were able to bomb Ben Ali’s website.”

And there is some interesting talk about the future of the Internet in Tunisia: completely open or will the government still have some control in order to block sites that go against conservative Islamic teachings?

So it sounds like the Internet was used in two ways by those in the revolutionary movement:

1. The spreading of information through sites like Facebook. This would help keep people coordinated as well as alert the outside world to what was happening.

2. A number of hackers took the opportunity to attack the government’s Internet infrastructure. They had some success though they couldn’t bring the whole system down.

Is this the way future social movements will happen: through quick information spreading (Facebook, Twitter, whatever comes next) plus hackers trying to disrupt government activity? It would be interesting to know more about these hackers: have they attacked the government before, were they just waiting for an opportunity like this, were they coordinating their actions with those of protesters on the street?

About that New Jersey radio ad running in Illinois and asking businesses to relocate

On the drive home from work last week, I heard a new radio advertisement where New Jersey governor Chris Christie appealed to Illinois businesses to take advantage of New Jersey’s business-friendly climate. The typical appeal was made: possible tax breaks or incentives, proximity to New York City and other notable cities, and an able work force await in New Jersey. Hear the ad here. (And New Jersey is not the first state to make an appeal in Illinois since Illinois raised its personal income and business tax rates.)

On the question of whether such radio advertisements actually do draw businesses to another state: I would guess that the success rate is low. In fact, perhaps the main goal is not to attract businesses from Illinois but rather to alert New Jersey residents that the state government is doing all it can to attract businesses and jobs and that it has a good business climate compared to other states. States have certain options by which they can attract jobs or make direct appeals to businesses and an opportunity like this, where a state notably raises taxes, presents an opportunity to make a comparison.

A few other pieces of information would be helpful in interpreting this advertisement:

1. How exactly does New Jersey’s business climate compare to Illinois in areas like the tax rate, labor force, etc.? How many businesses have moved back or forth in recent years?

2. Is Christie’s ad politically motivated? Here is a chance for a Republican governor to tweak a Democratic state.
