Naperville to commemorate deadly 1946 train collision

Naperville likes its public art so it is not surprising to see that a memorial for a deadly 1946 train crash is in the planning stage:

In 1946, two trains crashed at the Naperville station and killed 45 people, including some military personnel returning from World War II…

Plans are moving forward to place a sculpture as a memorial near the site of the train wreck. The project would be installed on the day after the 68th anniversary of the April 25 crash. The memorial would honor those who died and recognize heroic rescue efforts on that Thursday afternoon in 1946 when the Exposition Flyer, a passenger train heading west from Chicago, plowed into the Advance Flyer, which had made an unscheduled stop at the Naperville station to check mechanical problems.

About 125 people were injured in the crash.

“It’s a story that I bet 95 percent of the people in Naperville don’t know about,” said W. Brand Bobosky, president of Century Walk Corp., a public-private partnership that has installed dozens of sculptures related to the city’s history in and around downtown.

This was a large incident, even among a metropolitan region full of railroad lines (which leads to some smaller accidents), lots of freight moving through the area, and high commuter counts in places like Naperville. To some degree, perhaps it is remarkable train crashes don’t happen more often given the number of at-grade crossings as well as the number of trains.

The majority of the statues and public art in Naperville celebrate important figures, reinforcing the narrative of the suburb’s impressive community spirit as well as it is remarkable growth. At the same time, there is currently a 9/11 memorial along the south side of the Riverwalk. This new memorial might be the first to commemorate tragedy that occurred within Napeville itself. Is building a memorial a signal of the maturity of a suburb (that may or may not be related to how much time has passed or the size of the community)?

Aconsequence of this crash, according to Wikipedia, was that it contributed to lower train speeds in the United States:

This crash is a major reason why most passenger trains in the United States only travel at a speed limit of 79 mph (127 km/h) or below.[2][3] The CB&Q, Milwaukee Road, and Illinois Central were among railroads in the region running passenger trains at up to and above 100 miles per hour (160 km/h) in the 1930s and 1940s. The Interstate Commerce Commission ruled in 1951 that trains traveling faster must have “an automatic cab signal, automatic train stop or automatic train control system”,[4][5] expensive technology that was implemented on some lines in the region, but has since been mostly removed.

The Economist calls for more gov’t power to construct needed mass transit in London

London needs more mass transit capacity – and The Economist argues governmental bodies need more power to expand the system.

Whereas the number of people driving in London is falling, Tube and bus use is surging. Each day 3.7m people use the Underground while 6.4m take a bus. Once-quiet routes are crammed. The London Overground, a rebranded and improved railway line, carries 120m passengers a year, up from just 33m in 2008. The Docklands Light Railway carried 66m passengers in 2008. It now carries 100m…

The changing character of the capital makes things trickier. Much of the city’s population growth over the past decade has been in east London, which is poorly served by the Tube. Parts of inner London such as Kensington and Chelsea have lost people. In future, thinks Sir Peter Hendy, TfL’s boss, most population growth will be in the suburbs. Yet jobs are becoming increasingly clustered in the middle—in the City, Canary Wharf and the West End. “If you’re an insurance company, you don’t look at a map and settle on Enfield,” says Sir Peter. London will not just have more people: it will have more people travelling farther to their jobs…

Grand projects help, at huge cost. But there is a simpler, cheaper way of adding capacity, insists Sir Peter: make much better use of London’s huge existing commuter railway network. Which means giving him more control…

London’s transport could be improved even more if the mayor were given control over local taxes. Crossrail is being financed through a combination of government cash, fares and an increase in land values. A business-rate supplement on non-domestic properties with a rateable value of £55,000 ($80,000) or more has supplied £4 billion for the project. This arrangement could be extended for Crossrail 2, and more widely.

This is an interesting look at how London is going about tackling an issue many cities are facing: how to provide more mass transit amidst growing populations. Additionally, as the article notes, numerous interests may have opposition if lines are not placed to their liking or financial pressure falls on them. Large infrastructure projects aren’t necessarily easy to carry out anyway and all of these projects in London will require quite a bit of power to pull off.

The fate of major world cities could depend on these projects: as they continue to grow, they simply can’t provide more roads and many places do not exactly desire more suburban communities for the wealthy (though more of this may happen, including in London). Yet, the more cities grow, the projects become more and more difficult to put together because of hearing from different groups, moving people, and paying for land and higher construction costs.

Chicago area highway drivers going faster: 85th percentile between 71 and 75 mph

A new report highlights the fast highway driving along Chicago area highways:

Only a few are obeying the law. In those stretches, an average of 1 out of 20 motorists drives at or below that limit…

The data, gathered in April, May and September, showed that, depending on which tollway stretch was tested, 91 to 98 percent of drivers exceeded the 55 mph speed limit. In those stretches, the average speed ranged from 66 to 70 mph.

The studies followed a 2012 National Highway Traffic Safety Administration report that showed that average highway speeds increased to almost 71 mph in 2009 from 65 mph two years earlier. At the same time, traffic fatalities — 33,561 last year — are dropping, except for a slight increase in 2012. The report concluded that the higher speeds might have been the product of less speed enforcement in 2009 and fewer cars on the road that year, leading to less congestion…

But perhaps the most fundamental metric in deciding where to set a speed limit is a concept known as the 85th percentile, or the speed at which 85 percent of drivers are either traveling at, or below. In essence, it measures the limit that most drivers place on themselves, regardless of posted speed limits.

Tollway data showed that the 85th percentile speed ranges from 71 to 75 mph.

I’ve talked to numerous people over the years who are nervous about driving in the Chicago area because of these speeds. On one trip that involved driving through the Chicago region, I was asked to drive since I was used to it. While the speed is one factor, I wonder how much the overall traffic, particularly the large trucks, matter. It is one thing to drive fast in more open spaces – Michigan, for example, has had 70 mph speed limits for at least several years but it often doesn’t feel as bad with less people around. It is another thing to have at least three lanes and often four in each direction full of drivers of different sizes and speeds.

One thought: if we end up with a world of driverless cars in a few years, what speed would these cars travel on a highway? Presumably, the cars could go faster because the cars would share information and maximize the speed. But what then would be considered “safe”?

Why are so many car commercials set in the Los Angeles area?

I’ve noticed something about car commercials lately: many of them are shot in the Los Angeles area. Here are three common scenes:

1. Driving down a few blocks of downtown Los Angeles, possibly with the Walt Disney Concert Hall in the background or in the parking garage that provides a nice overlook over the city. Even if you don’t know the concert hall by name, you may have seen this behind numerous cars:

It takes some work to block off urban streets but these few blocks of downtown get a lot of air time.

2. Driving on Highway 101 along the Pacific Coast. Think of scenes with cliffs on one side, the Pacific Ocean on the other, a sunny day, and a beautiful car driving down a narrow road over curves and with sweeping vistas.

3. Driving along Mulholland Drive with the city in the background or along a similar road in the hills north of downtown Los Angeles. One of the commercials on the air right now ends with a shot of the new car winding its way toward the Griffiths Observatory. The observatory is a nice place to explore and there are good views:

Overall, I suspect there is some good reason for all of this. Perhaps it to simply take advantage of all of the power and tools of Hollywood. Perhaps LA is great because of its varied landscape. Perhaps there are some tax breaks involved. However, there are plenty of other cities where this filming could take place and LA is far away from Detroit, the traditional center of American cars. At the same time, this might provide more reasons why that Super Bowl commercial about being “Imported from Detroit” received so much attention.

Anger directed at urban cyclists and city bike lanes really about fears that younger Americans don’t want sprawling suburbs?

Complaints about urban biking and new bike lanes might be less about biking and more about what younger Americans don’t want: the sprawling suburbs.

All this sounds like a nightmare scenario if you live in the suburbs. Gas prices rise and housing prices fall, eating into liquid capital and equity. Families with the ability to move return back to the city, depressing housing prices even further. Declining property tax revenues and a fleeing upper-middle-class undermine previously excellent schools. At best, suburbanites take a huge hit on depreciating houses; at worst, they’re stranded in decaying neighborhoods, cut off by isolating new infrastructure…That’s where I see an undercurrent of Millennial resentment (we’ll spot Kass a decade or so on “grunge;” when you’re out across the county line, the news travels slower). The boomers escaped cities in decline, investing sweat equity earned in office parks into a house and two cars, the gas taxes they paid into epic interchanges, and their high property taxes into excellent schools.

And the little bastards who went to those excellent schools don’t want that inheritance. They want to ride their car shares from their rented apartments to mass transit, making the last-mile commute on shared bikes (they don’t even own bikes!) to virtual startups in work-share spaces.

From the perspective of postwar America, it looks like a whole lot of nothing, an unsettled and rootless future. Where they’re going, they don’t need… roads…

But it’s the future we’re being promised by a lot of people in position to make it happen, who threaten to reverse—to invert—what their parents spent a lifetime building. It’s scary, and not just on a merely economic level. And the people out there who are so angry about it aren’t just trying to outrun a few three-speed, step-through shared bikes; they’re trying to outrun the future, and you’re in the way.

Moser is arguing the bike lanes are just a sign of bigger trends at work, as suggested in books like The Great Inversion and The End of the Suburbs. This is really about a changed way of life, a different way of thinking about the American Dream, trading suburban spaces for new iPhones and exciting urban experiences the creative class desires. I think Moser is right to be skeptical; these changes will take time as well as a lot of collective action. At the same time, there is a lot of conversation about denser suburbs and returning to cities. Of course, this doesn’t mean such moves solve all the problems; there are still plenty of poor urban neighborhoods and suburbs that are left behind in the movement of what might be largely middle- to upper-class residents who can afford these changes.

How much irony is there here that the suburbs might have actually provided the “unsettled and rootless future” that younger Americans may now not want? Think about classic suburban critiques like American Beauty or the Arcade Fire album The Suburbs. The suburbs were viewed by many as the places to escape the problems of the city – everything from corrupt morality, dirtiness (factories, pollution, horses in the street everywhere, etc.), new populations – and yet the suburbs clearly have their own problems.

“4 Hard Truths About [mass] Transit”

A new report from a Toronto-area panel argues there are key points that need to be understood about mass transit:

1. “Subways are not the only good form of transit.” There’s a tendency to see subways as the optimal form of urban transportation. For sure, an efficient subway system, with the power of moving thousands of people quickly through crowded corridors, can make a great city even greater. At the same time, heavy rail is extremely expensive and only appropriate when levels of existing density demand it…

2. “Transit does not automatically drive development.” Hard truth number two picks up where hard truth number one left off. It’s become increasingly fashionable to suggest that transit alone can boost the local economy by attracting businesses and retail development. Again, to be sure, public transportation that increases access to a dense area can produce so-called “agglomeration economies” — in other words, they can be worth way more than their cost to a city…

3. The cost of transit is more than construction. Canadian governments, like those in the United States, separate capital costs of constructing public transportation from the operational costs of running it. The Ontario panel argues that this practice can obscure the total investment needed to pay for a new line or system throughout its functional life. As this chart shows, capital costs are in many cases just a fraction (though a sizeable one) of 50-year costs for a mode..

4. Transit users aren’t the only ones who benefit from transit. This point is perhaps the panel’s most important. The discussion about public transportation often dissolves into an emotional debate about whether or not all city residents should pay for a system used by only some. It’s an odd contention, really, since few people also argue that paying for police, hospitals, schools are worthwhile — although not everyone uses these public services, either.

It is good to take a sober look at large-scale infrastructure projects. But, I wonder if a mass transit proponent wouldn’t look at this list and think that the first three are fairly negative: a good mass transit system offers multiple options, transit doesn’t guarantee development, and the costs are long-term.

If these are good principles, perhaps the next question to ask is then how to build a good system in a city. If there is not much there to start, which might be the case in denser or larger suburbs or newer big cities, how does one overcome the high initial start-up costs? Additionally, how do you move more Americans out of cars as it seems that when they have the choice to drive or not, they will choose driving?

It is easy to eavesdrop on conversations while on mass transit

A writer highlights how easy it is to overhear conversations on mass transit:

This is my conclusion based on five years’ field research commuting on Amtrak’s Acela between cities along the East Coast.

By now, you’ve heard about former NSA director Michael Hayden, who on Thursday talked nonstop to a reporter—on background—as the train went north from Washington, D.C. toward New York City. A few seats behind Hayden was Tom Matzzie, former Washington director of political group MoveOn.org, who started live-tweeting his eavesdropping…

As someone who rides the Acela two to three times a week, I can tell you that what Hayden and Matzzie each did—talking loud and tweeting louder—isn’t unusual. In fact, private conversations are so often broadcast across the train car that it’s become fertile ground for competitive intelligence gathering, business development or, as in Matzzie’s case, gaining a whole bunch of new social media followers.

While it may be relatively easy to hear on Amtrak trains, this is also not hard on subways, buses, and other trains. There are plenty of people who talk loudly, particularly on cell phones. I wonder if the best way to stop such loud conversations is to tell people their safety (or even national security!) is at risk – the people around them could learn a lot and then harm them down the road.

Webb argues at the end that most people listening to these public conversations are “accidental spies,” people who would prefer not to hear. However, isn’t this part of participating in public spaces? One doesn’t have to go so far as to strain to hear what people are saying to analyze and/or enjoy human conversation. Why not listen to the lives of others? Doing so can be a lot more interesting than “reality TV” that is heavily edited and scripted.

A final thought: I wonder how many people read this commentary and then think how nice it is to drive themselves to work and elsewhere. No nosy people nearby then, particularly if you have tinted glass…

Who pays in and receives tax money for transit in the Chicago metropolitan region

Amidst the fight over tax dollars for mass transit in the Chicago region, here is a breakdown of where the tax money comes from and who gets to spend it:

Metra, the CTA and Pace receive around half of their operating revenues from fares, but most of the remainder comes from sales taxes. It’s calculated using unbelievably complicated state formulas that incorporate geography into divvying up the spoils. However, a 2008 state law change raising the sales tax left the disposal of some of the money up to the Regional Transportation Authority. That’s meant power struggles the last two years.

A look at 2012 sales tax dollars received by the RTA shows that 27.5 percent of that revenue derives from Chicago. The biggest chunk, or 50 percent, comes from suburban Cook County. Elsewhere, DuPage County contributed 8.6 percent, Lake 5 percent, Will about 4 percent, Kane about 3 percent and McHenry not quite 2 percent.

There are two different ways to interpret those numbers. Cook County, including Chicago, delivers 77 percent of transit funding. Or — the suburbs combined provide 72 percent of transit funding compared to Chicago.

In terms of revenue going out in 2014, the CTA will get $661 million in operating funds from the RTA, Metra receives $365.4 million, and Pace $151.6 million. When you cut up that pie, it’s 56 percent CTA, 31 percent Metra and 13 percent Pace.

So it sounds like complaints from DuPage County about the money they are contributing is a smaller slice of the pie overall – it is suburban Cook County that is chipping in the most.

Another issue: suburbanites might complain that they are not getting in return the money they put in but isn’t more expensive to run good mass transit in the spread-out suburbs? In other words, if the collar counties wanted mass transit similar to that of Chicago, wouldn’t it cost more from everyone?

Study: self-driving cars would be expensive but would save lots of lives, money down the road

A new study suggests self-driving cars would have a lot of benefits:

If 90 percent of vehicles were self-driving, as many as 21,700 lives per year could be saved, and economic and other benefits could reach a staggering $447 billion, said the study, a copy of which was provided to The Associated Press…

For example, the passenger compartment may be transformed as former drivers safely work on laptops, eat meals, read books, watch movies and call friends. And cars that can be programmed to pick up people, drive them to their destination and then park by themselves may change the lives of the elderly and disabled by providing critical mobility.

Once a critical mass of self-driving cars is on the road, they can start “platooning” — driving closely together but keeping a steady distance between each other without the fuel-burning, time-wasting, stop-and-go typical of traffic congestion. That could smooth traffic flows, reduce commute times and increase highway capacity.

Government research indicates driver error is likely the main reason behind over 90 percent of all crashes. Over 40 percent of fatal traffic crashes involve alcohol, distraction, drugs or fatigue. But self-driven vehicles wouldn’t fall prey to such human failings, suggesting the potential for at least a 40 percent reduction in fatal crashes, the study said.

Who doesn’t like safety, saving money, and reducing the stress of driving? If more companies produce such cars and they become legal as well as widely accepted, it will be interesting to see how quickly prices might drop.

I wonder at the efficacy of self-driving cars if they only constitute a small number of cars. While they would still allow drivers to do other things in the car, they wouldn’t quite be as safe until a majority of cars are self-driving. It seems like the benefits rise at a steep curve: a few self-driving cars won’t help much but having 90% self-driving cars would be transformational.

I also am curious to know whether there would be people who would oppose self-driving cars because they can perpetuate car culture in the United States. If peak oil is not near and self-driving cars make driving safer and easier, might Americans have cars for centuries?

Gathering more support for mass transit by telling drivers it helps keep the highways clear

The growing popularity of mass transit in Utah may be explained by an interesting pitch to drivers:

Oddly enough, one of UTA’s most effective strategies for uniting people was targeting those who don’t use public transit. The agency and its advocates pointed out that TRAX ridership saves 29,000 trips — or two full freeway lanes — in the Interstate-15 corridor every day. Road-reliant businesses like UPS ran ads explaining that FrontLines would help residents get their packages quicker by reducing traffic.

As the article notes, this is just part of the picture in how expensive new mass transit can be built. The message explained above is intriguing: drivers, you may not use mass transit, but you should support it for others so that it makes your drive easier. What is the tipping point here where you need enough of those drivers to stop driving and use mass transit versus some drivers wanting to keep driving because there is less traffic? I wonder if this could also verge into classism: those who can afford to drive and help pay for mass transit will continue to do so while those who would economically benefit from not having to drive as much will do so.
