A mass transit revolution in Los Angeles?

Matt Yglesias argues that Los Angeles has turned the corner in promoting mass transit and is poised to become “America’s next great mass-transit city”:

The process started in earnest with the construction of the often-scoffed-about Red and Purple subway lines in the 1990s. This began to create the bones of a major rapid transit system. But it’s kicked into overdrive in the 21st-century thanks to the confluence of three separate incidents. First, Rep. Henry Waxman, the powerful House Democrat who represents L.A.’s Westside, went from being a NIMBY opponent of transit construction to an environmentalist booster. Second, Antonio Villaraigosa  was elected mayor in 2004. Third, in 2008, L.A. County voters passed Measure R, a ballot proposition that raised sales taxes to create a dedicated funding stream for new transit. Thanks to Measure R and Waxman, a new Expo Line connecting downtown to some of the Westside is already open, and work will begin on a “subway to the sea” beneath Beverly Hills soon. The same pool of money also finances expansion of the light rail Gold Line and the rapid-bus Orange Line while helping hold bus fares down…

Perhaps most importantly of all, the city is acting to transform the built environment to match the new infrastructure. A controversial plan to rezone the Hollywood area for more density has passed. The city has also moved to reduce the number of parking spaces developers need to provide with new projects, following the lead of the smaller adjacent cities of Santa Monica and West Hollywood. A project to reconfigure Figueroa Boulevard running south from downtown toward Exposition Park as a bike-and-pedestrian friendly byway is in the works, and pending the outcome of a November ballot initiative, a streetcar may be added to the mix. At the northern end is the massive L.A. Live complex of movie theaters, restaurants, arenas, hotels, condos, and apartments—the biggest downtown investment the city had seen in decades, constructed between 2005 and 2010. At the southern end of the corridor is the University of Southern California, which is planning to redevelop its own backyard to look a bit more like a traditional urban university village.

Los Angeles continues, like almost all American cities, to be primarily automobile oriented. But the policy shift is having a real impact on the ground. The most recent American Community Survey showed a 10.7 percent increase in the share of the metro area’s population that relies on mass transit to get to work, matched with a 3.6 percent increase in driving. And that’s before several of the key Metro projects have been completed or the waning of the recession can drive new transit-oriented development.

As work continues, people will find that Los Angeles has some attributes that make it an ideal transit city. Consultant and planner Jarrett Walker notes that the city’s long straight boulevards make it perfect for high-quality express bus service. And then, of course, there’s the weather. Something like a nine-minute wait for a bus, a 15-minute walk to your destination, or an afternoon bike ride are all more pleasant in Southern California than in a Boston winter or a sweltering Washington August. As a quirk of fate, the East Coast of the United States was settled first, so cities with large pre-automobile urban cores are clustered there. But the fundamentals of climate and terrain are more favorable to walking and transit in Los Angeles than in New York. The city could have simply stuck with tradition and stayed as the first great metropolis of the automobile era. But it’s chosen instead to embrace the goal of growing even greater, which will necessarily mean denser and less auto-focused. While the Bay Area and many Northeastern cities stagnate under the weight of oppressive zoning codes, L.A. is changing—by design—into something even bigger and better than it already is.

Three other factors I think are in Los Angeles’ favor:

1. The metropolitan region is actually denser than all others in the United States:

The nation’s most densely populated urbanized area is Los Angeles-Long Beach-Anaheim, Calif., with nearly 7,000 people per square mile. The San Francisco-Oakland, Calif., area is the second most densely populated at 6,266 people per square mile, followed by San Jose, Calif. (5,820 people per square mile) and Delano, Calif. (5,483 people per square mile). The New York-Newark, N.J., area is fifth, with an overall density of 5,319 people per square mile

Mass transit works best in denser conditions when more people are within reach of mass transit stops/stations and it is more difficult to maintain and park a car. Los Angeles is rightfully known for sprawl but it is denser sprawl.

2. Los Angeles does have an earlier history of mass transit: streetcars were widely used in the early 1900s.

During the early and mid-1900?s the historic streetcar served as a popular mode of transportation along Broadway.  The Los Angeles Streetcar system was primarily operated by Pacific Electric (1901-1961) and developed into the largest trolley system in the world by the 1920?s. This breath of scale enabled residents and visitors alike to routinely traverse the Los Angeles region, and connected many of Southern California’s communities. The system operated for over half a century, and at its peak traversed over 1,100 miles of track with  900 electric trolley cars; this dense network produced a rate of public transit usage higher than San Francisco does today on a per capita basis.

For years the system was considered by many to be “the vital cog in the city’s transportation system,” and according to author Steven Ealson, provided transportation for millions who enjoyed the streetcar so much they would “ride for miles simply for fun or for transportation to places of amusement.” The demise of the streetcar began with the unprecedented development of single-family tract housing designed and built to accommodate automobiles. This pattern of development quickened during post-war housing construction, and accelerated the demise of the streetcar system as the region became dependent on private transportation.

3. I wonder if a larger proportions of Los Angeles residents and leaders are simply fed up with highway traffic and want to now look at different options. Remember “Carmageddon“?

Paris’ transit authority has new campaign asking local residents to be less rude

The transit authority in Paris has a new campaign aimed at getting users to show more etiquette:

Likening Parisians to animals, it shows a variety of them horrifying onlookers with their selfish behaviour.

A hen is shown screaming into a mobile phone while sitting on a packed bus, a buffalo shoves his way on to a commuter train, and other shameless beasts are shown annoying people…

Sociologist Julien Damon, who helped carry out the RATP survey, said: ‘These types of bad behaviour have always existed, but what has changed is that we are less prepared to tolerate them.

‘Our behaviour is more and more geared towards cleanliness and hygiene, like spitting on the ground or smoking in a restaurant now both very frowned upon, and less about common courtesies like simply being polite and nice to each other.’…

The study comes two years after a separate survey of foreigners visiting Paris voted them the rudest people in Europe...

Cecile Ernst, French author of the sociological and etiquette essay ‘Bonjour Madame, Merci Monsieur’ argues that the shockingly loutish behaviour of France’s football team during the 2010 World Cup in South Africa, when the players went on strike, was a symptom of a broader social trend.

Two quick thoughts:

1. This seems to be motivated in part by perceptions of tourists. Since Paris is one of the top tourist destinations in the world, this is no small matter.

2. I wonder how successful this campaign will be as it utilizes shame and guilt. The posters shown here basically suggest that some current riders are acting like animals. Could a more positive campaign be more effective or would it not attract people’s attention effectively? Imagine if ads like these went up in a major US city…

Questions about a study of the top Chicago commuter suburbs

The Chaddick Institute for Metropolitan Development at DePaul just released a new study that identifies the “top [20] transit suburbs of metropolitan Chicago.” Here is the top 10, starting with the top one: LaGrange, Wilmette, Arlington Heights, Glenview, Elmhurst, Wheaton, Downers Grove, Naperville, Des Plaines, and Mount Prospect. Here is the criteria used to identify these suburbs:

The DePaul University team considered 45 measurable factors to rank the best transit suburbs based on their:

1. Station buildings and platforms;

2. Station grounds and parking;

3. Walkable downtown amenities adjacent to the station; and

4. Degree of community connectivity to public transportation, as measured by the use of commuter rail services.

A couple of things strike me as interesting:

1. These tend to be wealthier suburbs but not the wealthiest. On one hand, this seems strange as living in a nicer place doesn’t necessarily translate into nicer mass transit facilities (particularly if more people can afford to drive). On the other hand, having a thriving, walkable downtown nearby is probably linked to having the money to make that happen.

2. There are several other important factors that influence which suburbs made the list:

Communities in the northern and northwestern parts of the region tended to outperform those in the southern parts, with much of the differences due to their published Walk Scores. Similarly, communities on the outer periphery of the region tend to have lower scores due to the tendency for the density of development to decline as one moves farther from downtown Chicago. As a result, both Walk Scores and connectivity to transit tended to be lower in far-out suburbs than closer-in ones.

It might be more interesting here to pick out suburbs that buck these trends and have truly put a premium on attractive transportation options. For example, can a suburb 35 miles out of Chicago put together a mass transit facilities that truly draw new residents or does the distance simply matter too much?

3. I’m not sure why they didn’t include “city suburbs.” Here is the explanation from the full report (p.11 of the PDF):

All suburbs with stations on metropolitan Chicago’s commuter-rail system, whether they are located in Illinois or Indiana, are considered for analysis except those classified as city suburbs, such as Evanston, Forest Park, and Oak Park, which have CTA rapid transit service to their downtown districts. Gary, Hammond, and Whiting, Indiana, also are generally considered cities or city suburbs rather than conventional suburbs, because all of these communities have distinct urban qualities. To assure meaningful and fair comparisons, these communities were not included in the study.

Hammond is not a “conventional suburb”? CTA service isn’t a plus over Metra commuter rail service?

4. The included suburbs had to meet three criteria (p.11 of the PDF):

1) commuter-rail service available seven days a week, with at least 14 inbound departures on weekdays, including some express trains;
2) at least 150 people who walk or bike to the train daily; and
3) a Walk Score of at least 65 on a 100-point scale at its primary downtown station (putting it near the middle of the category, described as “somewhat walkable”).

This is fairly strict criteria so not that many Chicago suburbs qualified for the study (p.11 of the PDF):

Twenty-five communities, all on the Metra system, met these three criteria (Figure 2). All were adjacent to downtown districts that support a transit-oriented lifestyle and tend to have a transit culture that many find appealing. Numerous communities, such as Buffalo Grove, Lockport, and Orland Park, were not eligible because they do not currently meet the first criteria, relating to train frequency. Some smaller suburbs, such as Flossmoor, Kenilworth and Glencoe, while heavily oriented toward transit, lack diversified downtown amenities and the services of larger stations, and therefore did not have published Walk Scores above the minimum threshold of 65.

I can imagine what might happen: all suburbs in the top 20 are going to proclaim that they are a top 20 commuter suburb! But it was only out 25…

5. There are some other intriguing methodological bits here. Stations earned points for having coffee available or displaying railroad heritage. Parking lot lighting was measured this way (p.24 of the PDF):

The illumination of the parking lot was evaluated using a standard light meter. Readings were collected during the late-evening hours between June 23 and July 5, 2012 at three locations in the main parking lots:
1) locations directly under light poles (which tend to be the best illuminated parts of the lots);
2) locations midway between the light poles (which tend to be among the most poorly illuminated parts of the lot); and
3) tangential locations, 20 and 25 feet perpendicular to the alignment of light poles and directly adjacent to the poles (in some cases, these areas having lighting provided from lamps on adjacent streets).

At least three readings were collected for category 1 and at least two readings were collected for categories two and three.

There is no widely accepted standard on parking lot lighting that balances aesthetics and security. Research suggests, however, that lighting of 35 or more lumens is preferable, but at a minimum, 10 lumens is necessary for proper pedestrian activity and safety. Scores of parking lot illuminate were based on a relative scale, as noted below. In effect, the scales grades on a “curve”, resulting in a relatively equal distribution of high and low scores for each category. In several instances, Category 3 readings were not possible due to the configuration of the parking lot. In these instances, final scores were determined by averaging the Category 1 and 2 scores.

I don’t see any evidence that commuters themselves were asked about the amenities though there was some direct observation. Why not also get information directly from those who consistently use the facilities?

Overall, I’m not sure how useful this study really is. I can see how it might be utilized by some interested parties including people in real estate and planners but I don’t know that it really captures enough of the full commuting experience available to suburbanites in the Chicago suburbs.

Can buses attract wealthier, more educated residents?

Amanda Hess discusses ways in which bus lines could attract wealthier, more educated riders:

Can a city build a less stigmatized bus? After all, the racial and class bias attached to city buses has little to do with the vehicle itself and everything to do with the riders on it. Garrett and Taylor note that though “bus ridership declines with rising income, the use of streetcars, subways, and commuter railroads tends to increase with higher income.” As the blog Seattlest put it in 2006: “If the actual goal is to get people out of their cars and onto transit by choice, no one’s going to give up the hybrid for a damn bus.” But it was not always this way. When public buses were first introduced in Washington, D.C. in the early 1900s, many riders viewed them as a more comfortable, “modern” alternative to the existing streetcar system. By the 1960s, the city’s streetcar lines were abandoned and dismantled. In 2009, D.C. began laying track for a new line of (exorbitantly expensive) streetcars, including along some “blighted” corridors of the city, all of them already served by city buses. The plan was targeted less at getting commuters where they needed to go and more at coaxing them to move in this “new,” exciting way—maybe even to parts of town they previously avoided.

Choice commuters want a transit solution that seems modern, even if it’s actually old school. Really, they want a transportation choice that feels made for people just like them. And there’s no reason—as Salon’s Will Doig has argued—that buses can’t achieve a similar reversal as the revitalized streetcar. In major cities from Colombia to China, Doig says, the bus has risen to become “a form of what people see as upper-class transit.” In Mexico City, “the [Bus Rapid Transit] system has come to be seen as the upper-class form of transit because it’s perceived as safer and cleaner” than the subway. As Doig notes, making buses that beat the subway often means making them act more like trains—streamlining routes and limiting stops; making bus and train routes appear more equivalent on transit maps; renaming bus lines after colors instead of numbers; cordoning off dedicated bus lanes to avoid traffic congestion.

While some of these improvements are practical, overcoming the stigma is also a matter of gimmickry that doesn’t help anyone get to work any faster. In the United States, the DOT has noted that bus rapid transit systems can benefit from “an articulated brand identity” that helps improve “the image that choice riders have of transit.” Newer bus lines targeted at choice commuters are often painted in bright, contrasting colors with the city’s existing buses. These new bells and whistles don’t come cheap, and discretionary commuters aren’t eager to finance the cost—remember, they don’t have to be there. Meanwhile, existing bus commuters are left with no choice but to accept fare increases, even if their buses aren’t getting any better—actually, even if they’re getting worse.

What is the point of public transportation? Is it a social service to help those most in need? Or is it an environmental initiative to get drivers out of their cars? And can it ever be both? “Unlike any other public transit around town,” reads the advertising copy for the DC Circulator, a fleet of cherry-red buses that run on five limited routes, arrive every ten minutes, cost a buck a ride, and have successfully courted the most elusive bus demographic—60 percent of Circulator riders hold college or graduate degrees, and 18 percent bring in over $80,000 a year. But it appears to have attracted these new riders without losing sight of the city’s captive riders. Thirty-four percent of Circulator riders are black, and 44 percent make under $40,000 a year. After several years of operation, the Circulator finally cut some lines around the Smithsonian and Convention Center and expanded its service to some predominantly black neighborhoods east of the Anacostia River. A train could not be so easily diverted.

Interesting discussion. It reminds me of some of the efforts to introduce buses into the Chicago suburbs through PACE and other organizations since at least the early 1970s. Even when introduced to heavily trafficked routes, such as shuttling commuters from train stations to other parking areas or large workplaces, the buses have had difficulty attracting riders. I suspect even when the buses are free and ultra convenient, suburbanites would tend to turn them down. Why? Two reasons, one of which Hess discusses. First, there is some sort of stigma attached to buses. Second, certain people would rather (and can) pay more for the freedom and alleged convenience that driving offers. Of course, these two issues can be intertwined. But I think this is tied to the American love of the automobile and the cultural emphasis we place on not being tied down by transportation options that seem more out of our individual control.

I do wonder where a public discussion of mass transit as a social service would go…

Transit-oriented development in the Boston area

Transit-oriented development has been popular for years now and here is an update on this development strategy in the Boston area:

“We see a huge demand around Greater Boston. We’re working in communities from Winchester to Lawrence that are all working to develop vibrant urban villages around public transportation,” Leroux said. “An overwhelming number of people want to live in these types of places, and communities that don’t create them are less competitive for residents and jobs.”

Filling the need in Somerville, where the residential landscape consists mainly of three-decker homes, is Maxwell’s Green, which will feature 184 rental units with amenities to rival many downtown Boston luxury apartment buildings.

Near completion and ready for occupancy this September, the $52.5 million development sits on 5.5 acres and is located minutes from the Red Line stop at Davis Square and adjacent to the much- anticipated MBTA Green Line Extension’s Lowell Street station…

SouthField, one of the largest transit-oriented developments in Greater Boston, is on track for South Weymouth at the former naval air station.

The first phase of the project is already complete, with residents occupying both apartments and townhouses. The total cost of the project, including the homes already built, is targeted at about $2.5 billion, which includes 2,800 homes and 2 million square feet of commercial space.

The “urban village” concept has been around now for several decades. They are thought to be particularly attractive for young professionals who want to live in the suburbs or further away from the city core (partly because of cheaper prices), don’t yet want to buy a home (condos being easier to maintain), want mass transit access, and also want to be in more lively areas with some cultural and dining options.

These types of development are very popular in the Chicago suburbs are well, particularly along the railroad lines that radiate out from Chicago’s center. Many suburbs have sought to build multi-use developments (condos plus offices or small retail establishments) near their commuter train stations. While this means that the residents can access mass transit, it also provides more pedestrians and hopefully customers for the downtown. A number of suburbs have pursued these developments as part of a downtown revitalization strategy.

I would be interested to see how studies about how much these developments reduce traffic and congestion. Particularly in a suburban setting, a couple might be able to go down to one car (or none?) if both use mass transit a lot. However, while mass transit access to the city center might be great, there is often a lack of mass transit options across between suburbs.

I also wonder how much transit-oriented development succeeds because it is seen as trendy.

A reduced Federal tax break for commuters?

Many would argue that the United States has clearly privileged the suburbs in its fiscal policies including helping to make mortgages more available and providing money for highway funding. At the same time, buried within Washington’s recent debate over tax cuts is a little tax break for commuters:

The amount of income that commuters who use mass transit will be eligible to shelter from taxes to pay their fares drops on Jan. 1 to $125 a month from the current $230 a month, while the tax-free parking benefit for drivers will increase from $230 to $240 a month, officials said today.

The steep reduction in the transit provision is due to Congress’ failure to renew the higher limit in the Commuter Benefits Equity Act, officials said, adding that they are hopeful lawmakers will approve a higher limit sometime in 2012…

The cut in benefits will have a similar effect as a fare increase because riders whose employers participate in the transit benefits program will be able to shield a maximum of $1,500 in income from taxes in 2012, down from $2,760 this year.

It interesting that these changes would boost the break for parking/driving to work while lowering the benefits for mass transit (perhaps temporarily). I bet this law has a fascinating history.

If the public is not particularly interested in tax breaks for large corporations, are they in favor of tax benefits for commuting? Does the approval for this depend on whether someone claims the tax break?

Thinking about the larger topic, it would be interesting to see how much the average driver benefits or pays for driving and mass transit. How much of a typical tax burden goes for transportation? How much does the average driver or mass-transit commuter get in return for the tax money that they pay in? Of course, we could have a much longer discussion about what the government should promote in its policies but I assume this is not at the top of the discussion pile in Washington.

New proposal for “bus rapid transit system” for Chicago

A new proposal calls for a “bus rapid transit system” in Chicago:

That’s one reason to like a new proposal by the Metropolitan Planning Council (pdf) that outlines a major bus rapid transit system for the city of Chicago. The system would be pretty expansive. Its 10 routes would wind through roughly 95 miles of windy city. It would link up to Chicago’s existing transit lines and thereby increase transit trips throughout the region by 3 percent, with as many as 7,000 daily drivers converting to public transportation…

More importantly, the proposed system would also be relatively inexpensive. Whereas light rail can often cost around $35 million a mile to build, bus rapid transit can be done for about $13 million, according to the council’s report. Still, modest as the plan is, it might not be modest enough. Currently Chicago has plans for only three fast bus lanes, with another three to come in the future — “BRT light,” as one official put it. A spokeswoman for the city’s transit authority told the Tribune the money for more lines just isn’t there:

“Given the funding constraints, our plan for three routes is an aggressive, reasonable and workable plan,” CTA spokeswoman Molly Sullivan said.

This looks like an interesting proposal, including the livability scores calculated for each bus route. If I had to sell someone on this, I would say that the proposal argues that these buses deliver light-rail like performance without the additional infrastructure costs. The proposed routes seem to be targeted at areas that are not easily served by the El, particularly along several key north-south corridors.

Several questions come to mind:

1. The proposal includes several small case studies of BRT (bus rapid transit) in action in cities like Portland, Johannesburg, and Las Vegas. Is it reasonable to ask that such proposals include city systems that were not terribly effective?

2. Could this find its way to the suburbs? Suburban buses always present difficulties due to limited service over a wide areas and consistent funding issues. But rapid buses that cover well-trafficked routes might be worth considering.

3. The funding issue is a big deal. Is the City of Chicago in any position to approve new mass transit considering its financial state? The proposal suggests this would be beneficial because it would encourage development, improve mass transit, and make the city more livable but would this also provide cost savings? It would be interesting to hear from a panel of experts as to whether Chicago “needs” light rail or BRT. In other words, is this a luxury or a necessity?

170 options for improving the Eisenhower

The Eisenhower expressway is a key artery for traffic entering and leaving Chicago. The public is now invited to look at plans, including 170 possible improvements, that have been developed and could be put into practice in the future:

In response, highway design engineers have come up with 170 different ideas to reduce gridlock and accidents on the Eisenhower. The plan also focuses on improving travel options for mass-transit riders and bicyclists and pedestrians using nearby arterial streets…

The possible solutions include widening the Eisenhower to four lanes in each direction for the entire length of the highway to make room for “managed lanes’’ that would handle car-poolers, express buses or drivers willing to pay tolls to commute more quickly during rush hours, according to IDOT planners.

An expansion of CTA Blue Line rail service, from its current terminus in Forest Park to DuPage County, and other new transit services are also on the table, officials said. They include a possible light-rail line and designating a bus-rapid transit corridor that would be open to express buses traveling between the suburbs and downtown at least part of the day…

Major improvements are needed because traffic volumes on the Eisenhower are up to 180,000 vehicles a day, making it one of the busiest and most congested expressways in the Chicago region, officials said.

It sounds like there are a lot of options on the table. As the article notes, this is now an issue because this road is handling much more traffic than was originally intended and the traffic is not just one-way (in to the city in the morning, out in the afternoon) but now goes both directions. I can also imagine that all of this will stir up some discussion: special toll lanes? Construction that will go on for years? More money spent on mass transit? It seems like multiple solutions are needed included getting more drivers off the road as well as improving the traffic flow along this stretch.

Of course, a lot of this is for down the road as the planning has to take place and the money has to be found:

So far funding is available only to continue preliminary engineering, which is expected to be wrapped up in the spring of 2013, officials said. Design would then take several more years.

“Part of our analysis is to examine the financing options,’’ Harmet said. “We are a ways away from construction.’’

While the discussion could just center on the Eisenhower, this could also lead to larger conversations about the role of highways and mass transit within metropolitan regions. If the Eisenhower, and other local highways, are continually issues, perhaps new things have to be tried and transportation has to be dealt with on a more comprehensive level within regions (see a study like this for a broader metropolitan approach).
