Tactics of Egyptian protesters in a pamphlet

News from Egypt is trickling out. The Atlantic has translated part of a pamphlet that supposedly was distributed to protesters in recent days. While it is unclear how many protesters might have these, it is an interesting look into the tactics of protests and social movements.

Some thoughts:

1. There is information here on the broader goals of the movement plus more specific information about how to combat riot police. The end goal of the protests is to take over government buildings.

2. The final translated portion has some warnings about not letting the pamphlet fall into the wrong hands, particularly not posting it on the Internet or sharing it through Twitter. (Since the Internet has been shut down in Egypt, this may not be an issue now.)

2a. Could we get to a point where Internet usage is considered a human right? Should governments be able to ever shut it down or restrict access?

2b. If The Atlantic can get its hands on this, surely the Egyptian government already has.

3. This pamphlet must have taken some time to put together. Where did it come from and who put the time into it? This suggests people were preparing for this moment.

4. It must have been an interesting editorial discussion regarding which portions of this to translate in order “to balance the historic nature of the document and protest with the safety of protesters. Publishing this excerpt was the compromise at which we arrived.”

Quick Review: Babies

I watched the film Babies recently with the hopes that I might use a portion of it to illustrate the idea of socialization in my Introduction to Sociology course. I didn’t end up using the film but I still have a few thoughts about this 2010 film:

1. The film follows four babies: one each in Namibia, Mongolia, Japan, and San Francisco. Between the four of them, there were some contrasts. But I’m not sure there was enough variation in these cases. Outside of the Namibian baby, the other three families were fairly Westernized. The Japanese and American baby seemed to experience similar things. If the goal was to draw attention to how babies develop in similar stages yet do so in unique cultural settings, I think this could have been improved. This is a problem that also plagues case studies: cases need to be selected in such a way that they have variation on the key variables of interest (culture in this instance).

2. The movie has no narration – it is a compilation of scenes tracking their development and there is some instrumental music. This leads to a lot of “awww” moments but the film struggles to say something larger.

3. Some of the scenes were quite well put together. The shots of the Mongolian child seemingly out in the wilderness on his own (a constant backdrop of mountains and cattle) were impressive.

4. I know this is an inherent problem in a film that attempts to follow four children through several years of life but I didn’t feel like we had a good understanding of the broader context the babies were in. There was little or no information about their parents or families. I felt like we saw a lot of scenes meant to show the different stages of development but little of the full story. Since the film was somewhat short (just under 80 minutes), ten or fifteen minutes of this information could easily have been added though it would have altered the approach.

Overall, this was an engaging film as it is interesting to watch the children grow up. There is much potential in these scenes but the film as a whole struggles to make a larger point.

(This film was okay in the eyes of critics. According to RottenTomatoes.com, 69% of critics – 67 out of 97 – said the film was “fresh.”)

Plans for real megalopolis in China

The idea of a megalopolis dates back to the middle 1900s when people started thinking that collections of large cities, such as the large American cities on the Eastern seaboard including Boston, Hartford, New York City, Philadelphia, Baltimore, and Washington D.C., such be considered as a larger grouping. But even this good example has cities separated by decent distances.

China is planning its own version of a megapolis near Hong Kong. The plans including merging nine cities with a combined population of 42 million:

The “Turn The Pearl River Delta Into One” scheme will create a 16,000 sq mile urban area that is 26 times larger geographically than Greater London, or twice the size of Wales.

The new mega-city will cover a large part of China’s manufacturing heartland, stretching from Guangzhou to Shenzhen and including Foshan, Dongguan, Zhongshan, Zhuhai, Jiangmen, Huizhou and Zhaoqing. Together, they account for nearly a tenth of the Chinese economy.

Over the next six years, around 150 major infrastructure projects will mesh the transport, energy, water and telecommunications networks of the nine cities together, at a cost of some 2 trillion yuan (£190 billion). An express rail line will also connect the hub with nearby Hong Kong.

“The idea is that when the cities are integrated, the residents can travel around freely and use the health care and other facilities in the different areas,” said Ma Xiangming, the chief planner at the Guangdong Rural and Urban Planning Institute and a senior consultant on the project.

This sounds like a sizable project. The article suggests that this is being done for several reasons: to achieve economy of scale in certain things (like medical services) and the ability to create unified policies for the region (including transportation and pollution initiatives). And this grouping of cities could conceivably grow even larger if Hong Kong was ever added to this mix.

The article calls this a “mega city” but I think it would fit the definition of a megalopolis perfectly. In fact, compared to most examples of a megalopolis, this one would be much better suited to the idea: the cities are relatively close and will be highly connected. Additionally, the cities are laid out more in a circle pattern rather than a line, allowing a variety of connections between urban centers.

I wonder how many planners around the world would approve of such a project. Combining certain infrastructure has its appeal as planning can be done on a broader scale and without cities constructing competing systems.

Interestingly, there are no plans to give the region a new name: “It will not be like Greater London or Greater Tokyo because there is no one city at the heart of this megalopolis.” Will future residents identify themselves as residents of the region or their specific city?

Survey shows majority of Chinese are religious

Although China may have an official policy in favor of atheism, a large proportion of Chinese citizens are religious:

No more than 15 percent of adults in the world’s most populous country are “real atheists.” 85 percent of the Chinese either hold some religious beliefs or practice some kind of religion, according to the Chinese Spiritual Life Survey.

Members of the Chinese Communist Party and Youth League are required to be atheists, yet 17 percent of them self-identified with a religion and 65 percent indicated they had engaged in religious practices in the last year, reported sociologist Fenggang Yang of Purdue University, a lead researcher in the project.

The notion of China as a secular nation with little or no religion is “silly,” said sociologist Rodney Stark of Baylor University, another principal investigator…

In a nation with few sources of independent data on religion, the spiritual life survey represents one of the best pictures to date of the Chinese religious landscape. The 2007 survey involved a random national sample of 7,021 people ages 16 and older in 56 locales throughout mainland China.

The results find a middle ground between the official government figure of 100 million religious believers and extreme projections of growth that estimate the number of Christians has become as high as 130 million.

How exactly these religious beliefs among the people come into conflict with the official governmental policy would be interesting to explore within this data.

Seeing China’s growth in two pictures of Shanghai

Urban growth and building can occur at a very quick pace. The population growth and building in Chicago in the late 1800s was tremendous. BusinessInsider has two pictures that show the rapid construction that took place in one part of Shanghai between 1990 and 2010.

The pictures are fascinating in themselves. But an explanation of exactly what happened and how it happened would be even better.

Which comes first, the jobs or the people?

New research from an urban sociologist suggests that the conventional wisdom that jobs bring new residents doesn’t match reality:

But according to a study in the Journal of Urban Affairs, MSU’s Zachary Neal found the opposite to be true. Bringing the people in first – specifically, airline passengers traveling on business – leads to a fairly significant increase in jobs, he said.

“The findings indicate that people come first, then the jobs,” said Neal, assistant professor of sociology. “It’s just the opposite of an ‘If you build it, they will come’ sort of an approach.”

For the study, Neal examined the number of business air-travel passengers in major U.S. cities during a 15-year period (1993-2008). Business passengers destined for a city and not just passing through are a key to job growth, he said.

Attracting business travelers to the host city for meetings and other business activities by offering an easily accessible airport and other amenities such as hotels and conference centers is one of the best ways to create new jobs, Neal said. These business travelers bring with them new ideas and potential investment, which creates a positive climate for innovation and job growth. In the study, Neal analyzed all permanent nonfarm jobs…

Neal added that business airline traffic is far more important for a city’s economic vitality than population size – a finding he established in an earlier study and reaffirmed with the current research.

So will cities alter their strategies for creating jobs to match this research?

This could be taken as a call for improved infrastructure, specifically airports and convention centers. Such projects can be expensive and difficult to get off the ground. (As a good example, see the case of the proposed expansion of O’Hare Airport.) But if Neal is right, then having more capacity to bring in business travelers would lead to more jobs. The upfront cost to expand the airport or convention center or attract hotels for business travelers would pay off down the road.

Reaction to Newsweek’s list of “dying cities”

Search for “dying city” and “Newsweek” and what you will see in the Google results is not the original article but rather reactions from some of the listed cities. Newspapers in South Bend, Rochester (NY), and Grand Rapids have voiced their displeasure.

This recent list from Newsweek is based on Census data and the cities that experienced the greatest population declines from 2000 to 2009:

We used the most recent data from the Census Bureau on every metropolitan area with a population exceeding 100,000 to find the 30 cities that suffered the steepest population decline between 2000 and 2009. Then, in an attempt to look ahead toward the future of these regions, we analyzed demographic changes to find which ones experienced the biggest drop in the number of residents under 18. In this way, we can see which cities may have an even greater population decline ahead due to a shrinking population of young people.

Here are the 10 cities that had the steepest drop in overall population as well as the largest decline in the number of residents under the age of 18.

Some thoughts about this data:

1. All of these cities, except two (one in FL, one in CA), are in the Rust Belt. Many of these cities are not surprises.

2. The local reactions seem to be expressions of civic pride. People in these cities can’t ignore the population loss but they are right in saying their cities are not going completely to waste. There are some good things going on in these places but broader population trends are working against them.

3. “Dying city” does not equal “dead city.” Dying doesn’t mean that everybody is leaving, just that these cities lead the country in percentage population loss. A real “dead city” would have no population left. These cities are from that point.

4. Perhaps what angers locals most is that articles like these can further negative stereotypes. These places already suffer from perception problems and lists like this do not help. For example, it is any surprise that Detroit continues to lose population after years of commentators saying how bad of shape Detroit is in? People probably leave places like Detroit for reasons more important than punditry (reasons like jobs, opportunities, etc.) but it could play some role.

What to do when development projects, such as HSR, encounter opposition from residents

This is a common story: a developer, community, or a set of politicians put forth plans for a new development. Some residents or citizens complain that the project will negatively affect them. What is to be done to balance out their concerns versus the plans that have been made? How do we balance the rights of the individual versus the needs of the community?

This is taking place currently in California as state officials continue to move forward with plans for high-speed rail (HSR). According to The Infrastructurist, there are several fronts for complaints: one community suggests the high-speed rail will alter the character of their community and farmers are unhappy that some of their land will split by the tracks.

Within this debate, several themes emerge:

1. A longer and/or bigger view helps provide perspective. In the California case, the start of HSR in the Central Valley looks like a boondoggle because it doesn’t yet connect the largest cities in the state. But it is the start of a network that will expand and eventually provide 2.5 hour travel from San Francisco to LA.

1a. This might help: show that the funding for the later stages in the project, where the Central Valley start is connected at both ends to larger cities, is guaranteed. Otherwise, there might be some worry that this first part will get built and the later funding will dry up or disappear.

2. The time for debate about whether HSR rail is good or appropriate for California is over – it is going forward, particularly since there are Federal dollars committed to this. Yes, these farmers and communities may be affected but they are not going to be able to stop the whole project (unless, perhaps, they get a whole lot more people on their side).

3. The key for those promoting HSR is that they need to continue to focus on the benefits that will come. Some of this is through city revitalization as the HSR serves as a new economic engine. More broadly, it will benefit the state in terms of reducing traffic, provide a quicker form of transportation that flying, and be greener. Yes, people will complain that these are just guesses but then the promoters need to follow through and ensure that HSR actually does benefit the state.

4. Change is not easy. Even if all Californians agreed that HSR was good and it should be pursued, there are always issues regarding making it happen. This is a long-term project that will affect a number of people. The hope is that in the end, it will lead to more good than harm.

Fitting a new home into an older neighborhood

Teardowns are an issue in communities across the United States. In older neighborhoods, particularly in wealthier suburbs, new homes are contentious: their style and size may change the character of a neighborhood as well as impact property values. In this report from the Chicago Tribune, Chicago area architects talk about how they try to alter the design and appearance of these new homes in order to fit in with the existing neighborhood:

Anyone who’s driven around the city or its surrounding suburbs likely has seen plenty of examples of homes that just don’t fit. The modern masterpiece in a subdivision full of stately Colonials. The 7,000-square-foot behemoth casting its shadow over a block of tiny post-war ranches.

Size is often one of the most challenging elements of a new-construction project in an established neighborhood, Lindsay said. Those who build typically want to max out on square footage, requiring a variety of design tricks to make structures appear smaller their more modestly sized, older neighbors, such as placing much of the square footage to the home’s exterior…

Some municipalities aren’t willing to gamble that new construction will be in good taste. In Park Ridge, for example, a five-member appearance commission considers architectural style, size, site plans, as well as renderings of roofs, windows and doorways to judge whether a proposed residence will enhance an existing neighborhood. Though most construction projects get the thumbs-up, the commission helps preserve the community’s character by setting some basic guidelines, said City Planner Jon Branham.

But fitting in needn’t mean choosing cookie-cutter designs or doggedly preserving every existing structure on a block. “Some neighborhoods are outdated,” Lindsay said. “You’re not going to build a shabby house next to an existing shabby house just so it will fit it. You want to capture the best features of a neighborhood and not the worst.”

This is often a tricky situation – one architect suggests in the story that a new home is a sort of “public project.”The idea that private homeowners should inform all their neighbors about an upcoming teardown or major renovation seems to be a popular way to attempt to change perceptions.

Although homeowners have some choice over their own property, communities often have some regulations and nearby neighbors can also make their opinions heard. The community’s thoughts on this issue can make a big difference. Some communities are more conservative politically and economically  and this leads to more leeway for property owners. Others are more open to the thoughts of the neighborhood as opposed to the individual homeowners and have more restrictive regulations. All of this can come through a number of methods, including historic districts or preservation areas, but any of these measures often prompt public debate.

“The Wire” creator defends depiction of Baltimore

In response to comments from the Baltimore Police Commissioner that the television show The Wire is going to harm  the city, creator David Simon defended the show:

Others might reasonably argue, however that it is not sixty hours of The Wire that will require decades for our city to overcome, as the commissioner claims. A more lingering problem might be two decades of bad performance by a police agency more obsessed with statistics than substance, with appeasing political leadership rather than seriously addressing the roots of city violence, with shifting blame rather than taking responsibility.  That is the police department we depicted in The Wire, give or take our depiction of some conscientious officers and supervisors. And that is an accurate depiction of the Baltimore department for much of the last twenty years, from the late 1980s, when cocaine hit and the drug corners blossomed, until recently, when Mr. O’Malley became governor and the pressure to clear those corners without regard to legality and to make crime disappear on paper finally gave way to some normalcy and, perhaps, some police work.  Commissioner Bealefeld, who was present for much of that history, knows it as well as anyone associated with The Wire.
We made things up, true.  We have never claimed otherwise.  But respectfully, with regard to our critique, we have slandered no one.  And to the extent you can stand behind a fictional tale, we stand by ours – and more importantly, our purpose in telling that tale.

It would be interesting to consider whether television shows and movies and other fictional works can have a significant impact on what people think about locations (and even further, whether it influences people’s decisions to move to certain places). The Wire was a critically acclaimed show but one with relatively low rating and even with more widespread DVD availability, it is still not a mainstream show.

There certainly is some link. Depictions of the inner city have impacted decades of suburban residents. I’m reminded of the Japanese businessmen who my father worked with when I was younger who knew two things about Chicago: it was the home of Michael Jordan and it was home to gangsters immortalized in film.

Now whether these depictions should reflect reality or some idealized or stereotyped view is another question. Simon defends The Wire on the grounds that the show was intended to showcase a different set of priorities:

But publicly, let me state that The Wire owes no apologies — at least not for its depiction of those portions of Baltimore where we set our story, for its address of economic and political priorities and urban poverty, for its discussion of the drug war and the damage done from that misguided prohibition, or for its attention to the cover-your-ass institutional dynamic that leads, say, big-city police commissioners to perceive a fictional narrative, rather than actual, complex urban problems as a cause for righteous concern. As citizens using a fictional narrative as a means of arguing different priorities or policies, those who created and worked on The Wire have dissented.

And this is a perspective or story that is rarely discussed in much depth.

I would be curious to hear how Simon would want people to view Baltimore after watching the show. Should they identify with the residents? Should they dislike the institutions? And ultimately, what should or could the viewers do to help change the situation?
