Why is a 5,600 square foot, $3.2 million home squeezed on a small lot a “mini-McMansion”?

Jack Osbourne recently purchased a new home in Studio City that Variety calls a “mini-McMansion”:

In late May, rock ‘n’ roll scion and budding television and documentary producer Jack Osbourne sold his refurbished 1920s Spanish-style abode in L.A.’s celeb-saturated Los Feliz area for $3.2 million and, we first heard from gossip juggernaut TMZ, he and his missus, Lisa Stelly and their toddler daughter hightailed it to the San Fernanado Valley where they spent — oddly enough — $3.2 million for a bigger and brand-spanking-new house in and unassuming but affluent, north of Ventura Boulevard neighborhood in Studio City.

Young Mister Osbourne’s new, clapboard-sided residence in Studio City — online marketing materials rather generously describe as a “Cape Cod” — sits somewhat tightly on a .27-acre corner lot with five bedrooms and 6.5 bathrooms in 5,614 square feet. (It’s really too small to be a right-proper mccmansion so, oxymoron-ish though it may be, we’ll call an architecturally jumbled mini-mcmansion. How’s that sound?

In addition to the square footage, the price, and a small lot, the continued description of the home includes some more typical McMansion features like a two-story foyer, three-car garage facing the street, and an interesting front exterior (see the picture). So why isn’t this a McMansion?

My best guess is that this home is small by celebrity standards in Los Angeles. Compared to all new homes in the United States, Osbourne’s home is more than twice the size but he doesn’t live in an ordinary place: he lives in a place with mega-celebrities. In this city, 5,600 square feet simply can’t compete with flashier and bigger homes. See some of these celebrity homes here. Since real estate is local, Osbourne’s home is just mini-McMansion rather than opulent showplace.

Mansionization picks up again in Los Angeles

The construction of larger homes has picked up again in Los Angeles, drawing attention from a number of critics:

But as the housing market rebounds and construction picks up, many homeowners complain that “mansionization” has revved up — reigniting long-standing policy battles and sometimes bitter fence fights over the face and feel of L.A.’s neighborhoods…

But neighborhood groups have begun mobilizing, asserting that rules meant to control building sizes are still too porous. Critics argue that builders have exploited loopholes — bonuses that allow extra square footage — to erect homes too large for their lots. The recent surge of complaints prompted Michael LoGrande, director of the Department of City Planning, to tell lawmakers that more stringent controls might be needed…

For decades there was “kind of a consensus about what a Southern California house should look like” — low, rambling and open to the landscape, cultural historian D.J. Waldie said. That philosophy, along with requirements imposed by builders, gave rise to uniform neighborhoods lined with homes of similar sizes and styles, Waldie said.

But in a growing city with scant undeveloped land and changing tastes, some Angelenos see things differently. They look at older neighborhoods and think, “‘this is where the good life is lived,'” Waldie said. “‘But I don’t want to live in a 1,300-square-foot house.'”

Los Angeles isn’t the only major city that has dealt with this issue in recent years (see Austin, Texas) as ideas about housing as well as economic conditions change. And the battle lines in Los Angeles seem fairly similar to debates elsewhere: residents of existing communities do not like new behemoth houses (often labeled McMansions) that don’t match the architectural style of the community while proponents of the bigger houses argue they should be able to have modern features. Local ordinances tend to try to give some to each side, setting design guidelines or limits that don’t restrict the construction of new homes but limit how they might use their property or differ from nearby homes. It should be no surprise that individual homes, perhaps the seat of American individualism, should exemplify this classic issue – individual property rights versus the wishes of the community – that is one of the core issues running through the 235+ years of the United States.

Photographing the class divide on LA mass transit

A photographer considers what is revealed at the bus stops of Los Angeles buses during late night hours:

J. Wesley Brown’s vivid nighttime portraits of bus riders are a refreshing look at a rarely seen side of Los Angeles. The city’s freeway interchanges are iconic, but for many Angelinos, these bus stop dwellers represent an even more authentic feeling of home.

Brown, 34, spent two and a half years roaming the city to shoot Riders, a series of fascinating portraits of ordinary people doing ordinary things. That might seem like a mundane topic, but Riders offers a commentary on the societal strata of Los Angeles.

“Riding a bus in L.A. is the most outwardly visible sign of class divide,” says Brown.

In shooting Riders, Brown found the movie posters in bus stop advertising sometimes offered a commentary on the scenes framed by the bus shelters. And his exploration of the city noted that poorer neighborhoods that don’t attract advertising dollars often don’t have bus shelters at all.

Los Angeles is known for its cars, highways, and driving. Yet, owning a vehicle is expensive and mass transit is a necessary part of life for those with fewer resources. The current LA Metro might not be as expansive as the once-extensive streetcar systems but a major city today can’t function well or serve its full population without at least some mass transit.

It sounds like the pictures also highlight one of the odd features of car ownership in the United States: outside of a few places, like Manhattan, many Americans would choose to purchase a car when they have the economic means. Whether this is because a car offers more independence or is a symbol of having reached a certain social status or mass transit is viewed as more lower class or a combination of these, attaining car ownership is an important part of American life.

Beijing air pollution said to be “barely suitable for life”

Bad pollution in Beijing is nothing new but a new report sounds a dire note:

Severe pollution in Beijing has made the Chinese capital “barely suitable” for living, according to an official Chinese report, as the world’s second-largest economy tries to reduce often hazardous levels of smog caused by decades of rapid growth…

The report, by the Beijing-based Social Science Academic Press and the Shanghai Academy of Social Sciences, ranked the Chinese capital second worst out of 40 global cities for its environmental conditions, official media reported on Thursday.

China’s smog has brought some Chinese cities to a near standstill, caused flight delays and forced schools to shut.

Beijing was hit by severe levels of pollution at least once every week, according to the 2012 Blue Paper for World Cities report. That was on top of a significant level of air pollution covering the capital for 189 days in 2013, according to city’s Environmental Protection Bureau.

While U.S. readers might marvel at this, it wasn’t too long ago that some American cities had a similar problem. Check out some of the pictures of 1940s Pittsburgh or read about the Donora Smog incident near Pittsburgh that killed 22 in 1948. Some of these issues persist today: Los Angeles, and other cities in California, still have persistent smog and particulate issues.

Los Angeles, the nation’s second-largest city, again topped the charts for ozone pollution, and finished fourth for particulate pollution such as dust and soot, in the American Lung Association’s annual national air quality report card, released on Wednesday…

In terms of air quality, California as a whole dominated the list of the most polluted U.S. cities, accounting for seven of the top 10 for ozone and eight of the top 10 for annual levels of particulate pollution, the American Lung Association said.

Nearly 90 percent of Californians, or 33.5 million people, live in areas plagued by unhealthy air, especially in Los Angeles, the so-called Inland Empire region east of the city, the state capital of Sacramento, and the agricultural heartland of the San Joaquin Valley, the group’s study found…

However, many California cities have shown steady progress on improving air quality, particularly the Los Angeles region, whose ozone levels have fallen by 36 percent since the organization’s first State of the Air report card in 2000.

In the movie Her, futuristic Los Angeles looks like Shanghai

In recently watching the movie Her, I was intrigued to see the futuristic Los Angeles. What exactly does it look like? Shanghai, as the film was filmed in LA and there. Here is what I noticed in the film:

1. There are a number of portrayals of Los Angeles. For example, the Walt Disney Concert Hall is featured in several scenes. One time the main character walks past the Hall and another scene takes places on an outside terrace with a lotus flower fountain on an upper level of the hall. Here is what the fountain looks like:

See an exterior shot of the building in an earlier post. This building fits well with a futuristic image with its metal panel exterior and unusual lines.

2. There are a number of shots of a city skyline, particularly from the main character’s apartment. However, this view usually has a lot more tall buildings than Los Angeles actually has. While Los Angeles has a downtown as well as an outcropping of taller buildings by Beverly Hills, there were clearly too many to be LA. At the same time, there were also shots featuring the One Wilshire building. So the film plays loose with the skyline shots but they are often Shanghai.

3. There are a number of scenes in public spaces, particularly nice plazas and walkways that connect large buildings. I haven’t explored all of LA but I know these are limited in the downtown so there seemed to be too many.

4. There is a scene early in the movie featuring a subway/train map in the background and while the base map is of Los Angeles, it clearly has too many mass transit routes to match today’s LA.

5. Others images of mass transit don’t look like LA including a bullet train and elevated mass transit lines.

6. Some of the shots from apartments or the tops of buildings show more boulevards than streets or highways.

7. Some of the outdoor scenes have street signs that look more Asian in design as well as more Asian pedestrians (though LA has a large Asian population).

Los Angeles was once viewed as the future of American cities: sprawling, encompassing a broad range of terrains from beaches to hills, and glamorous locations. However, American filmmakers may now be looking to rapidly growing Chinese cities for what the future holds.

Seeing numerous atomic bomb blasts on the Los Angeles horizon

Here is a series of images from the early 1950s when atomic bomb tests in Nevada lit up the sky in Los Angeles.

Between October 1951 through September 1992, 928 atomic tests were conducted at the NTS, 100 of which were completed above ground more than 300 miles away from L.A. in the sprawling Desert National Wildlife Range. If that seems like a long distance for the glow from an atomic bomb to be visible, consider that the mushroom cloud could be seen as far as 100 miles from the blast site. While Los Angeles, ever famous for its unique light, got to see the nuclear glimmer, the radioactive fallout had a tendency to drift northeast into Utah.

The light from the tests seems to light up the entire sky, a dull incandescence sharply outlining anything between it and the camera. At first, the images seem rather mundane for looking so much like a sunrise — the difference of course is that this fission-born light comes straight from man’s handiwork, and heralds the beginning of an arms race that in the 1960s tilted perilously close to Armageddon. An interesting theme in the handwritten captions accompanying these photos is the regular reminder that the blast is much more powerful than any previous, which makes sense given that during this period the yields of nuclear tests were definitely on the rise.

The pictures with people in them demonstrate the utter (and now seemingly morbid) fascination with nuclear weapons that many Americans had at the time (e.g the Hulk). The Nevada detonations became such a source of interest for the City of Angels that on April 22, 1952, local TV station KTLA joined several other networks in broadcasting the massive Tumbler-Snapper test detonation. The event got surprisingly high ratings for 5:30 in the morning — before that, they had to broadcast tests secretly. Unless a TV station told you tune in for one, the only way anyone within eye- or ear-shot of a test would know a bomb had gone off was when they saw or heard it announcing itself over the horizon.

Many portrayals of the atomic age from today suggest Americans were anxious and nervous about the atomic age and the danger at hand. Yet, these pictures suggest these bomb test were just a regular part of 1950s American life. In fact, the blasts might have provided a different kind of early morning glamor for Los Angeles.

It is hard to imagine this happening today…

Update on increasing number of teardowns in Los Angeles

The number of teardowns isn’t close to the peak of 2006 but there is increasing teardown activity in Los Angeles and this is drawing concern:

The rebounding housing market has sparked the demolitions. In November, the median price for a home in Southern California was $385,000, up nearly 20% compared with the same month a year earlier, according to research firm DataQuick. Builders such as Leonard are constructing houses “on spec,” confident that they’ll find buyers…

In the city of Los Angeles last year, builders received approval to raze 1,227 houses and duplexes from January through mid-December, according to Department of Building and Safety records. That’s 29% higher than in all of 2012, though still well off the pace of more than 3,000 in 2006, during the housing bubble…

Carlton and his neighbors want the city to take action. They are pushing Los Angeles to tighten the so-called anti-mansionization ordinance passed in 2008. Critics say it has failed to stop the construction of outsized homes that rob views, block sunlight and alter the character of established neighborhoods.

In October, the Los Angeles City Council imposed additional size limits on new houses in the Beverly Grove neighborhood. But the changes don’t mandate a particular style…

Tear-downs have long stirred controversy, especially in beach communities — once-funky towns that have seen property values skyrocket over the years amid an influx of wealthy residents, chic boutiques and cafes. Many who grew up in the area have moved out, unable to afford a house with an ocean breeze. Many who did own homes couldn’t resist cashing in.

I don’t think there is an easy answer to this, particularly in Los Angeles. Because the housing market is currently tight, teardown opportunities are attractive to builders. Additionally, there is enough money floating around for people to want to purchase expensive new homes. This, of course, alters existing neighborhoods in a way that tends to irritate neighbors who think the new homes are all about the individual owner and not about fitting in with the neighborhood. I wonder how many residents who oppose teardowns would prefer no new construction at all, perhaps going for historic preservation rather than tighter mansionization guidelines.

I’m not sure why this strikes me right now but it does seem a bit odd that California, the home of American dreams (weather, Hollywood, sprawl leading to single-family homes and lots of driving), seems to be home to so many bitter housing and land disputes. Perhaps the stakes are higher – people’s dreams are on the line – so the fights get more intense. Or places like Los Angeles and San Francisco are simply too desirable and there isn’t enough housing to go around. Or all of this helps lay bare the American tendency to want to be the last one in to enjoy the neighborhood before slamming the gate behind them to preserve the features forever.

Jaywalkers vs. car culture in downtown Los Angeles

The battle for Los Angeles may not involve aliens but rather jaywalking pedestrians versus cars in downtown Los Angeles:

It is not quite “Dragnet,” but the Police Department in recent weeks has issued dozens of tickets to workers, shoppers and tourists for illegally crossing the street in downtown Los Angeles. And the crackdown is raising questions about whether the authorities are taking sides with the long-dominant automobile here at the very time when a pedestrian culture is taking off, fueled by the burst of new offices, condominiums, hotels and restaurants rising in downtown Los Angeles…

The police say they are simply trying to maintain order at a time when downtown Los Angeles, once a place of urban tumbleweeds and the homeless, is teeming with people competing for pavement with automobiles. “There’s a huge influx of folks that come into the downtown area,” said Sgt. Larry Delgado of the Central Traffic Division. “If you go out there, you are going to see enforcement.”

These pedestrians are confronting not only the police, but a historically entrenched car culture that has long defined the experience of living and working in Los Angeles. With its wide streets, and aggressive motorists zipping around corners, cutting in and out of lanes and sneaking past red lights, Los Angeles is hardly built for people who prefer to walk.

Yet times may be changing. There are an increasing number of people using bicycles, taking advantage of an expanding network of bike lanes. Los Angeles is in the midst of a major expansion of its subway and bus system. Much of the urban planning in recent years, particularly downtown and in Hollywood, is intended to encourage people to give up their cars in favor of public transit, walking or biking.

It is hard to tell what exactly is going on here without some hard data about jaywalking fines in downtown LA over time. However, it does make for an interesting narrative: while many cities and places are trying to encourage more pedestrian and bike use (for its green, health, congestion, and other benefits), Los Angeles is cracking down on walkers. The issue is that LA is perhaps the prototypical car city in the entire world. The sprawling city has traditionally not had a downtown on the scale of other major cities that people would want to crowd. The metropolitan area seems to stretch on forever, crisscrossed by numerous highways. This is home to the Beach Boys singing about driving, the rise of fast food, and lots of car commercials.

Jaywalking may be an opening skirmish but this could blossom into a longer war over the heart of Los Angeles: is it really a city about cars or can it also contain dense, walkable nodes? Critics of sprawl would see a Los Angeles full of pedestrians (at least in pockets) as a tremendous success story.

Why are so many car commercials set in the Los Angeles area?

I’ve noticed something about car commercials lately: many of them are shot in the Los Angeles area. Here are three common scenes:

1. Driving down a few blocks of downtown Los Angeles, possibly with the Walt Disney Concert Hall in the background or in the parking garage that provides a nice overlook over the city. Even if you don’t know the concert hall by name, you may have seen this behind numerous cars:

It takes some work to block off urban streets but these few blocks of downtown get a lot of air time.

2. Driving on Highway 101 along the Pacific Coast. Think of scenes with cliffs on one side, the Pacific Ocean on the other, a sunny day, and a beautiful car driving down a narrow road over curves and with sweeping vistas.

3. Driving along Mulholland Drive with the city in the background or along a similar road in the hills north of downtown Los Angeles. One of the commercials on the air right now ends with a shot of the new car winding its way toward the Griffiths Observatory. The observatory is a nice place to explore and there are good views:

Overall, I suspect there is some good reason for all of this. Perhaps it to simply take advantage of all of the power and tools of Hollywood. Perhaps LA is great because of its varied landscape. Perhaps there are some tax breaks involved. However, there are plenty of other cities where this filming could take place and LA is far away from Detroit, the traditional center of American cars. At the same time, this might provide more reasons why that Super Bowl commercial about being “Imported from Detroit” received so much attention.

Determining whether concrete buildings in LA are endangered by earthquakes

The Los Angeles Times looks at a number of concrete buildings in LA that could be at serious risk in an earthquake:

Despite their sturdy appearance, many older concrete buildings are vulnerable to the sideways movement of a major earthquake because they don’t have enough steel reinforcing bars to hold columns in place.

Los Angeles officials have known about the dangers for more than 40 years but have failed to force owners to make their properties safer. The city has even rejected calls to make a list of concrete buildings.

In the absence of city action, university scientists compiled the first comprehensive inventory of potentially dangerous concrete buildings in Los Angeles.

The scientists, however, have declined to make the information public. They said they are willing to share it with L.A. officials, but only if the city requests a copy. The city has not done so, the scientists said.

Pretty interesting look at how concrete buildings can be built to withstand earthquakes. The key issue here seems to be retrofitting: should it be required and if so, how much would property owners complain about the cost? As the article notes:

Earthquake safety has rarely been an issue that draws deep public passions and outrage. Most seismic regulations are approved in the wake of destructive earthquakes, but there hasn’t been one in California in nearly 20 years.

In other words, occasional disasters allows room for complacency. When the events are rare, people will question whether the money should be better spent elsewhere. This is part of the debate over other disasters as well like: how should buildings in Tornado Alley be constructed if tornadoes might occur? Should New York be protected from hurricanes and rising water levels by constructing gates and barriers? How much should be spent on levees in New Orleans to avoid situations like that after Hurricane Katrina?
