Suburbs wooing the Chicago Cubs highlights the regional nature of sports teams and stadiums

The Chicago Cubs moving out of the city seems unlikely. But, that hasn’t stopped several Chicago suburbs from suggesting they would be willing to work out a deal with the Cubs to build a new stadium:

What the soliciting suburbs believe — and sources close to the Cubs confirm — is that the siblings of Cubs Chairman Tom Ricketts are souring on Chicago and growing increasingly concerned the deal will be modified in a way that denies the team the revenue it needs to renovate Wrigley without a public subsidy…

“If this deal looks like it’s going down in flames or not getting done in a reasonable time, Tom will invest in ‘Plan B’ locations. He’d still work with the mayor on a city site. But, maybe not in Wrigleyville. I know people don’t believe it. But, it’s true,” the Cubs source said…

Aides to Mayor Rahm Emanuel privately dismissed this week’s public solicitation from DuPage County Board Chairman Dan Cronin as a Cubs-orchestrated negotiating ploy.

“This is all manufactured to gain leverage,” said a top mayoral aide, who asked to remain anonymous.

Last month, Ricketts threatened to move his team out of Wrigley and Chicago if he doesn’t get the outfield signs he needs to bankroll a $300 million stadium renovation without a public subsidy.

This comes after the announcement this week that DuPage County has two potential sites for the Cubs. But, little extra information about these plans were provided.

But, I think a more interesting take is the regional nature of sports teams and stadiums. Sports teams these days are really regional entities, particularly considering that more people live in the suburbs than central cities. It is unusual to have a team like the Cubs so closely tied to a specific neighborhood. Additionally, cities often see sports stadiums as economic engines, even though research suggests spending lots of taxpayer dollars on stadiums doesn’t pay off for communities. On one hand, it is not all that different than fighting over big box stores or corporate headquarters because of the supposed economic benefits. Yet, on the other hand it is a constant status symbol. Could the city of Chicago really afford in terms of prestige to lose the Cubs? I don’t think so. Would a suburb get a big status boost from hosting the Cubs? Possibly. If a suburb was able to woo the Cubs, I imagine they would trumpet this fact and try to build around it for decades.

This has happened before in Chicago. When the Chicago Bears were looking for a new stadium from the 1970s to the early 1990s, several suburbs were involved. The Bears ended up getting a decent enough deal from the city to stay. (Maybe they should have pushed harder. They have the smallest NFL stadium in terms of seats and with it also being an open-air facility, this limits its Super Bowl possibilities in the future. Also, the facility is still owned by the Chicago Park District and this has led to issues over the years.) Again, it is hard to imagine the Chicago Bears, a historic NFL franchise, playing out in the suburbs next to a major highway. What would have been a boon for a suburb would have been a big perceived loss for Chicago.

In the end, these sorts of negotiations can pit cities against suburbs in similar ways to fighting over business opportunities. But, rather than arguing about just money, sports teams are viewed as public goods that belong to a region. Perhaps the worst possible outcome is for the region to lose a team to another region altogether. The second worst outcome might be for the big city to lose the stadium to an upstart suburb.

The unfinished “concrete bathtub” Block 37 CTA station

Here is an inside look at the partly completed Block 37 CTA station that was once intended to be home to express service to both Chicago airports:

The superstation, which was mothballed in 2008, runs on a diagonal from beneath the corner of Randolph and Dearborn streets, southeast to the corner of State and Washington streets. I’m not supposed to say how you access the space — security concerns, you know — but let’s just say that a variety of elevators, locked doors and ladders are involved.What’s striking once you get in the space is its size: as long as a football field-and-a-half (472 feet), 68 feet wide and averaging 28 feet high. Call it a concrete bathtub — or an “envelope,” as our tour guide, Chicago Transit Authority Chief Infrastructure Officer Chris Bushell, put it — with rows of support pillars receding into the dim far distance. And all completely unlit, except for some temporary light strung up on the mezzanine and the portable lights we brought along…

The money needed for express train service, likely in the billions, never was obtained. And any private-sector interest melted away when the economy entered its worst downturn in many decades in the late 2000s. So, the city stopped after completing the shell and built no more.

By that time, though, City Hall had spent $218 million — $171 million of CTA bonds, $42 million in tax-increment financing and $5 million from outside grants, the CTA says. And to make the station useable — to connect the tracks, build the escalators, attach all of the needed electrical and plumbing to the outlets — will take an additional $150 million or so, the CTA says.

It’s too bad the city won’t say what they envision doing with this space. Just how long will it stay empty? Because of this, I’m a little surprised Chicago was willing to show reporters exactly what they built. Not only was several hundred million spent, the city still does not have any faster train service to the airports. All together, this is not exactly a shining moment in Chicago infrastructure.

Chicago tries to solve stormwater issues with Deep Tunnel but is behind in utilizing greener options

The Chicago Tribune suggests while Chicago has pursued the impressive Deep Tunnel project to relieve stormwater issues, the city has fallen behind in pursuing greener alternatives:

Cities from Philadelphia to Seattle already are moving aggressively to prevent basement backups and sewage overflows without the expensive work of laying pipes and boring tunnels. Milwaukee is the first city in the nation with a federal stormwater permit that legally requires “green infrastructure,” such as streets and parking lots with permeable pavement and neighborhood rain gardens designed to capture the first flush of stormwater…

For instance, the Green Alley program promoted by former Mayor Richard Daley has overhauled just 1 percent of the 1,900 miles of Chicago alleys with permeable pavement, according to city records. Other than a showcase project on Cermak Road in the Pilsen neighborhood, city officials could not provide details about any other street outfitted with green infrastructure…

Daley’s 2003 “Water Agenda” and 2008 “Climate Action Plan” promoted green infrastructure as a solution. Mayor Rahm Emanuel embraced the idea last year in his “Sustainable Chicago 2015” plan, which called for making the projects a routine part of the city’s bricks-and-mortar budget and promised to annually convert 1.5 million square feet of impervious surfaces into areas that allow runoff to seep into the ground.

But despite the years of talk about green alternatives, the city’s money and political focus largely is still on big-ticket construction projects like Emanuel’s program to replace and refurbish old sewer lines, funded in part by doubling water bills for the average household by 2015.

The larger official response to flooding and sewage overflows in Chicago and suburban Cook County is the Deep Tunnel, a network of massive storm sewers and cavernous flood-control reservoirs that has been under construction since the mid-1970s. The Metropolitan Water Reclamation District, a tax-supported agency that operates independently from city government, has spent more than $3 billion on the project but isn’t scheduled to complete it until at least 2029.

There seem to be several issues at work:

1. Deep Tunnel is a sunk cost already and it will still be years before it is fully operational. Can a government back away from such a large project, supposedly one of the largest civil engineering efforts in the world, when so much money has already been spent? This kind of retreat with billions spent already is difficult to envision. Also, I assume we know more about stormwater management today than people did in the 1960s and 1970s when Deep Tunnel was planned.

2. The greener alternatives seem to take a different approach to stormwater. Instead of relying on a large, centralized system, it sounds like other cities have stricter requirements for individual property owners. These owners can’t foist the problem off on the city or nearby properties; they have to find ways to reduce their contributions to the system.

3. Chicago has tried to promote a greener image over the last decade or so. Mayor Daley was fond of pointing out the city’s green roof initiative. Here is a little bit more on Chicago’s green roofs:

“If every rooftop in Chicago was covered with a green roof, the city could save $100 million in energy every year,” said Jason Westrope, a developer for Development Management Associates, who has overseen the building of green roofs in the city.

Green roofs also help absorb stormwater runoff. That’s important because the city’s stormwater drains through its sewers, and if the system gets overloaded after a big storm, that wastewater is in danger of backflowing into the river, the lake, and even into people’s basements.

Chicago already has 359 green roofs covering almost 5.5 million square feet — that’s more than any other city in North America. But city planners are pushing for even more.

Chicago has mandated that all new buildings that require any public funds must be “LEED” Certified — designed with energy efficiency in mind — and that usually includes a green roof. Any project with a green roof in its plan gets a faster permitting process. That combined with energy savings is the kind of green that incentivizes developers.

Does this assessment of Deep Tunnel work against this green image? Compared to other major cities, how exactly does Chicago rank in terms of green programs and initiatives? It is one thing to look at a single project, even a massive one, compared to an overall assessment.

Trying to craft a singular business message in a multicultural Chicago neighborhood

The Argyle section of Chicago’s Uptown neighborhood has residents from many different countries but wants to craft a coherent message to attract businesses:

Now, the two men and their neighbors have embraced a city-sponsored plan to promote the area with a broader name: Asia on Argyle.

“It really gives us a chance to showcase Argyle Street … and bring people to a very unique cultural destination within the city,” said Ald. Harry Osterman, whose 48th Ward represents the neighborhood.

The campaign is the city’s latest effort to brand neighborhoods beyond the downtown business district as commercial destinations for tourists and Chicagoans. The effort includes sprucing up Argyle’s appearance and opening a night farmers market that eventually would include Asian businesses.

Such branding strategies have worked for some neighborhoods like Greektown, Andersonville and Boystown. But others have spawned clashes as people of different cultural backgrounds disagree about how the neighborhood should be promoted. What’s more, if a neighborhood becomes too popular, gentrification can dislodge immigrant settlers…

Argyle’s greatest asset, its diversity, has also presented some of its biggest challenges. Chinese immigrants were among the first newcomers to try to brand the neighborhood.

There are several things going on here:

1. The neighborhood may look to outsiders to have Asian residents but this is a broad category that comprises a number of different cultures and backgrounds. For example, immigrants from certain countries have different levels of education and income as well as unique social and religious practices.

2. Creating a singular pro-business approach is not just about internal coherence within a neighborhood but also appealing to a wider audience in Chicago and the region. It would be fascinating to get down to some numbers and see how many people might visit such a neighborhood and how it stacks up to other ethnically and socially known neighborhoods profiled in this article like Pilsen, Chinatown, and Boystown. Do you need a slogan? A logo? How unique does the neighborhood have to be?

3. One academic quoted in this story notes that we should ask who will benefit from new economic development and business in Argyle. The city of Chicago? Local residents? Real estate moguls? There are development and businesses choices to be made that move more towards the people of the neighborhood. It doesn’t necessarily have to be a zero-sum game where only one party can come out ahead but it is easy in such situations for people with power and investments to come out even better.

Chicago features 51 photos that reveal what Chicago looked like at the end of the 19th century and beginning of the 20th century:

One of the great treasure troves of the Library of Congress is its collection of panoramic photos. Some of the best come from Chicagoan George R. Lawrence and his company. (Motto: “The Hitherto Impossible in Photography Is Our Specialty”).

Some of the more interesting photos:

#7: Grant Park in 1906. It looks nothing like what Chicagoans today are used to. The railroad lines leading to the main docks area on the south bank of the Chicago River were much were prominent for decades. Also, the park was muddy for a number of years before more formal landscaping was installed.

#12: West Side Park in 1909 featuring the Cubs and White Sox playing each other. The stadium seems quaint (meaning small) and features tons of foul area behind home plate.

#36: An open-ended Soldier Field hosting the Eucharistic Congress in 1926. The capacity of the stadium is much larger than today.

Wrigley Field and the suburbanization of sports stadiums

Cheryl Kent looks at the proposed plans for renovating Wrigley Field and concludes it makes the ballpark less urban:

The trouble is the Cubs are also pitching a plan for a kind of baseball theme park that pretends to authenticity while proposing to damage the integrity of the real deal: Wrigley Field. The Cubs want Ye Olde Baseball Mall, except with a Jumbotron and a rival entryway to the stadium…

The proposal is modeled after the “festival marketplace” approach launched in Boston with the renovation of historic Faneuil Hall as Faneuil Hall Marketplace by Benjamin Thompson in 1976. In a series of legendary projects, including work on Navy Pier in the mid-’90s, Thompson enticed people to visit the cities by promising safe, orchestrated experiences, with an emphasis on charm over authenticity and spontaneity.

In time, and as cities regained cachet, the marketplace approach came to represent a suburban take on cities that downplayed genuine urban diversity and vitality while assuming a defensive, apologetic crouch when it came to design.

Thompson was brilliant and a visionary, producing work more nuanced than subsequent formulaic applications reflect. But his work was driven by a condition that has disappeared — white flight to the suburbs. The planned renovation of Navy Pier, intended in large part to downplay its carnival aspects, is evidence the formula is outdated.

In other words, the proposed plans are a Disneyfied version of Wrigley Field and truly urban areas. It might look urban but it is a theme park version meant to encourage consumerism. This reminds me of sociologist Mark Gottdiener’s book The Theming of America as well as the work of other urban sociologists about public spaces. Genuine public spaces, like the ones Elijah Anderson talks about in The Cosmopolitan Canopy, allow all people the opportunity to enjoy and interact. In this proposed Wrigley Field, it is all about the Cubs and expanding their revenue base.

Kent doesn’t say as much about how the Cubs might renovate Wrigley Field to better fit with the city. The biggest problem here seems to be that the Cubs are likely to insist their changes are necessary because they will cover the costs of the renovation as well as make them money. Sports team owners don’t exactly have a good record of truly caring whether their teams and properties fit with the city.

Smart Midwesterners flock to Chicago?

An excerpt from a new book about the Rust Belt looks at why Chicago attracts so many educated Midwesterners:

The North Side of Chicago is such a refuge for young economic migrants from my home state that its nickname is “Michago.” In 2000, a quarter of Michigan State University graduates left the state. By 2010, half were leaving, and the city with the most recent graduates was not East Lansing or Detroit but Chicago. Michigan’s universities once educated auto executives, engineers, and governors. Now their main purpose is giving Michigan’s brightest young people the credentials they need to get the hell out of the state.

In the 2000s, Michigan dropped from 30th to 35th in percentage of college graduates. Chicago is the drain into which the brains of the Middle West disappear. Moving there is not even an aspiration for ambitious Michiganders. It’s the accepted endpoint of one’s educational progression: grade school, middle school, high school, college, Chicago. Once, in a Lansing bookstore, I heard a clerk say with a sigh, “We’re all going to end up in Chicago.” An Iowa governor once traveled to Chicago just to beg his state’s young people to come home…

As Chicago transformed itself from a city of factories to a global financial nexus, its class structure was transformed in exactly the way globalization’s enemies had predicted. “Many Chicagoans live better than ever, in safe housing in vibrant neighborhoods, surrounded by art and restaurants, with good public transport whisking them to exciting jobs in a dazzling city center that teems with visitors and workers from around the world,” wrote Richard C. Longworth in Caught in the Middle, his 2008 book on the modern Midwest. “And many Chicagoans live worse than ever.

I look forward to reading the more complete argument. This excerpt suggests the changes that have made certain Chicago locations so attractive, places like the Loop, Lincoln Park, Wicker Park, Bucktown, etc., come at a cost as other areas of Chicago have seen little improvement.

This also seems related to the ideas of Richard Florida and the creative class. Florida tends to rank all US cities on his creative scale indexes. Could there be regional creative class cities? Chicago isn’t at the top of Florida’s rankings but it might attract a sizable number of the Midwest creative class. A city doesn’t necessarily have to attract the creative class from throughout the United States to experience some of their influence.

It would be helpful to see data on this. Who exactly is moving to Chicago? For example, looking at a place like Michigan, where do college graduates and other young adults go if they leave the state? Or, looking at the Chicago area itself, do they tend to stay in the metropolitan area at similar rates to other major cities like New York City, Los Angeles, Dallas, Philadelphia, and others (and there could be very different patterns going on in each of these major cities)?

Arguing over whether spires and antennas at top of skyscrapers count for a building’s height

There is an ongoing argument, including this opinion piece from a “Chicago partisan,” about what at the top of a skyscraper should count toward the building’s official height. The latest round of argument involves the new World Trade Center building:

So far, nothing is official: the Council on Tall Buildings and Urban Habitat, the international organization of skyscraper engineers, designers and builders that certifies a building’s height, will weigh in only when One World Trade Center is completed. At an expected, historically symbolic 1,776 feet, the New York tower seems to have a solid claim.

But Chicagoans who live in the shadow of the 1,451-foot tall Willis Tower, which has held the title of nation’s tallest for some 40 years, should cry foul — because deciding just how tall a building is turns out to be more complicated than it might seem…

The council has three categories for measuring the heights of tall buildings: height to “architectural top,” “highest occupied floor” and “height to tip.” This may seem like splitting hairs, but the differences can be considerable.

The meanings of “height to tip” and “highest occupied floor” are self-evident. But “architectural top,” the category the council uses to officially crown the tallest building, is less clear; it includes “spires,” but not “antennas, signage, flag poles or other functional-technical equipment.” This wording deliberately makes the short, pointy tops of the Petronas Towers count, but leaves out the much taller antennas that crown the Willis Tower.

The way this argument is going, it seems like city partisans want to change the definition of building heights in a way that best advantages their tallest structure. Why? This is more about status and prestige than anything else. The city with the official tallest building can claim something about themselves. Certain cities, like Chicago and New York, are known for their skylines and have historically dominated this international race.

I’m not sure why exactly this matters for certain cities. On the one hand, these tallest buildings can dominate a skyline. Being at the top of the record books can bring some attention, though it is unclear what exactly it leads to. On the other hand, the square footage of residential or commercial space that one building can add doesn’t make or break a business district (unless, perhaps, it is the only really tall building). Also, the tallest building can be built nearly anywhere, whether in New York, Chicago, Kuala Lumpur, or Dubai. Does the tallest building really signal architectural or engineering competence? Doesn’t it tell us something that not every major or global city is chasing this record?

In other words, this might be a record that only a few cities and boosters really care about.

Chicago tries out a “pedestrian scramble” intersection

Chicago has started testing the “pedestrian scramble” at a Loop intersection:

The changes center on a new pedestrian crossing pattern – dubbed the “pedestrian scramble” – that will be introduced at the intersection of State Street and Jackson Boulevard…

The test involves stopping all vehicles – heading east on Jackson and north and south on State – for about 14 seconds every other light cycle to give pedestrians a jump on traffic to cross in all directions, including diagonally, according to Bill McCaffrey, a spokesman for the Chicago Department of Transportation.

Developed more than 70 years ago, the pedestrian scramble allows pedestrians a running start to cross six ways instead of four ways.

The experiment is part of a larger plan by Chicago Transportation Commissioner Gabe Klein to reduce speeds and the number of vehicle travel lanes on busy streets in an effort to slash the number of crashes…

Klein’s strategy involves narrowing some streets, or putting them on a “road diet.’’

Two quick thoughts:

1. This reminds me of photographs of busy intersections in Tokyo where you see mobs of people crossing at all angles. See short videos here and here. Indeed, other countries have used pedestrian scrambles for decades.

2. People may not like the idea of a “road diet” but there is evidence that reducing traffic capacity could be more effective at dealing with traffic and congestion rather than continually expanding roads. Plus, you then get the side benefit of more safety and convenience for pedestrians and cyclists.

Some Chicago aldermen, businesses argue they want parking meters to move cars and customers along

As Chicago debates a parking meter policy, some aldermen and businesses want metered parking on Sunday so they can keep customers moving through the parking spaces:

Some aldermen are saying “no thanks” to Mayor Rahm Emanuel’s offer of free Sunday parking when it comes to their commercial districts for fear it would hurt businesses that rely on street parking for their customers…

“As soon as this deal happened, I got a letter from my chamber of commerce, saying … this is going to hurt local businesses,” Ald. Michele Smith, whose 43rd Ward includes most of Lincoln Park, said during a Finance Committee hearing on Tuesday to weigh the mayor’s proposal. Businesses need parkers to move on so others can take their place, several aldermen said…

“In some commercial areas, with some businesses, the businesses actually want the turnover that payment on Sunday gives, because having spots filled by somebody that’s just leaving it there all day hurts business, and that’s the concern that we’re trying to address on a case-by-case basis,” Patton said.

Intriguingly, this puts the aldermen in a tough position between residents/customers and businesses:

But aldermen would have to request it, something Ald. Ameya Pawar, 47th, said could leave council members in a tough spot. “What it ends up setting up is a situation where, ‘Well, whose side are you on — the businesses or the constituents?’ It’s problematic,” Pawar told Patton.

This highlights an advantage of parking meters: they can keep the parked traffic moving so that cars can’t clog up spaces. Without them, city residents and visitors are likely to sit in the spots for a long time. This also is a reminder of the mix of uses often found in urban neighborhoods: both residents and businesses are vying for parking for much of the day. In contrast, parking is more plentiful in suburban shopping areas and many suburban downtown businesses gave up parking meters decades ago to keep customers happy. But, these suburban downtowns rarely have the density and demand for street parking that cities face.

So, if residents in these neighborhoods complained loud enough about wanting free parking on Sundays, would they be able to force an alderman to side with them?
