A new master plan for Chicago builds on (odd) legacies of older plans

With the announcement yesterday that Chicago will embark on a new planning process for the local government to consider, one news report included this tidbit about previous planning processes:

When finished, the document would be submitted to the plan commission and the City Council for approval. Gorski said the last such citywide plan in 1966 had official status but never got formal approval.

And from the official Chicago press release:

“While Chicago may have pioneered citywide planning with the 1909 ‘Plan of Chicago,’ this is a rare opportunity to collectively address current and future issues with a collaborative and coordinated effort with other planning entities, businesses, institutions and the people of Chicago,” DPD Deputy Commissioner Kathleen Dickhut said.

This history would be worth exploring more. Here are a few questions/issues/thoughts which I am sure someone has answered and/or explored:

  1. Why was the 1966 plan not formally approved?
  2. The gap between 1966 and today seems like a long time to not have a different master plan. Chicago has changed a lot since then. Is it safe to assume there have been a lot of smaller (district, community areas, etc.) plans developed and acted upon since 1966?
  3. The reference to the 1909 Burnham Plan is interesting in that it had limited influence on subsequent changes in Chicago or the region. It remains an influential plan yet may not be the best advertisement for a plan that led to lasting change.
  4. While the Burnham Plan is often held up as a visionary example, other Chicago planning visions or decisions may not hold up as well. For example, doing research on Cabrini-Green, I became acquainted with the story of how public housing projects came to be located where they were. Or, think of the placement of the Dan Ryan Expressway.
  5. Even if the new plan is not completed on time or is not approved or enacted, it can be a valuable process to engage numerous stakeholders from around the city to think about and discuss what they want the city to be about.
  6. Balancing the larger vision with the important minutiae to decided at the local scale will be interesting to watch. Either job would be difficult on its own.

Communities and character in one slide

In putting together material for the upcoming semester, I found myself summarizing my work on studying the character of particular suburbs. Here is the slide that explains the process:

A quick explanation of the (simplified) process depicted on the slide:

  1. Every community or neighborhood has characteristics and circumstances at its founding. These starting traits can prove influential down the road.
  2. Once started, the community continues through inertia. People live their lives.
  3. There are points in time – which I call “character moments” in a 2013 article – where the inertia of communities are disrupted. This often comes in the form of external forces that place pressure on a community. For example, my 2013 article looked at what happened when three suburbs felt suburbanization pressure in the Chicago region after World War II. This led to internal discussions in each suburb about how they wanted to respond and what they viewed as their future. One of the suburbs, Naperville, decided to lean into the growth: they annexed a lot of land, developed guidelines for growth, and experienced multiple decades of explosive growth (read more in my 2016 article on the difficulties explaining these changes in Naperville).
  4. Different decisions in communities will lead to different future paths.
  5. Then, the inertia, external forces, and internal discussions and decisions repeat as circumstances arise. These key decisions build on each other over time which leads communities to be different places and feel different. This is an iterative process and communities can change course.

The ways this plays out in unique communities can differ greatly even as the process looks similar.

Are suburbs now cool or are they just an attractive option at the moment?

An analysis of why the suburbs are currently attractive to millennials starts with a headline about the suburbs being cool but mainly discusses practical life issues:

Changing attitudes about commutes.

Credit analyst Kailyn Hart was living in a 1,300-square-foot apartment in bustling Mid-City, Los Angeles with her fiancé, Dominic Wilson, and their 1-year-old son when the pandemic forced her to begin working from home. Being able to work remotely gave Hart—who had been watching mortgage rates for a good buying opportunity since 2017 —the kick she needed to purchase a 4-bedroom, 2,300 square-foot house with a backyard in Fontana, Calif, a 47-mile drive from L.A. “My boss told me that I’ll at least be working remote until December, and after that I may only be going into the office just once or twice a week,” says Hart, 32…

A need for more space…

“We’ve seen a surge of buyers who want to leave downtown for the suburbs,” says Nicole Fabiano-Oertel, a real estate agent at Compass in Chicago. “The most common reason is they want more space, whether that’s indoor space or outdoor space, or both.”…

Why pay city prices, when you can’t live the city life?…

Corey Jones, a real estate agent with Better Real Estate in Plainfield, N.J., says affordability is a driving factor for a lot of urban residents who are decamping to the suburbs. “What we’re hearing from clients more and more now is: why rent and pay city prices when you’re working from home?”…

Good public schools.

Generally, public school systems in the suburbs outperform schools in urban areas with respect to test scores, graduation rates, and college placement. Suburban schools also usually have more outdoor space for sports and other recreation. And, a number of parents who send their kids to expensive urban private schools have expressed that they’re less willing to keep paying if the schools go remote this year.

None of these reasons sound particularly cool. They sounds more like calculated decisions given the current circumstances: Americans tend to like larger private spaces, they have a lot of stuff, and they think certain places are better for raising children. These are all part of the ongoing appeal of the suburbs.

Going further, I wonder when suburbs were cool. Even as Americans moved to suburbs in large numbers in the twentieth century, were they ever the place to be? All during this period, critics of the suburbs pounded away at the problems: exclusion, conformity, soulless, mass produced, overreliance on driving, and on and on. Even as millions adopted a suburban lifestyle, it was not always portrayed in media products as the exciting or hip or sophisticated choice. Suburbs may have more entertainment centers than ever but they do not compare to the vibrant cultural centers and neighborhoods of big cities.

Perhaps the connection here is that millennials may be more interested in suburbs right at this moment. As relatively young adults, they have a higher cool factor and are not as locked into life paths. Just moving to the suburbs suggests younger Americans think the suburbs are a viable option…and this may be as cool as the suburbs get.

The coming budget reckoning for big cities

A new analysis suggests particular big cities will suffer losses in tax revenues due to COVID-19:

What matters more in this pandemic moment is how a city generates money: Those highly dependent on tourism, on direct state aid or on volatile sales taxes will hurt the most. Cities like Boston, which rely heavily on the most stable revenue, property taxes, are in the strongest position — for now.

The estimates, to be published in the National Tax Journal by Mr. Chernick, David Copeland at Georgia State University and Andrew Reschovsky at the University of Wisconsin, are based on the mix of local revenue sources, the importance of state aid and the composition of jobs and wages in each city. The researchers predict average revenue shortfalls in the 2021 fiscal year of about 5.5 percent in a less severe scenario, or 9 percent in a more severe one.

Tax revenues can come from a variety of sources. Like recommendations for individual investors to diversify their portfolio, municipalities can benefit from a broad tax base that is not too reliant on any one sector. As the analysis suggests, relying on one single source can cause problems when that area experiences a downturn. (At the same time, creating such a robust and resilient local economy might be very difficult to do given historical patterns, current conditions, and competition in the future.)

The color coding of the graph above is interesting in that it implies that there are a number of cities that Republicans should care about helping. I wonder how this will play out: even as Republican senators would want more municipal tax revenues, it does not necessarily mean that they are pro-city or would want to go out of their way to provide funding. Are Republicans more in favor of seeing the fate of cities and suburbs as tied together when their cities are at risk?

No correcting the problems of McMansions with the word “stately”

One long-time copy editor uses the example of a McMansion to suggest adding the adjective “stately” cannot make something good:

Stately You cannot turn some monstrous McMansion’s farrago of discordant architectural elements into Blenheim Palace with an adjective.

This sentence has a lot to consider. First, the writer picks on the McMansion’s lack of architectural integrity. This is one of the key traits of a McMansion: the architectural elements do not go together or they are out of proportion or the quality of the home is not good.

Second, Blenheim Palace is a World Heritage Site. Even though it is really large – another defining feature of McMansions – it is has more architectural integrity being built in the English Baroque style. And it has the benefit of being old, unique, and recognized as important (in contrast to the mass-produced McMansions).

Third, the writer hints that the certain descriptors fit with certain kinds of homes. McMansions cannot be called stately. What would be more accurate descriptors? Garish? Vapid? Incoherent? Striving? The implication of any of these antonyms is that the McMansion is not worth paying attention to and will not last.

After such a description, one wonder what might redeem a McMansion.

Carmageddon in Los Angeles vs. Carmageddon in New York City

Remember Carmageddon and Carmageddon II in Los Angeles? Now, Carmageddon has come to New York City:

In Chicago and in other cities with robust transit systems, people who have never owned cars before are suddenly buying them. In New York City, some are calling it “carmaggedon,” as residents there registered 40,000 new cars in July, the highest monthly total in years. Meanwhile, NYC subway ridership is still down more than 75% from last year.

The difference in what leads to carmageddon in each city is striking. In Los Angeles, closing a section of a major highway is a problem for the entire system. Because of the emphasis on driving and the various chokepoints in the road system, a single closure has ripple effects. In New York City, the opposite is the case: high mass transit use, particularly in Manhattan and denser parts of the city, is necessary. If something threatens the mass transit lines – here, it is an unwillingness to use mass transit when there is a pandemic – then too many cars may be on roads that cannot handle the increased volume.

Fortunately for Los Angeles and unfortunately for New York, the length of Carmageddon matters. Closing a major highway for just a few days is survivable. Indeed, Los Angeles got out ahead of the problem and enough drivers were able to make alternate plans. Decreased mass transit use due to COVID-19 is another story. How long will the virus be around? Will there be a point where residents return to mass transit even with the threat of the virus present? Carmageddon in New York might prove more lengthy and much more difficult to remedy.

Advertising yourself through your vehicle

What does your car say about you? It can say a lot according to one Washington police department:

The emphasis here is on limiting exposure to crime. Put a lot of information on your car, people might see it and take advantage.

But, this goes against what Americans argue is a feature of consumerism: the products purchased plus their customization and deployment reflects individuals and their personality. Americans do not just buy cars to get from one place to another. Instead, what model and trim and color buyers select reflects something about them. The pick-up truck reflects rugged individualism. The Toyota Prius reflects different sensibilities as does the Nissan Versa or the Subaru Outback. And then owners can modify the vehicle in a myriad of ways, including adding stickers or decals or a vanity plate to the back. And driving is essential to the American way of life.

Not all information given in public will lead to a crime. Of course, the tweet above does not cover all of the information one could add to their car. This includes messages about particular religions (think Coexist or fish emblems), political bumper stickers, and sports teams, just to name a few.

TN town built to construct atomic bomb helped inspire postwar suburbia

A story connecting Chicago to the development of the atomic bomb included this paragraph about Oak Ridge, Tennessee:

The decision had already been made that the atomic bomb would be manufactured in a rural stretch of eastern Tennessee. Designated “Site X,” it quickly became Oak Ridge, a city of 30,000 — designed and constructed under the strictest security. The architects of Chicago-based Skidmore, Owings & Merrill had to draft a master plan without knowing where it would be built. Oak Ridge’s curving roads, dotted with clusters of single-family homes, would become a template for the postwar suburban building boom.

The classic historical work Crabgrass Frontier includes this bit about Oak Ridge:

The mobile home park concept was pioneered in the 1920s and 1930s, but the largest experiment with manufactured or prefabricated houses came in World War II. This 1945 aerial photograph was taken of a part of Oak Ridge, Tennessee, a community that not even existed in 1940. In the next few years as atomic workers poured into the area, more than 5,000 trailers supplemented 9,600 prefabricated houses and 16,000 barracks to provide temporary dwellings in this top-secret facility.

Another scholar connects Oak Ridge and Levittown:

His Levittown wasn’t so very different from the utopian plan of Oak Ridge, Tennessee, designed during the way by the prestigious architectural firm of Skidmore, Owings, Merrill, a community itself modeled in part after the TVA communities of the Depression-era utopian Roosevelt planners.

One irony is that the development of the atomic bomb helped lead to existential fear in later suburbs even as the development process helped pave the way for more suburbia.

A connected thought: this is another way that World War II helped contribute to the subsequent decades of sprawling suburbs. In addition to Oak Ridge, World War II helped lead to new loans for returning veterans, pent-up demand for housing (add the war to the Great Depression and little had been built in roughly 16 years), the flowering of the American Dream as including a suburban home (already partly in place in the 1920s), and postwar prosperity with the United States emerging as a victor.

 

Flipping houses stats – up then Great Recession then up then down again – and questions

How many houses have been flipped in the United States in the last fifteen years? Here are some of the stats:

In the first three months of 2020, 7.5% of homes sold in the United States were flipped, according to a June report from real estate research firm ATTOM Data Solutions. That’s the highest rate since 2006 and a jump from 6.3% at the end of 2019.

Home flipping rates had dropped drastically in 2007 and began to gradually recover in 2010. The number of flipped homes sold in a quarter peaked around 100,000 in 2005, and while it was on the rise in recent years, a decline began in the second quarter of 2019. In the first quarter of 2020, 53,705 single-family homes and condos were flipped, according to the report.

Profit margins have also dropped since 2019, hitting the lowest return-on-investment since 2011. After plummeting with the national economy between 2006 and 2008, profit margins on flipped homes grew at a steady rate until 2017. But since then, return-on-investment has been on a decline.

Still, it’s too soon to fully grasp how the coronavirus pandemic will impact the house flipping market through 2020 and beyond, ATTOM chief product officer Todd Teta said in a statement.

Flipping homes is by now a well-known process due to TV shows and personalities plus its spread throughout the United States. Yet, alongside other phenomena featured on HGTV and among certain groups (such as tiny houses), it can be hard to know how widespread a phenomena is.

Not surprisingly, these stats suggest flipping homes is connected to broader economic conditions: flipping increases when property values are high and repairs to a home can pay off in a sale. When times are tough and property values stagnate or even drop, there is less money to be made in flipping homes.

In the data above, it would be helpful to see how the national trends compare to patterns in particular places. Does flipping work in the hottest markets where prices are already high (limiting who can flip)? What about Rust Belt communities in good and bad times? Suburbs? Urban neighborhoods? I would guess there is a lot of variation across communities.

It is also worth considering what happens to the housing stock in places where flipping does or does not take place. If flipping happens, older housing stock gains new life. If it does not, do these homes simply keep sliding into disrepair?

Finally, this article starts with an example of a family involved in a flipping business but says very little about the role of small flipping businesses or more corporate operations. Even if flipping activity declines during tougher economic times, does it present opportunities for some to buy up properties to flip later? How do the profit margins differ across different kinds of flippers? Are smaller firms or family-owned flippers viewed more favorably by communities than corporate entities?

Treating suburban communities as another consumer good to choose among, Part Two

With the New York Times sharing suburban communities to choose among, I argue this could have long-term consequences for how suburbanites think about their community and social life. In short: treat suburbs like objects to consume and suburbs and suburbanites will struggle to form, develop, and maintain community. Here is why:

  1. Suburban community is often anchored in moral minimalism. With an attitude of leave each other alone, community is relatively shallow. The emphasis on each resident making the best choice for them could hinder efforts to build community. Consumerism encourages individual choices and often says less about and provides fewer opportunities for collective action.
  2. Making a choice among places of where to live could encourage people to more easily move away from places and/or limit their investment into each community. Purchase one suburb, throw it away when it no longer works for you or no longer meets expectations or another looks more attractive. Suburbs can be picked up and discarded at will, limiting commitment from residents and community members.
  3. Consumerism works through consumers making choices based on the resources they have available. This sorts people based on resources and makes it easier to justify different outcomes – and inequality –  by what resources people had coming in (which can be the result of social and individual factors). For example, one historian highlighted the shift in the 1960s from language about segregating by race or ethnicity to economic resources and social class.
  4. Consumer goods need to be differentiated from other competing consumer goods. The sort of analysis from the New York Times – fairly common in real estate sections – can put a spotlight on a few New York area suburbs and it is very difficult to provide an overview of all suburbs. While suburbs do indeed have unique characters, they also share similar traits compared to other places. Yet, for each of the suburbs highlighted, there are dozens of other suburbs with similar characteristics as well as other unique features. Going even further, trumpeting a few suburbs only might push more residents there while depriving other suburbs of possible residents. Highlighting particular features of places can reinforce statuses and traits and encourage agglomerations of both amenities and a lack of resources. In the long run, this pits suburbs against each other when they actually have multiple common interests and residents need particular services and options.

Articulating a different conception of social life beyond consumers making choices and could be more productive in the long run for nurturing the involvement of residents, deeper social connections, and stronger suburban communities. As I have heard said by multiple scholars, consumers take while citizens benefit as well as have responsibilities to others and the whole.
