Analysis suggesting suburban women could decide 2020 election

The suburbs continue to be a key geographic battleground in national politics. Analysts suggest suburban women may decide the 2020 presidential election:

Many professional, suburban women — a critical voting bloc in the 2020 election — recoil at the abrasive, divisive rhetoric, exposing the president to a potential wave of opposition in key battlegrounds across the country.

In more than three dozen interviews by The Associated Press with women in critical suburbs, nearly all expressed dismay — or worse — at Trump’s racially polarizing insults and what was often described as unpresidential treatment of people. Even some who gave Trump credit for the economy or backed his crackdown on immigration acknowledged they were troubled or uncomfortable lining up behind the president.

The interviews in suburbs outside Philadelphia, Milwaukee, Detroit and Denver are a warning light for the Republican president’s reelection campaign. Trump did not win a majority of female voters in 2016, but he won enough — notably winning white women by a roughly 10 percentage-point margin, according to the American National Election Studies survey — to help him eke out victories across the Rust Belt and take the White House…

The affluent, largely white and politically divided suburbs across the Rust Belt are widely viewed as a top battleground, the places where Trump needs to hold his voters and Democrats are hoping to improve their showing over 2016.

If large numbers of suburban women are turned off by the action and rhetoric of the current president, it will then be interesting to see if his opponents craft messages to specifically target these same voters. If parties and candidates generally think they know what urban and rural voters want to hear, how will they adjust to suburbanites who are living in fairly complex and varied settings?

For example, the concerns of residents in more affluent suburbs may not match that well with larger political and cultural issues parties and candidates want to address. What if these voters are more akin to “dream hoarders” who want to secure their own positions more than they care about larger issues?

Six Democrat candidates push new housing policies and it does not register at the latest debates

I have asked when the candidates for president will address housing and homeownership. Apparently, six Democrat contenders have – but it does not come out in public very often.

Last week, Amy Klobuchar became the latest Democratic presidential hopeful to say out loud that cities and towns need to let people build more housing. She joined Cory Booker, Julián Castro, and Elizabeth Warren in proposing a more active federal role in getting state and local governments to loosen zoning rules—a topic that, up to now, has not figured prominently in campaigns for the White House…

Most proposals advanced by Democratic candidates do not fit neatly along the traditional ideological spectrum from “laissez-faire” to “activist government.” Some of Warren’s proposals could be described as classic Democratic tax-and-spend policy making—she would use proceeds from raising the estate tax to increase funding for the Department of Housing and Urban Development substantially. Yet Warren’s plan to address “state and local land-use rules that needlessly drive up housing costs” is decidedly pro-competition—in keeping with her stated philosophy of making markets work better through stronger rules. Booker, Castro, and Klobuchar likewise balance more government spending with calls to reduce anticompetitive regulations. Only two candidates, Harris and Buttigieg, call for more demand-side subsidies without addressing supply constraints.

One idea notable for its absence among the candidates’ plans is the furthest-left option: an expansion of traditional public housing. Sanders, as a self-identified socialist, would seem the most likely to call for building more public housing, as some left-leaning think tanks have suggested. So far he has leaned toward fairly modest housing interventions, emphasizing local government tools such as community land trusts and inclusionary zoning.

There is still an opportunity here for at least one candidate to really push on this issue. As the article notes, the cost of housing is one that many voters consistently think about, particularly in higher-cost cities and regions. Even in markets with lower housing costs, the price of a mortgage or rent is one of the biggest expenses a household will face.

Perhaps the issue is that no candidate has found a simple tagline or slogan regarding housing that could apply everywhere? Since so much about housing and regulations is local, even large-scale government programs might require some complicated explanations. In the current debate format, this might be hard to relay. At the same time, these candidates are making plenty of speeches where they could hone a pitch about housing.

One way to do this would be to introduce housing as an inequality issue on multiple fronts. Where people can afford to live affects all sorts of life outcomes as well as long-term wealth. There is not a free market in housing: housing outcomes are the result of federal policy, local decisions made by municipal officials and business people, and the actions of consumers.

Which 2020 candidate will set themselves apart by promoting homeownership?

Homeownership is at relatively low levels in the United States. There is a disparity in homeownership between different racial and ethnic groups. Affordable housing is hard to come by in many housing markets. So why is homeownership not an issue more 2020 candidates are talking about?

Several possible reasons come to mind:

  1. Policy options regarding housing on a national scale are not easy and/or may not be popular. Homeownership gets at a whole set of thorny issues including meritocracy, unequal distribution of resources, the power of local government, and exclusion from certain communities.
  2. Federal policy has done less subsidizing of homeownership in recent years (even as the general policy over the last century or so has been to do so). Other areas of policy are more attractive or pressing (see #4 for example).
  3. Many Americans desire to become homeowners at some point (including millennials) and they assume it will happen at some point, even if they face obstacles now. Perhaps they don’t see a big role for the federal government to play in this. Perhaps many Americans think housing is a free market operation (despite evidence to the contrary).
  4. Debates about college loan debt and free college may be proxy issues for homeownership. No shortage of ink has been spilled writing about how possible young homeowners cannot purchase a home because of college debt. Provide a cheaper or less-debt-inducing college experience and homeownership rates might climb again.
  5. Economic and social conditions have changed to the point where although many Americans still plan to own a home, it is no longer the same marker of success it was in the past. Success now may be no college debt or a fulfilling career or a funded retirement.

Even as American politicians for roughly a century have appealed to voters with arguments about expanding homeownership (for example, see Herbert Hoover in 1931 or George W. Bush in 2002), this election cycle may few such arguments.

Affordable housing, homelessness, and a political void

Homelessness in Los Angeles and other high cost cities may be just the tip of the iceberg of a larger housing issue in the United States that gets little political attention:

“To say it’s been a real wake-up call would be putting it mildly,” says Raphael Sonenshein, the director of the Pat Brown Institute for Public Affairs at California State University’s L.A. campus. “It continues to be the No. 1 issue voters keep pointing to. This is going to be the issue of our time for the next few years out here. I think it’s going to dominate the rest of the mayor’s administration.”

Homelessness is by no means a problem unique to Los Angeles, of course. It’s a national crisis of varying degrees in cities from San Francisco to Boston, and one that officials at all levels of government seem hard-pressed to know how to address. Ahead of the first presidential-primary debates, the issue has barely registered, if at all, on the 2020 campaign trail, even as the bursting field of Democratic contenders issues policy proposals to address a wide range of other social and economic problems. But the candidate’s may be forced to confront the issue before long if the crisis continues to spread across the country…

California’s problem may be especially acute, but the lack of affordable housing, like homelessness, is a widespread problem in a national economy where income inequality has grown steadily for years. Yet of the leading presidential candidates, perhaps only Elizabeth Warren has outlined a detailed national plan to address the lack of affordable housing. She has proposed a program that would encourage states and localities to drop restrictive zoning laws that limit multiple dwellings and drive up housing costs in exchange for grants that could finance parks, roads, and schools. Her plan is comparable to a state proposal floated by California’s new Democratic governor, Gavin Newsom.

One major problem is widespread public opposition to greater density; a city like Los Angeles epitomizes urban sprawl, but it also enshrines the ideal of a backyard swimming pool and garden. The California state Senate recently shelved a bill that would have allowed the overriding of local zoning laws to permit construction of mid-rise apartment buildings near transit hubs and employment centers, even in neighborhoods currently limited to single-family homes. The bill fell victim to intense opposition from local neighborhood groups and some progressives, who feared it would benefit developers but not create more affordable housing. A study published in February by researchers at UCLA found that Newsom’s goal of 3.5 million new homes by 2025 is unrealistic because no more than 2.8 million could be built under current zoning laws.

I have argued before there is little appetite for a national discussion about affordable housing. To some degree, housing issues are related to numerous issues at stake in the 2020 elections including economic concerns, matters of justice and inequality, and providing opportunities to all Americans. However, it is difficult to make the argument that housing is behind all of these other concerns. I think this case could be made: where people live has many consequences in life.

I’m guessing housing issues will continue to mainly be local issues for a long time. It is unclear whether even state-level solutions can make sizable dents in these issues or how many states would have an appetite for sweeping policies that would affect all municipalities.

If there is limited movement on or even discussion of affordable housing across the United States, could this mean any progress in other areas will be limited?

 

 

Argument: Trump “is acting like a real estate developer”

Want to understand the behavior of President Donald Trump? Megan McArdle suggests he is simply doing what a real estate development might do:

Because what you see on TV shows about house-flippers is, writ large, the nature of the whole business: To compete in a highly capital-intensive industry, almost everyone takes on a lot of debt. Like most real estate people, Trump loves debt — “There’s nothing like doing things with other people’s money,” he told a rally in 2016. “Because it takes the risk, you get a good chunk of it and it takes the risk.”…

That’s why the real estate business rewards a certain willingness to put everything you have on a long shot; if you can’t cheerfully take risks with horrific potential downsides, you need a different job. The best argument for this approach is that some problems can’t be solved any other way — if developers demanded steady, predictable incomes like the rest of us, most of America would still be farmland.

In its best form, the developer’s way of thinking can achieve the impossible — or at least what the more staid and methodical folks said was impossible. I opposed moving the U.S. Embassy to Jerusalem and was at best ambivalent about sticking with Kavanaugh, but I have to admit that the apocalyptic doom predicted by Trump’s opponents has so far failed to materialize, while the political gains were immediate, and large.

Then again, there’s a reason most of us don’t live like real estate developers, or want to. Bankruptcy is a sadly normal fact of life in the real estate business, which is why Trump can tout his extensive experience negotiating with creditors. The cost of gaining wins with big bets is that you never know when you might lose everything.

Analyzing behavior and motives from afar is a difficult task. Yet, this argument raises some interesting questions:

  1. Could an average American describe how a real estate developer operates? A few might be known to a broad number of people but I’m guessing many operate behind the scenes. And these developers can significantly effect communities.
  2. It would be interesting to know how the president polls among real estate developers. Would they proudly call him one of their own? Would they recognize the approach?
  3. Are there examples of other real estate developers who became political leaders? If so, did they act in similar ways?
  4. Is there a way to quantify or easily explain the amount of influence real estate developers have had in cities or places? Donald Trump was a big name developer: widely recognized, some degree of wealth, and a number of large buildings with his name on it. Yet, how much did he influence New York City or other locations?

 

Leader who does not like “Mayor 1 percent” label joins Wall Street investment firm

Former Chicago Mayor Rahm Emanuel does not like one of the names applied to him during his mayoral tenure:

Dellimore also pressed Emanuel on the “Mayor 1 percent” tag that has dogged him for years, a nickname critics use to tie him to wealthy supporters and downtown development they say he favors at the expense of struggling outlying neighborhoods.

Emanuel first responded by taking a swipe at wealthy Blackhawks and United Center owner Rocky Wirtz, who has publicly ripped Emanuel for raising entertainment taxes at big venues such as the United Center: “Go ask Rocky Wirtz what he thinks about being part of the 1 percent.”

When Dellimore said the criticism comes from poor and working-class neighborhoods that feel like they’ve been left behind while the Loop and adjoining neighborhoods have boomed under Emanuel, the mayor changed tacks. He defended investments downtown.

“You name me one world-class city in the world with a decaying central business district,” Emanuel said. “Name one. They don’t exist. I’m proud that we have a thriving, successful central business district that gives us the revenue to also fund from 14 to 33,000 kids in summer jobs.”

Few local governments would argue that downtown development is a bad thing. After all, growth is good and stagnation or decline is terrible.

Yet, if a leader wanted to counter an image of working for the wealthy or the better-off neighborhoods in a city, would joining a Wall Street investment firm be a good next move?

Former Chicago Mayor Rahm Emanuel is joining the Wall Street investment firm Centerview Partners LLC, whose leaders include long-time friends and campaign donors…

“Rahm’s leadership and vast experience providing strategic advice, coupled with a track record of successful planning and execution, will bring tremendous value to our firm and our clients,” Effron said. “Establishing a presence in Chicago is a logical next step for Centerview as we continue to grow, and it positions us to better serve existing and new clients throughout the Midwest.”…

Emanuel on Wednesday rejected any notion that his work as mayor affected the hiring…

Emanuel previously spent more than two years as a Chicago investment banker at Wasserstein Perella & Co., from 1999 to 2002, a job he took after serving as a top aide to President Bill Clinton.

So perhaps this is little surprise given Emanuel’s track record as mayor and roles prior to becoming mayor. Or, maybe he thinks providing commentary for The Atlantic and ABC News will help balance out or help people forget about the Wall Street work.

Measuring the success of a leader by the number of buildings and public amenities named after them

Chicago Tribune columnist Eric Zorn suggests the Chicago Riverwalk should be named after former Mayor Rahm Emanuel and also discusses the number of buildings named after prominent Chicago mayors:

In situations like this I usually invoke my “hall of fame” rule. That rule requires that, when faced with the urge to slap a politician’s name onto public property, we emulate how pro baseball and pro football halls of fame require players to have been inactive for at least five years before they can be considered for induction. (Hockey and basketball make their luminaries wait only three years.) The purpose is to prevent cheap sentiment and spasms of nostalgia from coloring the cool judgment of time.

For instance, the years have not been kind to Emanuel’s predecessor, Richard M. Daley. The further his six terms as mayor recede in memory, the more fiscally irresponsible and ultimately destructive Daley seems.

He dined on our seed corn — most notably by selling 75 years’ worth of parking meter revenue for a paltry $1.15 billion in 2008. He failed to make the painful decisions that would have kept local pension funds healthy. He left flaming piles of debt for the Chicago Public Schools and Chicago Transit Authority. I need not go on.

There’s a reason that a neighborhood branch library is still and perhaps forever the most significant public structure to bear Richard M. Daley’s name (compared with his exhaustively honored father, Richard J. Daley). By 2024, similarly harsh retrospective assessments may discourage us from putting the Emanuel name on the riverfront jewel he relentlessly championed.

Attaching names of prominent officials to buildings and other public structures (such as highways or an interchange) has a long history. Once a leader is out of office, they can fade from public memory. A prominent feature of the urban landscape with their name on it can help keep their name in public view for decades, perhaps even centuries.

Often, the name is attached to something they helped create. This is where putting Emanuel’s name on the Riverwalk makes sense: if he helped make it happen, his name reminds Chicagoans of at least one good important thing he did. His legacy will likely be mixed but who can deny the value of a nice public amenity?

But, the gesture can also seem vain, backfire in the long run, or . Self-application of a name probably would not work. Consider the fate of streets named after Martin Luther King Jr. in major American cities. Or, the numerous honorary streets in Chicago that few notice. Even worse may be names that few remember even as the name is regularly invoked (the fate of the Dan Ryan Expressway in Chicago).

It will be worth tracking (1) how many places in Chicago bear Emanuel’s name in the long run and (2) how these named places affect his legacy.

Perhaps the only way to turn scholarly attention to the suburbs is to focus on their politics

A long piece comparing the disparate fates of Parma and Shaker Heights outside of Cleveland, Ohio suggests it is politics that makes it worth examining suburbs:

We don’t spend much time thinking about the suburbs. That’s sort of the point — they’re purposely and pleasantly boring, a cul-de-sac monolith of culture. But the suburbs also form the worldviews of 175 million Americans. Whom you live next to, where your parents went to school, what store opens down the street — all these small things shape the politics of Americans before they even know what politics are.

In the past few years, the suburbs have also shown themselves to be the heart of the shifting politics of the nation. According to exit polls, Hillary Clinton lost the suburbs to Donald Trump in 2016, continuing a slump for Democrats — Obama lost the suburban vote in 2012 after nabbing it in 2008. But in the 2018 midterm elections, Democrats took back the House on the strength of their showing in suburban districts.

Lots of theories for the changing political proclivities of suburban Americans have been floated, and white Americans are front and center. (White people are the majority in 90 percent of America’s suburban counties.) Class has something to do with it. Over the past few years, college-educated white people have been increasingly more apt to vote for Democrats, while those without a college education skew Republican.

But what do we mean when we talk about “class” and politics?

Indeed, there is a growing body of research from political scientists and others as well as plenty of media interest (example I am quoted in here) on political changes in suburbia. The general pattern is this: Democrats tend to win in communities closer to the city, Republicans tend to win in the exurbs, and the two parties are now dueling over middle suburbs. While these are broad patterns, there can be communities within metropolitan areas that do not exactly fit the mold (as this article notes).

At the same time, I find it odd that this may be the only reason scholars and commentators may pay attention to the suburbs. If the majority of Americans live there (175 million residents, according to the number above), isn’t this enough reason to focus on them? Or, is everything today about counting votes and political races, to the exclusion of the other important factors in suburban life?

This analysis of two Cleveland suburbs also has the pieces for a more accurate and ultimately interesting look at these two communities. In discussions of social class along with race and community history, the article hints at how two suburbs can come to such unique outcomes in a particular election cycle. Think inertia plus community decisions and outside pressure. But, since the goal is to illustrate the issues Democrats face in the suburbs, we are not allowed to consider these suburbs in their own right. Instead, they serve as fleeting communities that are not worth considering more deeply except for their votes.

A town of over 53,000 residents can elect a mayor with just over 3,600 votes

Municipal elections in Illinois took place this past Tuesday. In my suburban community of just over 53,000 residents, here are the results for the two races:

In races for two important local positions, voter turnout was relatively low. Of the roughly 41,000 adults in the community 18 and older, the mayor was elected by 3,617 voters while his opponent had just over 3,200 votes. In the councilman race, the numbers are a little harder to interpret because voters could select two but the numbers are certainly not much higher. Overall, under 20% of adults voted (hard to know how many are registered) and less than 10% of those adults selected the next mayor.

Perhaps there are a variety of factors at work:

  1. Do residents/voters believe that municipal elections matter? What do local officials do anyways?
  2. Holding municipal elections separately from larger races – state and national races that tend to get more attention – could lessen enthusiasm.
  3. Perhaps the candidates are not that exciting (the two mayoral candidates shared multiple characteristics) or they are unknown to broad swaths of the community.

Low voter turnout is now common and it may not take much to be voted in to local office. But if suburbanites claim to value local government, it is not hard to see the disconnect between choosing local leaders and wanting to maintain local control.

 

Informing the public about delays in completing large public projects

The reasons for delayed Jane Byrne Interchange project in Chicago are only now trickling out to the public:

In January 2015 — just over a year into construction — university workers noticed the building had been sinking and shifting, leaving cracks in the foundation and making it impossible to shut some doors and windows, according to court records…

Over the next 1½ years, IDOT blamed engineering firms it had hired for missing the poor soil conditions that contributed to the problem. That led to a redesign of a key retaining wall that boosted costs by $12.5 million and dragged out that part of the project at least 18 more months…

IDOT’s Tridgell gave the Tribune a list of other reasons for delays. Among them: The city was leery of shutting down ramps and lanes on many weekends because of festivals and other events. And other local agencies required extra permits and reviews for work…

UIC’s Sriraj said public outreach is challenging on big projects, with no “gold standard” on how much is appropriate.

The public is likely not surprised that such a large project is behind schedule and over budget. This is common on major infrastructure projects. They just want the project done. (And I’m sure some of the cynical ones will note that even when the Byrne project is done, repaving of its surfaces will probably begin again very soon.)

Is this expectation of poor performance what then allows public agencies to not have to explain further delays and costs? Realistically, there is little the public can do whether they know about the delays and cost overruns or not: the construction keeps going until it does not. And the article hints that there is possibly little the state can do to compel contractors to do better work. So, because the news looks bad, is it just better to sit on the information?

I would prefer it work this way: given that such large projects affect many people and involve a lot of taxpayer dollars, the public should have access to clear timelines and explanations for delays. Many people won’t care, not matter how much information is available. But, in general, public life is valuable and information should be widely available and not hidden for fear of angering people or avoiding blame. At the least, knowing about delays and increased costs could theoretically help voters make better choices in the future about leaders who will guide these processes.
