Nate Silver: “The World May Have A Polling Problem”

In looking at the disparities between polls and recent election results in the United States and UK, Nate Silver suggests the polling industry may be in some trouble:

Consider what are probably the four highest-profile elections of the past year, at least from the standpoint of the U.S. and U.K. media:

  • The final polls showed a close result in the Scottish independence referendum, with the “no” side projected to win by just 2 to 3 percentage points. In fact, “no” won by almost 11 percentage points.
  • Although polls correctly implied that Republicans were favored to win the Senate in the 2014 U.S. midterms, they nevertheless significantly underestimated the GOP’s performance. Republicans’ margins over Democrats were about 4 points better than the polls in the average Senate race.
  • Pre-election polls badly underestimated Likud’s performance in the Israeli legislative elections earlier this year, projecting the party to about 22 seats in the Knesset when it in fact won 30. (Exit polls on election night weren’t very good either.)

At least the polls got the 2012 U.S. presidential election right? Well, sort of. They correctly predicted President Obama to be re-elected. But Obama beat the final polling averages by about 3 points nationwide. Had the error run in the other direction, Mitt Romney would have won the popular vote and perhaps the Electoral College.

Perhaps it’s just been a run of bad luck. But there are lots of reasons to worry about the state of the polling industry. Voters are becoming harder to contact, especially on landline telephones. Online polls have become commonplace, but some eschew probability sampling, historically the bedrock of polling methodology. And in the U.S., some pollsters have been caught withholding results when they differ from other surveys, “herding” toward a false consensus about a race instead of behaving independently. There may be more difficult times ahead for the polling industry.

It sounds like there are multiple areas for improvement:

1. Methodology. How can polls reach the average citizen two decades into the 21st century? How can they collect representative samples?

2. Behavior across the pollsters, the media, and political operatives. How are these polls reported? Is the media more interested in political horse races than accurate poll results? Who can be viewed as an objective polling organization? Who can be viewed as an objective source for reporting and interpreting polling figures?

3. A decision for academics as well as pollsters: how accurate should polls be (what are the upper bounds for margins of error)? Should there be penalties for work that doesn’t accurately reflect public opinion?

DuPage County one of the best counties for poor kids to move up

A recent study by two economists shows DuPage County is one of the best in United States for social mobility for those who start toward the bottom of the socioeconomic ladder:

On the other extreme, poor children raised in DuPage, Illinois, have the best shot at climbing the economic ladder. The Chicago suburb is home to several large corporations, including McDonald’s and Ace Hardware, and is one of the nation’s wealthiest counties. Children from poor families in DuPage grow up to earn 15%, or $3,900, more than the national average by the time they are 26.

To conduct the study, Professors Raj Chetty and Nathaniel Hendren looked at tax records for more than 5 million children whose families moved from one county to another between 1996 and 2012. Their analysis showed that where children are raised does have an impact on their chances of moving up economically. In addition, the younger a child is when he or she moves to a neighborhood with more opportunity, the greater the income boost. Neighborhoods matter more for boys than for girls.

Chetty and Hendren did not say why neighborhoods have such an impact on children’s success. But it did find that counties with higher rates of upward mobility have five things in common: less segregation by race and income, lower levels of income inequality, better schools, lower crime rates and more two-parent households.

The duo, along with Harvard Professor Lawrence Katz, also released Monday a second study that examined the impact of a federal program from the mid-1990s to move low-income families to better neighborhoods. It found that children who relocated when they were younger than 13 made 31% more, on average, than their peers whose families were not given vouchers to move. The relocated children were also more likely to attend college and less likely to be single parents.

DuPage County is not the most diverse place  nor is the most integrated but it is pretty wealthy, has a number of good school districts, and has lots of jobs (across a range of sectors). It also has a reputation of being quite conservative and wasn’t that open to non-whites in the decades after World War II. Yet, I don’t find it too surprising that it would be a good place for social mobility though I imagine this might differ quite a bit across communities within the county.

The second study mentioned above looks at the Moving To Opportunity program which didn’t have immediate influence for adults who move but may just have good long-term impacts for kids. Read more about the latest findings here.

When American communities try to limit the number of churches in city limits

This is a fascinating look at how American municipalities deal with the “problem” of too many churches. For example, here is the experience of Stafford, Texas which did not have a property tax and was located near highways outside Houston:

By 2006, there were 51 religious facilities in Stafford’s 7 square miles, according to city filings. And, at that time, the city had just a little over 300 acres that remained undeveloped.The costs in Stafford’s case were starting to outweigh the benefits…

Scarcella and city officials spent years poring through legal filings and spent a good dose of cash on attorneys to successfully craft a land use ordinance that would require a public hearing and process for new “places of assembly” — such as bowling alleys, dance halls, museums and religious facilities.To obtain a specific use permit under the regulation, applicants would have to address and adhere to a list of requirements related to elements such as acreage, parking and traffic mitigation.

The pushback was tremendous, Scarcella said, noting the town attracted national media and plenty of negative attention…

“I’m held in a fairly decent regard within my church, and I have a deep belief in Christ, and I believe in people’s right to worship, and I admire them for doing that,” he said. “But I also recognize that there needs to be a balance.”

 

Too many religious facilities that don’t pay property tax means that a community may not have a sufficient tax base to maintain all the infrastructure that religious facilities would use. One sociologist estimated that $71 billion in taxes is left on the table by religious institutions. Additionally, there is an opportunity cost involved where the land might have been used for purposes that would pay property taxes and perhaps even add sales tax revenues.

All of this could lead to a humorous situation: how about a suburban community near the nexus of multiple highways that zoned solely for industrial parks and churches/religious facilities? Given that many churches today have a tenuous connection to the community in which they are located, attendees don’t mind church shopping via car, and large churches want plenty of land and interior space for their campuses, this could minimize the pain for a number of other nearby communities.

Wheaton’s walkable shopping center…surrounded by parking lots

Renovations are coming to the Town Square Wheaton shopping center yet the picture of the complex shows it may just be as auto dependent as any shopping center:

It features 160,000 square feet of retail space, much of it filled with chain stores such as Banana Republic, Gap, Joseph A. Bank, Starbucks, Yankee Candle and Talbot’s. The property also includes two professional buildings that house medical offices.

Tucker Development plans to enhance the seven buildings arranged in a walkable loop primarily through signage and facade improvements.

Town Square Wheaton, a shopping center on the south side of the city, recently was sold for nearly $57.3 million. The new owner, Tucker Development, has plans for $1 million in renovations.

This shopping center embodies a lot of the features of newer lifestyle centers or New Urbanism-inspired shopping centers: it features a central plaza with a walkable loop around it, the scale is not huge, there are office spaces on the second floor plus numerous eateries (mixed uses), and it borrows from a local architectural style (Prairie School).

Yet, the overhead view highlights one of the problems that plagues numerous New Urbanist developments: they are often plopped right into car-dependent areas so that even if they are pleasantly walkable, one needs to drive there first. Walking or biking there is not easy; there are apartments adjacent to the center but there is not a permeable boundary between the spaces. You could walk or bike to the center from several nearby single-family home subdivisions (I was just biking near here recently) but that typically requires traveling along and/or crossing busy Naperville Road which funnels a lot of commuter traffic through south Wheaton (the primary path to Naperville and I-88) and isn’t exactly lined with beautiful structures.

Hence, just another shopping center surrounded by parking lots…

Troubled football player to be saved by move to the suburbs

It could be the content of an urban sociology Onion article: ESPN reports that Johnny Manziel is showing progress by leaving the city for the suburbs.

Johnny Manziel is taking a positive step since checking out of a rehab facility in early April.

The Browns quarterback has moved out of his downtown Cleveland apartment and into a golf course community in a suburb west of town, according to a source.

Golf has been a constructive outlet for Manziel since his return, the source said…

The QB’s old home, the Metropolitan at The 9, was the site of an alleged Nov. 22 assault of a fan by a member of Manziel’s “entourage” at 2:36 a.m. Manziel was not listed as a suspect, and the fan, Chris Gonos, later apologized publicly. Manziel said shortly after the incident that the fan aggressively approached him.

Like many white millennials or young professionals before him, Manziel had his bachelor days in the city but now has decided to take up golf and live a more conservative life amidst the big houses and greenery of the suburbs. No word yet on whether he will add the frustration of commuting into the city to his list of issues facing him on a daily basis.

Boom in skyscraper construction may mean less light for city residents

New skyscrapers add to a city’s skyline and help boost its prestige. But, those same buildings can block light and this is an ongoing concern in New York City and several other major American cities.

For cities, shadows present both a technical challenge — one that can be modeled in 3-D and measured in “theoretical annual sunlight hours” lost — and an ethereal one. They change the feel of space and the value of property in ways that are hard to define. They’re a stark reminder that the new growth needed in healthy cities can come at the expense of people already living there. And in some ways, shadows even turn light into another medium of inequality — a resource that can be bought by the wealthy, eclipsed from the poor.

These tensions are rising with the scale of new development in many cities. As New York’s skyscrapers set height records, Mayor Bill de Blasio has also proposed building 80,000 units of affordable housing over the next 10 years, much of which the city would find room for by rezoning land to build higher. Boston wants to find space for an additional 53,000 units. Toronto in the last five years has built more than 67,000. All of which will inevitably mean more shadow — or even shadows cast upon shadow, creating places that are darker still…

In New York, legislation was introduced in the city council this spring that would create a task force scrutinizing shadows on public parks. Lawmakers in Boston in the last few years have repeatedly proposed to ban new shadows on parkland, though they haven’t succeeded. In San Francisco, the city has tightened guidance on a long-standing law regulating shadows in an era of increasingly contentious development fights. In Washington, where the conflict arises not from luxury skyscrapers but modest apartments and rowhouse pop-ups, the zoning commission voted in April on rules that would prohibit new shadows cast on neighboring solar panels…

As a result, multimillion-dollar apartments in the sky will darken parts of the park [Central Park] a mile away. Enjoyment of the park while actually in the park — a notably free activity in a high-cost city — will be dimmed a little to give millionaires and billionaires views of it from above.

This is an ongoing issue, one that helped prompt zoning laws in the first place and still gets at the basic question of whose city is it anyway? I’m reminded of the suggestion from New Urbanists that there is a proper ratio of building height to the street in order to limit this issue (and also boost street life rather than dwarf it – this is a whole other issue that parts of Manhattan could deal with) but in places where land is incredibly valuable – New York City, Hong Kong, Tokyo, etc. – these design guidelines don’t satisfy the interest in density and the money that can be made.

One drastic thought: shouldn’t all tall buildings in American cities be oriented to the north of major streets or parks or features so as to limit shadows? This is a problem with Central Park: if the tall development was mainly to the east or north, the shadows wouldn’t be as much of an issue (though they would fall elsewhere). Yet, settlement patterns didn’t originally occur with these guidelines in mind.

Why your McMansion may need a Juliet Balcony

From the Reddit “McMansionDesign” thread comes this interpretation of an interior Juliet Balcony:

For when you want to lord it over your domestic kingdom and watch your lowly familial subject go about with their useless lives and hobbies.

Snarkiness aside, I could imagine two uses for such a balcony beyond the Big Brother implications:

1. It looks like this balcony is simply a cut in the wall from a hallway. That looks like a pretty dull hallway except for the overlook. Dark hallways are rather drab so why not liven things up with a balcony as you walk by?

2. Perhaps there are people who would really want to entertain from such a balcony. Isn’t that the point of a two-story great room with an open concept? Perhaps a music performer could play from there. Perhaps it could be the site for a celebratory speech. Or, how about some impassioned Shakespeare reading?

What you can make from giving up your lawn in the West

There are some growing incentives in California and other Western states to replace your lawn with something else:

Even before Brown’s order, some of California’s 411 water districts offered rebates — now as much as $3.75 per square foot — to persuade homeowners to give up on grass.

The Southern Nevada Water Authority pays $1.50 per square foot of lawn replaced with desert landscaping, up to 5,000 square feet. After that, it’s $1 per square foot. Arizona and Utah also have lawn rebate programs…

In addition to paying rebates, the Southern Nevada Water Authority sponsors landscaping contests and offers homeowners free, downloadable designs, divvied into categories, such as “pool-friendly” and “child-friendly.”…

Las Vegas officials say they have removed nearly 4,000 acres of grass, with plans to rip up 3,000 more. In Los Angeles, officials want to take out 25 million square feet of grass by year’s end.

But there’s push-back from the $25-billion-a-year grass industry, which says lawns are good for the environment, producing oxygen, preventing soil erosion and dissipating heat.

Lawns are part of the American Dream and go along with owning a home and having private space. That grass industry is big and many Americans seem to like the status of having a well-kept lawn. Yet, when this dream comes up against ecological realities – as the article goes on to note, LA gets 15 inches of rain on average a year versus 50 inches in New York City – the lawn may just have to go. This isn’t something new; see this earlier post about painting the lawn.

I like the idea of landscaping contests because that would allow homeowners to still fight for status but in more sustainable ways. Perhaps some businesses would even want to sponsor these or offer discounts to those competing. At the same time, I do wonder how neighbors might view some of these new yards, particularly if they are front yard vegetable gardens (one illustration in the article).

Less residential segregation for black residents over the last few decades; better outcomes?

A sociologist discusses changes in where black Americans live over recent decades:

Over the past 70 years, housing segregation in America has decreased to the point where most African Americans no longer live in neighborhoods that are mostly black, said Mary Pattillo, a Northwestern University sociology professor who spoke Thursday at the University of Pittsburgh’s Center for Race and Social Problems.

Ms. Pattillo, who studies and writes about the black middle class and residential patterns, said that from 1940 to 2010, the percentage of African Americans nationwide who lived in a majority-black neighborhood fell from 62 percent to 42 percent. Even in the Chicago metro area, which historically has had high segregation rates, the percentage living in majority black neighborhoods fell from 90 percent in 1940 to 68 percent today…

Efforts to reduce official housing discrimination and the rise of the black middle class have led to many more African Americans living in the suburbs. And while many suburbs have become mostly black, the majority of them have not, she said.

Another national trend that has reduced the concentration of blacks in certain city neighborhoods has been the destruction of large public housing complexes and their replacement with more mixed-income housing plans.

Finally, in many major metropolitan areas, the growth of the Latino population has created many mixed black-Hispanic neighborhoods. South Central Los Angeles, long an iconic black region, is now mostly Latino, she noted.

Still, the news is not all good even if residential segregation has declined.

1. Residential segregation for blacks is still persistent and white-black segregation is still higher than for other groups.

2. Moving to the suburbs or altering housing projects may be good but it doesn’t necessarily lead to better outcomes. What are the economic conditions in these suburbs (often majority-minority communities and/or inner-ring suburbs) or where do these public housing residents go (it is unknown or to similarly poor neighborhoods)?

3. Declining residential segregation may need time before we can see significant effects. Simply moving poor black residents to communities with more resources – like in the Gautreaux Program or Moving To Opportunity – doesn’t immediately change things. It may be a generation or two before we see improvement.

More sociologists and other scholars advocating for marriage?

There isn’t much data here presented to defend a trend but here is a brief look at recent research that highlights the benefits of marriage in the United States:

The new wave of pro-marriage scholarship is challenging orthodoxy in academic fields with reputations — fair or not — of being politically liberal, and perhaps even antimarriage, or at least marriage-neutral. Part of the shift is because marriage itself has changed within the last few generations. “Criticism of marriage as a social institution comes from the universal and basically compulsory system of marriage in the 1950s,” said Philip Cohen, a sociologist at the University of Maryland at College Park who has been critical of some recent scholarship promoting marriage. “When people got married who did not want to get married, especially women, and when women’s rights within marriage were much more limited, employment opportunities much less, domestic violence taken much less seriously, when rape wasn’t even a crime within marriage — that system deservedly had a bad rap.”

The new champions of marriage disagree on how, and even whether, to encourage marriage through public policy. Nonetheless, there is an emerging consensus around an idea that would have sounded retrograde just a few decades ago: that having married parents is best for children’s well-being, that marriage is beneficial for parents’ psychological and economic stability, and that it should be a priority in public policy…

It’s low-education (and often low-income) “fragile families” that most concern researchers. Princeton University sociologist Sara McLanahan recently wrote that children growing up with a single mother are “doubly disadvantaged”: They spend less time and receive less money from their biological fathers, and their mothers are also likelier to earn less than married mothers are. Children born to unmarried parents fare worse on a wide variety of measures, including an increased likelihood of developing behavior problems and of not making it to college…

Single people aren’t resisting matrimony because of some sort of moral weakness or stubbornness, these critics say, but because they have existing disadvantages, including economic ones. “The people who get and stay married — and make it look like married people are better off than people who aren’t married — were better off already,” Cohen said. “Marriage is a privileged position.” Simply prodding the currently unmarried into matrimony will not magically make them more stable, healthy, and wealthy.

As the article notes, scholars on different sides of the political spectrum disagree on what policies to enact to promote marriage and have different definitions of what marriage should be. But, could the two sides ever come together to promote a middle policy or in order to broker a compromise? If anything, it might be the pressure within each academic discipline that keeps the sides apart.
