Saudi Arabia’s women-only city within a city

Saudi Arabia is doing something unusual by creating women-only portions of big cities.

How will this all-female city work?
The inaugural one in Hofuf is essentially a female-only industrial zone that’s expected to employ about 5,000 Saudi women in the textile, pharmaceutical, and food-processing industries. Women will run the companies and factories. “I’m sure that women can demonstrate their efficiency in many aspects and clarify the industries that best suit their interests, nature, and ability,” says Saleh al-Rasheed, deputy director general of the Saudi Industrial Property Authority (Modon), which is in charge of the project. The women will live in adjacent neighborhoods.

Who came up with the idea?
A group of Saudi businesswomen, according to the business newspaper Al Eqtisadiah. But Saudi Arabia’s ruling monarchy embraced the concept as a way to lower female unemployment while staying “consistent with the privacy of women according to Islamic guidelines and regulations,” Modon said in a statement. The government had little choice, says Sarah Goodyear at The Atlantic. “Restrictions on women’s lives and productivity there are so extreme — Saudi women need a male guardian’s permission to travel, seek employment, or marry — that the country is in effect letting a potentially huge sector of the productive economy sit idle.” About 60 percent of college graduates in the country are women, and 78 percent of them are unemployed, according to recent surveys; only 15 percent of the Saudi workforce is female…

Will this city work as intended?
Some women who work in these new cities “will no doubt distinguish themselves, but they will still be laboring in segregation,” says The Atlantic‘s Goodyear. If the goal is unleashing the female workforce, “a segregated city will never be as productive or creative as one where the free exchange of ideas among diverse converging people is allowed.” Actually, I think “Hofuf will be exceedingly productive,” says Zoe Williams at Britain’s The Guardian. For one thing, “as an industrial town with no men in it, it will presumably contain none of those mini-impediments to productivity known as ‘children.'” In a few years, these Saudi women will be South Korea to their male counterparts’ North. These cities will either fail or they’ll succeed in further segregating women from the public sphere, says Homa Khaleeli at The Guardian. Maybe women should “flock to them, close the doors, and refuse to leave until the kingdom’s rulers understand just what it is like to live without women.”

Is this a step forward for women?
That’s a tough question, says The Guardian‘s Williams. It’s not really “a move forward in women’s liberation, not unless you think apartheid was a good system for black people because they got their own swimming pools,” but at the same time, we can’t know yet that “Ladytown won’t boost women in unintended ways.” As I suspect the Saudis will soon learn, “when you educate people, refuse to let them work, and then suddenly unleash them, en masse, into economic productivity,” that’s a recipe for change. Look, in this kingdom, this is the only opportunity for women “to have an income, be financially independent,” at least for now, Saudi radio host Samar Fatany tells ABC News. Putting women to work feels inevitable, even in Saudi Arabia, says Doug Barry at Jezebel. And “everyone should have the right to fall into the daily grind, because only then can all people truly appreciate how awesome it will be when robots do all our work for us.”

“Ladytown” sounds like it could be an odd title for a film…

It would be interesting to hear how these new developments will look and be experienced differently. In other words, does a city planned for women look and feel different than a city designed for men or both genders? For example, do women desire more parks?

The descriptions of operations in Hofuf make it sound like many of the jobs will be low-trust, relatively low-wage jobs in fields like textiles and food processing. Are there plans for more white collar positions or will these remain concentrated in the “male sections” of the city?

Chicago to grant 900 more camping permits on Northerly Island per year

Yesterday, Chicago mayor Rahm Emanuel discussed further plans the city has for Northerly Island which includes more opportunities for camping:

Mayor Rahm Emanuel on Thursday endorsed predecessor Richard Daley’s infamous late night bulldozing of the runway at Meigs Field on the grounds the destruction of the airport opened Northerly Island to use by many more Chicagoans…

With Chicago Park District Superintendent Michael Kelly and a representative of the U.S. Army Corps of Engineers on hand Thursday, Emanuel talked at the Field Museum about the next steps in the evolution.

In the short term, camping permits will be increased by 900 per year starting next year, which the mayor said will give more children in some of Chicago’s hard-scrabble neighborhoods a chance to experience nature.

A pond and a savanna area will also be developed on the 91-acre peninsula.

Camping on this location sounds like a very interesting experience: Lake Michigan on one side, skyline of Chicago in the other direction.

I know some people may still be upset by Daley’s midnight destruction of Meigs Field but this is a reminder of how Chicago continues to develop its lakefront as a park while other cities lag far behind in developing land along their waterways.

Innovation: four McMansions built on top of a Chinese mall

Here is one possible solution to running out of open land: build houses on top of other structures.

The Chinese city of Zhuzhou, the second largest in the province of Hunan, is being pressed under the tremendous pressure of growth. Home to many a manufactory and textile mill, residents are seeking new ways to live close to work while preserving the spaciousness of the countryside. Thus, these wonderful photos of McMansion-style housing atop a five-story shopping center in the central district of Zhuzhou.

The four houses are perched above the city, invisible to street-level action. They do not cast a shadow on the ground, and seem to exist solely in the rarefied world of smoggy skies, with scenic views into the apartments surrounding their airy enclave. Though the landscaping around the houses leaves something to be desired, the overall approach is one we’d like to see replicated on blank and bare urban roofscapes everywhere. Now that’s mixed-use development.

Think of the views!

Too bad we don’t have interviews with those who bought or live in these homes.

I know this looks unappealing and I’m sure there are some structural issues (like how do these homeowners get off the building) but on the other hand, why not? If space is at a premium, this is a solution…perhaps not the best but a solution for those who have to have such a home.

“First large scale [lost letter] study” results from London

The results of a lost letter study in London provide some interesting results:

Neighbourhood income deprivation has a strong negative effect on altruistic behaviour when measured by a ‘lost letter’ experiment, according to new UCL research published August 15 in PLoS One. Researchers from UCL Anthropology used the lost letter technique to measure altruism across 20 London neighbourhoods by dropping 300 letters on the pavement and recording whether they arrived at their destination. The stamped letters were addressed by hand to a study author’s home address with a gender neutral name, and were dropped face-up and during rain free weekdays.

The results show a strong negative effect of neighbourhood income deprivation on altruistic behaviour, with an average of 87% of letters dropped in the wealthier neighbourhoods being returned compared to only an average 37% return rate in poorer neighbourhoods.

Co-author Jo Holland said: “This is the first large scale study investigating cooperation in an urban environment using the lost letter technique. This technique, first used in the 1960s by the American social psychologist Stanley Milgram, remains one of the best ways of measuring truly altruistic behaviour, as returning the letter doesn’t benefit that person and actually incurs the small hassle of taking the letter to a post box…

As well as measuring the number of letters returned, the researchers also looked at how other neighbourhood characteristics may help to explain the variation in altruistic behaviour — including ethnic composition and population density — but did not find them to be good predictors of lost letter return.

This is a good example of a natural experiment.

I wonder if there is any equivalent to this in the online realm. Perhaps an email that is mistakenly sent to the wrong address that would require a user to then take a small amount of time to forward the email to original recipient?

Illinois State Toll Highway Authority thinking of changing how new interchanges are funded

If you were ever curious how new interchanges on Illinois toll roads are funded (and I am), you can find out here as the Illinois State Toll Highway Authority (ISTHA) thinks of changing its regulations:

The agency traditionally funds half the costs of interchanges, but it may provide more money if it appears revenues will exceed 50 percent of projections or if communities indicate that the location is near a major regional road or truck route.

Other considerations would be if towns can offer right-of-way land or agree to finance the project and be reimbursed by the tollway.

Another proposal would be a “corridor approach.” This could mean when a new interchange is built with tolls that are higher than other nearby ones, the agency may evaluate and increase those adjacent rates…

Some other revisions include stipulations that all future requests for interchanges must come from government agencies and requiring more financial information and payback schedules.

I had no idea this is how things work but I am not surprised. Having studied the early years of some of the Illinois toll roads, particularly I-294, I-88, and I-90, it is remarkable to me how few full interchanges were built originally. For example, I-88 only had a few full interchanges, meaning that motorists could get on or off the tollway going any direction, between the Cook County line and Aurora. Since then, things have changed as the population further west of Chicago has increased. These changes included a new full Winfield Road interchange in the 1990s (which helped spur the growth of the Cantera property which has become quite important to Warrenville), an added full interchange at Route 59 (originally it only had two ramps), and a new interchange at Eola Road to help handle the growth in the Aurora area. Of course, not all of the interchanges have been improved: exits like Route 53 are still limited. Additionally, if you drive on other toll roads like the Indiana, Ohio, and Pennsylvania Toll Roads/Turnpikes, the exits are quite infrequent as it would cost a lot more money to build interchanges where the population may not support it.

More on Twitter co-founder and his teardown vs. neighbors in San Francisco

I recently wrote about Twitter co-founder Evan Williams’ fight with his San Francisco neighbors over his proposed teardown McMansion. Here is more information about the story:

“We don’t want nouveau riches McMansions sprouting up all over our ridges,” one resident wrote to San Francisco’s Planning Department.

And here, at least, is one local example of the side-effect of a tech boom that the city has fought hard to fuel. San Francisco worked hard in particular to convince Twitter to keep its headquarters in town in hopes that it would amp up the tech scene north of Silicon Valley. Williams, who is 40, was Twitter’s CEO before stepping down in 2010 to support more tech startups…

The strife started after Williams and Lundberg Design, the design firm hired by Williams, contacted neighbors about the couple’s plans. A couple of longtime residents quickly began circulating a handwritten flyer around the neighborhood, decrying the “APPALLING” plan to demolish a “widely coveted, unique and historic (to most) house.”

“TEAR DOWN is NEEDLESS, WASTEFUL, POLLUTION, DISRESPECTFUL,” the flyer said in all caps. It asked people to send in one letter per person if possible because “volume counts.”…

Williams isn’t alone in his neighborhood woes. Other high tech moguls have run into opposition from neighbors, including late Apple CEO Steve Jobs, who was trying to demolish a Woodside property and rebuild as well, and Oracle CEO Larry Ellison, who sued his Pacific Heights neighbors last year for their overgrown trees. Ellison’s Pacific Heights residence was, coincidentally, designed by Lundberg Design.

Sounds quite contentious. The columnist suggests San Francisco might have to change a little if it wants to keep important firms; what if the Twitter co-founder threatened to move away, taking away tax revenue and jobs? Communities compete against each other by offering tax breaks or other incentives so couldn’t corporations and their leaders make stipulations about housing issues?

ProCure proton therapy: you are not “close to downtown Chicago”

I’ve heard plenty of radio commercials for the ProCure proton therapy facility in Warrenville, Illinois and one thing gets me every time: the ad claims the center is “close to downtown Chicago.” A few thoughts about this:

1. The actual distance from Chicago to the facility is 30 miles. While the drive is relatively simple (Eisenhower to I-88 and then about 0.6 miles off the Winfield Road exit), this is not “close.” It probably wouldn’t even qualify as nearby. In no traffic, this drive would take at least 35-40 minutes and during the day would be longer. In my world, 10 miles or less would be close to downtown Chicago.

2. I’m not sure why the facility was built in Warrenville: the land is conveniently located near an interstate, close to Central DuPage Hospital (CDH), I assume the land was cheaper than in or near Chicago, and was able to be put up in “record time.” And there was competition: Northern Illinois University wanted to build a proton therapy facility in West Chicago and CDH filed a lawsuit against NIU that was withdrawn when a regulatory board gave the go ahead to the Warrenville facility.

3. One reason they might make this claim is because not too many people have heard of Warrenville. Going to Warrenville, a small community, doesn’t sound as good as going to somewhere “close to Chicago.”

4. Another reason they may have made this claim is that they want to win market share in the Chicago region. The ProCure facility has teamed with CDH which provides care to western DuPage County and has designs on a larger healthcare footprint (with a recent merger with Delnor Hospital) but may not be familiar to all of Chicagoland. Perhaps the claim of being close to Chicago is more about winning the PR battle against Chicago hospitals such as University of Chicago, Northwestern, Rush, and Loyola.

Argument: New England neighborhoods attract movies because they have character and don’t have McMansions

A columnist in Swampscott, Massachusetts argues New England neighborhoods have a sense of place, don’t have many McMansions, and therefore attract filmmakers:

If you’ve ever traveled outside New England, you begin to notice that most of the rest of the country looks a lot alike. Rapid development on a budget lends itself to a landscape of boxy stores in strip malls and cookie cutter homes. Some of these cookie cutter homes are “McMansions,” and very nice to live in, but even so their exteriors are unmemorable, duplicated a million times over.

New England—Swampscott—looks different.  Neighborhoods have personalities. The roads curve in unpredictable ways.  Houses don’t all look alike. I happen to like the intricate purple paint on a certain home on Paradise Road, but we all have our favorites…

Yet there is true value in this difference.  Part of the reason that Massachusetts has attracted so many movies is because of our location—place matters.  Grown-Ups 2 is here because Swampscott looks like a typical New England town, and New England is a good brand, a marketable brand.

And crucial to the New England brand is a community’s willingness to embrace its historic past, to pay attention to its older buildings, and to, in short, care about the way something looks. A quick drive through the Olmstead District will remind all of us how lucky we are that the Mudges had the foresight to hire someone so talented to lay it out, that the town pays to upkeep the greens, and that the homeowners in the area now take such pride in their property.

New England does indeed have its own style and character though plenty of other places in the United States have historic preservation districts that are intended to save older buildings.

There is an interesting implication here that McMansions developed in places with less character. This would be intriguing to track: did the term first arise in Sunbelt locations or in more historic communities that felt threatened by new, big, mass produced homes?

I also wonder how many movies actually do film in New England compared to other locations. According to the Massachusetts Film Office, five films are in production or have recently finished filming. Like many other places, Massachusetts offers incentives for filmmakers:

Massachusetts provides filmmakers with a highly competitive package of tax incentives: a 25% production credit, a 25% payroll credit, and a sales tax exemption.

Any project that spends more than $50,000 in Massachusetts qualifies for the payroll credit and sales tax exemption. Spending more than 50% of total budget or filming at least 50% of the principal photography days in Massachusetts makes the project eligible for the production credit.

Obama, the suburbs, higher education, and HENRYs

Peter Wood ties Stanley Kurtz’s new book about Obama and the suburbs to another interesting issue: the higher education bubble.

I have argued that among the factors most likely to precipitate the crash is the disaffection of families earning over $100,000 a year. Many of these families have seen the value of their home equity fall but have, with hard effort, kept their noses above water during the recession. The income bracket of $100,000 to $250,000—called “HENRYs” in marketing parlance, for High Earners who are Not Rich Yet—are a key sector for colleges and universities. These are the folks who borrow to the hilt to afford overpriced college tuitions. The bracket above the HENRYs, those earning over $250,000, are another key to higher-education finance. There are only about two million such families, but they are the top-end consumers of expensive colleges. Their willingness to pay top dollar is what signals to the HENRYs that the tuitions must be worth it.

These high income families—$100,000 and above—are concentrated in the suburbs. I have already written (Helium, Part 2) on the likelihood that these families will be forced to rethink their longstanding assumptions about the value of expensive colleges in light of the huge tax increases set to kick in after the 2012 presidential election. In the “ecology of higher education,” we are about to see what happens when we torch the canopy.

Kurtz’s book suggests that the assault on the HENRYs and the $250 K plus crowd goes beyond income and capital-gains taxes. We are in an era of emergent policy aimed at deconstructing what makes the suburbs attractive to the affluent. The “regionalists” advocate something called “regional tax base sharing,” which essentially means using state legislative power to take tax receipts from the suburbs to pay for services in the cities. The suburbanites will be faced with the unpleasant choice between lower levels of service for their own communities or raising their own taxes still higher to make up for the money they will “share” with their urban neighbors…

These are matters that faculty members, even those who enjoy life on campuses idyllically tucked away in verdant suburbs, will probably weigh lightly. But the regionalists are, in effect, working hard to diminish the attractions of the communities that form the social base for the prestige-oriented upscale colleges and universities that have for the last sixty or seventy years defined the aspirational goals of the American middle class. The war on the suburbs combined with the large increase in the tax burden may be the pincers that pop the bubble.

America is a suburban country so it makes sense that HENRYs and some of the colleges that appeal to them are located in the suburbs.

There are larger issues here. College is tied to a key foundation of suburban life: children should be cared for and given the opportunities that will help them get ahead in life. Particularly in the post-World War II era, going to college is a necessary suburban rite of passage that insures a middle-class or higher lifestyle. If college becomes too expensive for this group, it will be fascinating to see how they adjust.

San Francisco neighbors of Twitter founder don’t want his teardown house

Even people with lots of money can run into problems when they want to build a teardown McMansion:

Williams bought the $2.9m property – hardwood floors, an open plan salon and four bedrooms with breathtaking views over three storeys – last year. It was built in 1915 by the architect Louis Christian Mullgardt and was listed in city records as a “potential historic resource”.

Earlier this year Williams, 40, and his wife Sara revealed plans to demolish the house and, with the help of architectural firm Lundberg Design, build a 7,700 sq ft successor into a slope. It would be 20ft lower than its predecessor and be a “zero net energy” home using solar panels, a green roof and sun-friendly windows.

Even before the application was submitted to city planners, neighbours and critics from as far afield as Canada had filed form letters of protest, a backlash which in another medium might have been called trending. “This is such a unique property and it adds diversity of architectural interest to the neighborhood,” wrote one neighbour, Elizabeth Wang. “It would be criminal to demolish it.”

Some accused Williams of plotting to erect a McMansion. “A complete teardown of such a home would … set the stage for numerous future demolitions that will alter the character of our beloved SF Neighborhoods,” one group, Friends of Parnassus Heights, wrote to the real estate blog SocketSite…

Not all agree. Williams’s defenders, such as property site Sfcurbed.com, said Mullgardt was an “architectural footnote” and that in any case his original design was ruined by a 1970s remodelling. “It may have once been charming, but … has been stripped of its dignity and details over the decades, subdivided into apartments and then rebuilt by architect Thomas Eden in what’s best described as faux-Frank Lloyd Wright with trapezoidal windows.”

Is it still NIMBY if a person in Canada is objecting to a possible house in San Francisco?

It appears that even the green features of the home will not mollify some of the neighbors. If the house can’t/won’t be saved, is there anything Williams could do to make the new home palatable to the neighbors? I wonder if Williams has made any efforts to reach out to the neighborhood. What about an ultra-green house that is built in a similar style to the existing homes?

Of course, one way to avoid these situations or to at least make more clear the process by which changes to homes can be made is to declare the area a historic preservation district. If a majority of neighbors are indeed against new houses, perhaps this is the way to go.
