Rahm Emanuel on what divides people and how art can bring people together

Toward the end of an interview about the arts during his tenure as Chicago mayor, Rahm Emanuel briefly discussed factors that divide people and bring them together:

I think Lori and Amy know that the arts are the soul of a great city. Martin Luther King used to say the most segregated day in America is Sunday. The arts can make the other six days more integrated. Technology is balkanizing and dis-aggregating people. Only a government working with artists can create equity across shared experience.

According to this short quote, two factors work against community:

  1. Religion. Watch MLK make his 1960 statement about the most segregated hour in Christian America. So if religion in the US has tended to divide people by race (see Divided By Faith) and Chicago is one of the most segregated cities in America, Emanuel may have a point about this in Chicago.
  2. Technology. Emanuel could join a chorus of pundits and scholars who argue technology has detrimental effects on community life.

On the other hand, Emanuel cites two forces that encourage community:

  1. Art/the arts.
  2. Government helping to facilitate the work of artists.

There is little doubt that major cities in recent decades have used the arts and cultural experiences alongside public art to try to drive growth. Whether this truly enhances community in the long run, particularly when other forces at work – with Emanuel’s reference to equity, I can’t help but think of uneven development and capital investment in cities like Chicago – work against community, remains to be seen. In other words, can shared experiences overcome persistent social inequalities?

Publication in Soc Quarterly: “Would Prefer a Trailer Park to a Large [Religious] Building”

The quote in the title for my newest article just published in The Sociological Quarterly comes from a comment made at a 2011 public hearing in the Chicago suburbs involving a proposal from a Muslim group to buy land. At face value, the claim is preposterous: what suburbanite living in a well-off suburb would want to live next to a trailer park?

My study titled ““Would Prefer a Trailer Park to a Large [Religious] Building”: Suburban Responses to Proposals for Religious Buildings” looks at what factors lead to more opposition from neighbors and local leaders when religious groups look to buy land, construct a building, or renovate/use an existing building. Is it related to the size of proposed building, the setting for the building, or the group making the request (thinking of multiple cases of Muslim groups facing opposition in the Chicago suburbs – see examples here, here, here, and here)?

The abstract to the study:

To worship in the suburbs, religious congregations often have to apply to local  governments for zoning and building approval. Examining 40 proposals from religious groups in three Chicago suburbs between January 2010 and December 2014 shows that local governments approved the majority of requests. For the proposals that received more negative attention or “no” votes from government bodies, opposition was related to locations adjacent to residences, experiences with one local government, and requests from Muslim groups. These findings have implications for how suburbs address pluralism and new development as the application of zoning guidelines can make it more difficult for religious groups, particularly ones involving immigrants or racial/ethnic minorities, to find and establish a permanent presence in suburban communities.

In sum, religious groups in the United States can theoretically worship in many places – until a local government suggests otherwise, often due to zoning concerns. Religious groups can counter with the Religious Land Use and Institutionalized Persons Act (RLUIPA) but lawsuits require time and effort and can hinder positive community relations.

With opposition to Google’s Toronto smart neighborhood, larger questions about powerful corporations, tax breaks, and public-private partnerships

Plans in Toronto for Google’s major development have hit multiple stumbling blocks:

As in New York, where fierce opposition to Amazon led the online retail giant to cancel plans to build a second headquarters in Long Island City, a local movement here is growing to send Sidewalk Labs packing. Their concerns: money, privacy, and whether Toronto is handing too much power over civic life to a for-profit American tech giant.

The #BlockSidewalk campaign formed in February after the Toronto Star reported on leaked documents indicating that Sidewalk Labs was considering paying for transit and infrastructure on a larger portion of the waterfront. In return, it would seek a cut of the property taxes, development fees and the increased value of the land resulting from the development — an estimated $6 billion over 30 years…

Separately, the Canadian Civil Liberties Association is suing the city, provincial and federal governments to shut down the project over privacy concerns. Michael Bryant, the head of the group, said Trudeau had been “seduced by the honey pot of Google’s sparkling brand and promises of political and economic glory.”…

Micah Lasher, the head of policy and communications for Sidewalk Labs, said providing more details about the business model for Quayside and plans for data governance earlier would have helped allay many concerns. But he also said the business model remains uncertain.

Any major development or redevelopment project in a major city can run into issues. But, there seem to be at least three larger concerns at play here:

  1. Google and the role of tech companies. The public may be more suspicious of these corporations today compared to ten years ago when all the technology seemed rather magical. Issues of privacy and power matter more today.
  2. Tax breaks may not be the answer they once were in cities and metropolitan areas in order to attract corporations and developers. Residents and local leaders may ask why Google, a very wealthy corporation, needs any tax breaks. And, if the tax breaks are not provided, will Google take its smart city development elsewhere?
  3. This might signal larger issues with public-private partnerships. For at least a ten years or so now, these have been hailed as a way to move forward in many cities: both the local government and the developers chip in to get things done with benefits to both sides. But, do such deals turn over too much control or too many of the benefits to the private side rather than spreading the benefits to the residents and the community?

It will be interesting to see how local political and business leaders handle this: can they afford to let the project die or go elsewhere?

Perhaps the long-term answer for companies like Google is to follow the lead of Disney and Celebration, Florida and create whole communities rather than entering in messy situations in already-existing communities.

The ongoing low profile of sociologists on TV shows

A recent line in a Modern Family episode emphasizes the relatively low status of sociologists in the entertainment industry:

Now they won’t let me drive around anyone smarter than a sociology professor.

A bit more context: Alex Dunphy had the task of driving around a Nobel Prize winner in a golf cart on her college campus. Because she was starstruck by the researcher, she drove recklessly and he fell out. Thus, she could only be entrusted with a sociology professor (and lower?).

This is likely just a throwaway line and yet it reminds me that sociologists rarely exist in shows and films. From earlier blog posts:

This reminds me of a quote about statisticians in the book Health and Numbers:

There are aspects of statistics other than it being intellectually difficult that are barriers to learning. For one thing, statistics does not benefit from a glamorous image that motivates students to persist through tedious and frustrating lessons…there are no TV dramas with a good-looking statistician playing the lead, and few mothers’ chests swell with pride as they introduce their son or daughter as “the statistician.”

Many academic fields likely do not come off well in shows and films. The exceptions, like Indiana Jones (though not exactly a representative exemplar of his field), are notable.

The comfortable suburban afterlife

What if humans after death end up in a suburban community? This is the premise of the Amazon show Forever:

Starring SNL alums Maya Rudolph as June and Fred Armisen as her husband, Oscar, the eight-part series, which dropped in its entirety in September, does a deep dive into the meaning of life by exploring what happens when it ends…

For the couple, the hereafter is ambiguous — neither heaven nor hell. Rather, it seems a lot like their former life in a subdivision of tidy ranch-style homes in suburban Riverside, Calif.

Familiar, safe, comfortable…

Oscar spends his days struggling doing crossword puzzles at the dining room table. June teaches herself how to make vases and bowls on a potter’s wheel on the back patio (a nod, no doubt, to the famous Demi Moore/Patrick Swayze scene from “Ghost”). They go for strolls through the neighborhood, where the weather feels perpetually like early autumn with its amber light and just enough of a nip in the air to make you reach for your flannel shirt or lightweight cashmere pullover.

Apparently the show then moves on from this suburban start. Given that Americans moved to the suburbs in large numbers in the last century plus the goal of attaining the suburban American Dream is well-established, is it much of a stretch to cast the afterlife as a comfortable suburb?

I imagine critics of the suburbs might have other views. Indeed, they might suggest a suburban afterlife would be hell. (Bring back the TV show Suburgatory!) This reminds me of C. S. Lewis’s description of hell in The Great Divorce (as noted by an astute commenter):

As soon as anyone arrives he settles in some street. Before he’s been there twenty-four hours he quarrels with his neighbour. Before the week is over he’s quarrelled so badly that he decides to move….Finally he’ll move right out to the edge of the town and build a new house.

So perhaps the suburbs are actually a decent middle ground between heaven and hell, containing elements of either depending on who is doing the evaluating. Then, perhaps the real debate starts: if suburbs are in the middle, are cities heaven and rural areas hell or vice versa…

The legacy of Mayor Rahm Emanuel and Chicago as a global city

After weighing the highs and lows of Chicago mayor Rahm Emanuel’s eight years in office, a Chicago Tribune editorial ends with this:

Because in the end, Mayor Emanuel kept his word. He pushed Chicago to keep moving, to shuffle forward, to improve its rank as a global city.

Not many big-city mayors can say that.

Two quick thoughts on how this conclusion feeds ongoing narratives about cities and Chicago:

  1. “Keep moving” and “improve” are linked to the idea of continuous city growth. Chicago may be slowly losing residents – or at least losing ground to faster-growing cities close in population like Toronto and Houston – but Emanuel helped stem the tide. Imagine this legacy: Mayor Emanuel could not increase Chicago’s population but think how much worse it would have been without all those new buildings downtown and in wealthy neighborhoods!
  2. Emanuel himself had a goal of keeping Chicago as a major global city. Indeed, it is. But, Chicago also has a lingering fear that it is not considered a global city, particularly compared to places like New York City. The population loss is likely part of this but so may be a location in the Midwest away from the exciting coasts. Again, for Emanuel’s long-term legacy: Chicago stayed in the top 50 of global cities!

Finally, all of this conversation makes it sound as if the mayor was the only one with influence in the city. The mayor of Chicago may always have an outsized influence – I’m reminded of former mayor Richard M. Daley’s visit to campus in 2011. This big man theory of history covers up a lot of other processes, including the work (or rubber-stamping?) of the City Council, the flow of global capital into Chicago, the influence of developers and wealthy business leaders, and numerous changes taking place within disadvantaged neighborhoods.

Grow fruits and vegetables in the front yard instead of a lawn

One journalist discusses alternatives to the grass lawn that dominates the front yard of suburban homes:

Every summer, I imagine a different landscape, one that I do not have to mow. My sunny front lawn would be a great place to grow a vegetable garden: tomatoes, peppers, cucumbers and maybe some chard. But if my dandelions raise eyebrows, imagine the reaction I would get to a raised garden bed just a few feet from the sidewalk…

Ms. Bordessa sees room for edible experimentation, even in the front yard. A clever homeowner could tuck food-bearing alternatives like basil, peppers, eggplant and blueberries into the flower beds without disrupting the neighborhood aesthetic. Grow a fruit tree and the neighbors might even come knocking for a free peach…

But this spring, I decided to plant more and mow less. A local landscaper who specializes in native plants stopped by my house to offer advice. When I suggested the possibility of a vegetable garden in the front, she steered me to the backyard instead, pointing to a narrow swath near the driveway that gets full light. And I could shrink the rest of the back lawn with native plants like sweet fern, sweetbells, witch hazel and silky dogwood that thrive without full sun. In the front, we could expand the existing flower bed and add new ones. She glanced at me and said, “Of course, you’d need to take care of all this.”…

That first crop was so tasty that each season the couple expanded their patch, planting beets, squash, cantaloupe, kohlrabi, chard and peppers. The plants filled the backyard and wrapped around the side of the house, generating enough produce to feed five food-insecure families in the area every week. Their ambitions grew with the crops. “If we’re going to do 10 plants, why not 20?” Ms. MacLagan said. “Why not the whole seed packet?”

Since the front lawn is part of the important display from the homeowners to the street, any effort to do something different than normal – grass and some bushes, flowers, and trees within reason – might catch attention. These suggestions about growing food in the front go even further as they alter the front lawn from a symbol of normalcy or class status and change the focus to production. Then, the conversation is not just about aesthetics or fitting in with surrounding lawns; it is about cultivating the land for a more practical rather than symbolic use.

I wonder how many comments or concerns are tied to different aspects of having a front yard garden:

1. Does it matter how much of the lawn is a garden? Is a small garden more acceptable compared to 50% or the full land?

2. Do the kind of fruit and vegetables plants/trees planted matter? Some might be more visible as food producers.

3. Is it better to have all garden plants or would including flowers and other non-producing plants help soften the shock of a garden?

Trying to create a bust-proof oil city

Midland, Texas is looking for ways to utilize the benefits of the current oil boom to prevent a future bust:

In the Permian, “we don’t say boom anymore,” according to Morales, who serves as mayor of the nation’s fastest growing city. “We’re very sustainable. The boom-and-bust era is over.”…

The Permian rose from the dead with the advent of fracking a decade ago to become a market beast, producing about a third of U.S. oil as it grew to become one of the world’s most prolific oilfields.

In the process, though, local resources were stretched beyond their limits. Now, Morales and others say the region may be settling into adulthood. Employers still struggle to fill jobs in competition with the oilfields, roads are jammed, schools overflow and home prices are sky-high. But local leaders say they have plans and resources set to secure a long-term future…

The partnership being forged between the oil companies and the local communities is unlike anything achieved elsewhere, Bentley said.

Growth is good in any American community. When the population is increasing, businesses arrive in town, and money is being made, a lot of problems can be overlooked (including the issues of adjusting to sudden or rapid growth).

But, growth does not always continue or move at the same pace. This seems especially true for places reliant on limited natural resources like oil. At some point, the oil runs out or prices change and the boom is over. Reliance on any single industry or produced good – think Detroit and cars – can lead to problems.

I would guess that few communities could quickly replace or recover from the loss of a business sector that seems to be as important as oil is in Midland. At the same time, resiliency is a buzz word in many circles as cities, regions, and states consider how they might set themselves up to be more adaptable to the sudden changes that could come. Imagine New York City without the finance industry, Silicon Valley without tech, Miami without tourism and beaches, and so on. Building infrastructure now and sowing the seeds for other industries and sectors to grow in the future could be a good hedge for a time when oil is not booming.

Some evidence whites are moving into black urban neighborhoods

In the United States, whites do not typically move into black neighborhoods but there is some evidence this may be changing:

In America, racial diversity has much more often come to white neighborhoods. Between 1980 and 2000, more than 98 percent of census tracts that grew more diverse did so in that way, as Hispanic, Asian-American and African-American families settled in neighborhoods that were once predominantly white.

But since 2000, according to an analysis of demographic and housing data, the arrival of white residents is now changing nonwhite communities in cities of all sizes, affecting about one in six predominantly African-American census tracts. The pattern, though still modest in scope, is playing out with remarkable consistency across the country — in ways that jolt the mortgage market, the architecture, the value of land itself.

In city after city, a map of racial change shows predominantly minority neighborhoods near downtown growing whiter, while suburban neighborhoods that were once largely white are experiencing an increased share of black, Hispanic and Asian-American residents…

At the start of the 21st century, these neighborhoods were relatively poor, and 80 percent of them were majority African-American. But as revived downtowns attract wealthier residents closer to the center city, recent white home buyers are arriving in these neighborhoods with incomes that are on average twice as high as that of their existing neighbors, and two-thirds higher than existing homeowners. And they are getting a majority of the mortgages.

The examples provided are intriguing to consider but the summary data is hard to come by in this article. A few thoughts:

  1. How many whites are actually moving into what are black neighborhoods? Are these significant shifts or relatively few new residents?
  2. The suggestion is that many census tracts are affected – “about one in six predominantly African-American census tracts.” If the amount of change is not much, this may not mean a whole lot. For both #1 and #2, the article said the changes are “still modest in scope.”
  3. Do the affected census tracts have relatively low densities or populations that have decreased over the years? In other words, are these areas with depressed land values or are they wealthier minority neighborhoods whites are entering? If it is the first, could this be a side effect of the inflated housing values in many metropolitan areas?
  4. The focus of this article is also on mortgages and gentrification: the arriving white residents are more likely to receive loans and they have higher incomes. This hints at longer-standing issues facing minority or poor communities that historically have had less access to credit. Additionally, change is not just about race and ethnicity; social class and access to capital matters as well.

There is a lot to consider here and to follow up on with more data, analysis, and interpretation.

“To urbanists, suburbia is self-evidently evil”

A reflection on the recent book Radical Suburbs includes this paragraph about critiquing American suburbs:

To urbanists, suburbia is self-evidently evil: sprawl is an environmental disaster, subsidized by lavish post-World War II road-building programs and the mortgage interest deduction (which promotes home ownership) and turbo-charged by low interest rates. Why would any sophisticated architectural thinker want to get involved with such iniquity? In 2012, the Museum of Modern Art tried to rouse a group of high-caliber architects to stage a suburban intervention in the wake of the 2008 recession and the foreclosure crisis that followed. The show, “Foreclosed: Rehousing the American Dream,” was well-meaning and inventive but it left no trace in the real world, and the designers who were recruited to rethink towns and subdivisions didn’t return to the topic. The trouble with throwing up your hands at suburbia’s obstacles and contradictions is that it means giving up on most of the country.

And plenty of suburbanites notice the negative assessment of suburban living:

Getting ignored by snobs is just fine with millions of Americans, whose only complaint about their center-less towns is when they become too much like cities: clogged, expensive, and big.

Presumably, this writer is trying to model a different way: working in small ways to push suburbs toward more density and more community without asking suburbanites to give up everything they say they like:

One radical step would be for towns to hold competitions, inviting the world’s designers to make adjustments to their layouts—not to plow them under or replace them with faux urban centers, but to find new ways to tweak roads, shorten commutes, and encourage people to live in closer quarters—all while satisfying the desires of privacy, peace, and contact with nature that lured people out of the city in the first place.

Tying far-flung suburbs together with public transit is expensive, complex, and controversial, but modest modifications aren’t. It’s not insurmountable to recycle dead malls into community centers, art spaces, and indoor plazas; to lay down footpaths that steer clear of cars and converge on a park or a playground; to legalize back alleys and rentable granny flats— standard items in the New Urbanist toolkit.

This approach might be dubbed “urban-lite” or “retrofitted suburbia” or “surban.” All of these get at putting together denser pockets of suburbia without needing to get rid of all of the sprawling areas. This is the pragmatic approach to transforming suburbs rather than hinting at the nuclear option of moving everyone to cities (as some fear).

Similarly, middle-range steps to altering suburbs also can help those opposed to suburbs make strong value judgments that will simply provoke defensiveness among suburbanites. Tell someone their lifestyle is evil or wrong and this likely will not prompt the response the critiquer desires. And American suburbanites have heard some version of this critique for at least six decades and continued to move there. Amidst the similar architecture, the conformity, the mass consumer culture, the private space that enriches only the homeowners, the lack of community, and the effect on the environment, Americans have moved to and have been pushed to the suburbs in large numbers. Did these critiques have any effect on making some think twice?
